15.2 Conclusion While Letters of Protest are important documents, they should not be considered a means to an end in of themselves. If there is a problem, every effort must be exercised to resolve that problem and the Letter of Protest only issued if the problem cannot be resolved; keeping in mind that we must at all time act in our client’s interests and to avoid doing anything that would prejudice that interest.
• Seals on valves found to be broken.
o Seals that have been added to any valve / point that are observed to be broken.
15.1.4.3 Notice of Apparent Discrepancy
A Notice of Apparent Discrepancy should be issued when transferred quantities exceed agreed tolerances and can be issued to both vessel and terminal. These are usually specified by the client. If not, use:
• Vessel to shore quantity differences
o Vessel (not adjusted for VEF) to shore quantity difference exceeds 0.5%.
o Vessel (adjusted for VEF) to shore quantity difference exceeds 0.3%.
• Vessel in-transit differences
o In-transit difference exceeds 0.2%.
Furthermore, once a protest has been issued, we must provide all interested parties with a copy of the protest i.e. client, vessel, terminal etc. A protest is of no use if it is just left in the job file and our client(s) is not aware of its existence.
