RECOGNISING NI’S TALENT PIPELINE

While a skills shortage is one of the key issues facing the construction sector, the recent SkillBuild NI Regional Competition offers reassurance a future pipeline of talent exists. The event saw 12 apprentices winning their category heats and SERC student Luke McIlwrath named as Haldane Fisher Young Apprentice of the Year, while another SERC student has become the first NI winner of Screwfix Trade Apprentice. Matthew Rutherford, who is completing a Level 2 apprenticeship in carpentry and joinery and employed by Laird Contracts, successfully competed against nine finalists across the UK and Ireland to lift the 2024 title. It’s great to see that another generation of talent is coming through, as NI firms continue to deliver exceptional projects locally and beyond. Our case studies showcase high-quality works spanning sectors including cover star Newforge Sports Complex & Event Hub. Led by OHMG, the project has transformed a former police sports centre into an inclusive community space. Community regeneration is also at the heart of P&K McKaigue’s Creevagh Heights & Sean Dolan’s GAC project in Derry, while Hugh J. CONCRETE SOCIETY NI AWARDS SET TO RECOGNISE BEST IN INDUSTRY

on September 13 will apply, with winners set to be recognised at an awards ceremony in the Europa Hotel Belfast on October 24. Entries are currently invited in the categories of Projects and Process Innovation, while the awards also recognise outstanding students at Ulster University and Queen’s University Belfast. FRASER MILLAR LAUNCHES £30M PASSIVHAUS DEVELOPMENT IN CARRYDUFF

Beaufort Green, a £30m housing development on the Comber Road in Carryduff, is set to become the second Passivhaus-certified site in Northern Ireland. Fraser Millar is leading the project, having already pioneered the first site in the region to follow the passive energy efficiency principles at Lancaster Park in south Belfast. The Belfast-based property developer has secured planning permission for 74 detached and semi-detached properties, with eight different house types to choose from, at Beaufort Green. Over a quarter of 13 houses initially released are either agreed or under

offer, with the first completions estimated for late 2024. Popular in the European housing market for the last 30 years, the Passivhaus model was created by physicist Dr Wolfgang Feist and specifies construction to meet rigorous energy-efficiency criteria. John Carrigan, Director at Fraser Millar, said, “Standard assessment procedure calculations have shown that our Lancaster Park houses are contributing net zero tonnes of carbon dioxide per annum, whereas a typical low-energy home with a fossil fuel burner contributes six

ENERGYSTORE ACQUIRES MAJORITY SHARE IN SCOTTISH FLOORING CONTRACTOR ATS

Insulation manufacturer and installer energystore has acquired a majority share in Scottish specialist flooring contractor Advanced Traditional Screeding (ATS) for an undisclosed sum. Headquartered in Holywood, energystore designs, manufactures and installs insulation systems for floors, walls and roofs, and is a leading supplier of high- performance expanded polystyrene bead insulation products to the UK and Irish construction industry. Fife-based ATS was established in 2014 and works with commercial customers across Scotland and the rest of the UK on pre-construction and construction

flooring installation, with experience of all types of screeds, resins and underfloor heating systems. ATS is a long-term installer of energystore TLA, a flagship energystore product which combines eps beads coated in an innovative additive with cement to create a pourable insulation. Energystore, which is celebrating 50 years in business in 2024, currently operates from six locations across Northern Ireland, the Republic of Ireland and Great Britain employing 90 people, and supplies homeowners and commercial customers, including construction companies, new build developers and housing associations. www.energystoreltd.com

Vaughan Homes MD Bryan Vaughan has been appointed president of the Construction Employers Federation (CEF) at its AGM on June 3. He succeeded Past President Martin O’Kane, Deputy Group MD with Heron Bros, at the 79th AGM of the industry body, held at the Coleraine campus of Northern Regional College (NRC). Speaking at the event, Bryan thanked his predecessor for his instrumental role in the delivery of £50m in PAN cost recovery for the

industry and setting up Construction Futures, an initiative supporting careers in the construction industry.

The Federation’s Board comprises the president, vice-president, immediate past president, treasurer and managing director. All Board members, with the exception of the MD, are nominated and appointed from within the CEF Council and serve on a voluntary basis. Officers are re-nominated annually at the AGM, with the vice president, president and past president each serving two years. Following the AGM, members and guests from CIOB were given an economic update and enjoyed a Q&A with BBC NI Economics & Business Editor John Campbell, before undertaking a tour of the new NRC campus at Coleraine. The Heron Bros team, led by John Paul Higgins, delivered a presentation on their work to complete this fantastic new facility.

MAXIMISING ENGAGEMENT OPPORTUNITIES WITH STORMONT, THE UK GENERAL ELECTION’S IMPACT ON PUBLIC SPENDING, AND CONSTRAINTS AROUND SOCIAL HOUSING, WASTEWATER CAPACITY AND GRID CONNECTION ARE AMONG KEY AREAS OF FOCUS FOR THE CONSTRUCTION EMPLOYERS FEDERATION… As the certified representative body for the construction industry in Northern Ireland, the Construction Employers Federation (CEF) represents the interests of not only its member companies but also roughly 65,000 skilled workers engaged within the wider construction sector. In his latest update on work in progress for the Federation, CEF Chief Executive Mark Spence looks at some of the key issues it is focusing on: CEF ramps up its political engagement

RETURN OF THE NI EXECUTIVE MEANS

OUTCOME OF WESTMINSTER ELECTION KEENLY AWAITED With the UK General Election set for July 4, industry will look keenly to its aftermath – particularly how the next UK government will treat the matter of public spending in NI. Given the need for the NI Executive to have multi-year budgets, so as to maximise the spend available to them, the speed of the new government’s Comprehensive Spending Review and whether this will report in sufficient time for the Executive to set a multi-year budget for 2025/26 onwards is critical. DEFECTIVE PREMISES LEGISLATION MOVES FORWARD After an intervention by the Communities Minister and wider Executive, legislation will shortly be enacted in Northern Ireland to extend elements of the 2022 Building Safety Act in England and Wales – specifically around the defective premises limitation period – so that the limitation period will move from 6 to 30 years retrospectively, and 15 years going forward. A wider NI Building Safety Bill is not, however, now likely until the next Assembly mandate in 2027. This Bill would be largely modelled on the remaining elements of the 2022 Building Safety Act that have not yet been taken forward in Northern Ireland.

MINISTERIAL MEETINGS With the restoration of the NI Executive, came the opportunity to take forward early engagement with a number of Executive ministers critical to the prospects of the construction industry. In meetings with Finance Minister Caoimhe Archibald, Economy Minister Conor Murphy and Infrastructure Minister John O’Dowd, we highlighted a range of challenges and opportunities facing members. These included skills, procurement, public sector budgets, NI Water NI WATER CHALLENGE CONTINUES TO DOMINATE With very little of Northern Ireland not having some level of NI Water wastewater capacity constraint, and at least some 19,000 houses currently unable to be built as a result, it remains crucial that the CEF works with NIW to seek

ENGAGEMENT WITH GOVERNMENT CLIENTS AFTER BUDGET ANNOUNCEMENT Through our sectoral committees, and in the wake of the agreement of the Executive’s 2024/25 Budget, we have recently met a series of government clients including the Department of Education, Translink and NI Water to understand what that budget means for their procurement pipeline in this financial year. With the budget sitting, in cash A RESTORED NI ASSEMBLY MEANS LOTS OF ENGAGEMENT ‘ON THE HILL’ This engagement has also led to us giving oral evidence to three Assembly committees in recent weeks - Finance, Economy and Communities - on many of the areas highlighted above. As each of the statutory committees gets into the granular detail of their work, we have also provided these and other committees with a series of detailed briefing notes on areas including

PROCUREMENT ACT SET TO GO LIVE IN OCTOBER The UK government’s Procurement Act – which will set the procurement regulations for all public sector procurement in England, Wales and Northern Ireland – is set to go live on October 28. A programme of industry awareness and training is expected to be forthcoming in late summer/early autumn, and more details will be communicated to members on the NI element of this in due course. SOCIAL VALUE PROCUREMENT POLICY UNDER REVIEW Some two years after its introduction, PPN 01/21, which led to a minimum tender scoring of 10% for public sector projects in NI, is currently being reviewed. The main focus of this review is whether the minimum scoring should be moved to 20% and whether any amendments are required to the policy guidance which underpins the PPN. CEF members have been involved throughout this process and the review is likely to be completed in the coming weeks. BUILDING REGULATIONS – THE NEXT STEPS After a call for evidence in late 2023, the Department of Finance is to provide the industry with its proposed next steps on building regulations in early August. Given the phased approach outlined in the Executive’s Energy Strategy, it is likely a further consultation will be conducted on how fast we proceed, for newbuild housing, with PV panels and the further electrification of heat, before the next uplift will come into force – something now unlikely to happen until 2025.

SOCIAL HOUSING THE FOCUS AT DFC INNOVATION LAB

A critical concern emerging from the constrained Executive Budget is that housing associations will only receive enough grant money in this financial year to take forward a maximum of 400 new social homes against a target of over 2,000. As this not only further exacerbates the social housing waiting list but also significantly restricts a key area of work for the construction industry, we were delighted to be invited to a DfC-led workshop on how we sustainably grow the number of

units housing associations are able to commence in any one year. The workshop sought ideas on how to grow the number of new social housing starts to 3,000 a year – a headline figure of which the CEF is strongly supportive.

HAGAN HOMES COMMENCES CONSTRUCTION ON £1.9M CARRICKFERGUS PROJECT

GRAHAM CONTINUES TO EXPAND ITS PORTFOLIO OF PRESTIGIOUS PROJECTS

York Street Station in Belfast, and a £6.9m battery energy storage system at Dunore Point Water Treatment Works, are among the latest projects completed by GRAHAM. Infrastructure Minister John O’Dowd cut the ribbon to mark the passenger opening of the new modern, accessible York Street Station. It includes a new passenger footbridge between platforms, platform canopies to cover passenger waiting areas and a new public realm space. A second, ongoing phase will include demolition of the existing building and works to the remainder of the station platforms.

The Dunore Point project is aimed at reducing long-term client NI Water’s carbon footprint, with its 4.1 MW battery powered by an existing solar farm. The battery boasts a 5.6 MWh total capacity, which helps to store surplus energy generated on site for use during peak times, lowering costs and keeping water flowing. The Co Down company has also completed an interior fit-out of Primark’s newly- refurbished store at Westfield Stratford City Shopping Centre in East London, and been named as preferred bidder for a project to redevelop the Tavern and Allen stands at Lord’s Cricket Ground. www.graham.co.uk

Ballyclare-based Hagan Homes has broken ground for its newest housing development, Rockview Lane, a 10-home site at North Road, Carrickfergus. Construction began this spring and is scheduled to reach completion this autumn, with the £1.9m project comprising six semi-detached houses and four duplexes equipped with energy- efficient features such as solar panels. Each property features an Ember PS heating control system, modern fitted kitchens and pre- wiring for BT and Sky Q, as well as USB sockets in the kitchen and all bedrooms. The construction phase of Rockview Lane has created 30 jobs, with Carrickmacstay Developments Ltd appointed as main contractor for the project. FIRST PHASE OF £7M ENNISKILLEN SOCIAL HOUSING DEVELOPMENT GETS UNDERWAY

A new 40-home development on the Sligo Road in Enniskillen is underway, with handover of the first 20-unit phase estimated for autumn 2024 and completion in early 2026. Newpark Homes is main contractor and developer of the Choice Housing scheme, which represents an investment of more than £7m and will incorporate apartments, two-, three- and four-bedroom houses, and wheelchair-accessible bungalows. The project team includes architect McCartan Muldoon, quantity surveyor Naylor Devlin, McAdam Design and surveyor McGahon. Michael McDonnell, Choice Group Chief Executive, said, “This is one of 22 schemes our development team currently has on sites across Northern Ireland, in what has been a very busy 18 months for our new- build programme.” Communities Minister Gordon Lyons

APPRENTICES COMPETED ACROSS 12 CATEGORIES, WITH SERC STUDENT LUKE MCILWRATH NAMED AS HALDANE FISHER YOUNG APPRENTICE OF THE YEAR... NI construction students build a bright future at SkillBuild NI Regional Competition

Twelve of Northern Ireland’s most talented apprentices could potentially be headed to the SkillBuild UK National Final in Milton Keynes this November after winning

their categories in the regional heat. Hosted by the Construction Industry

Training Board NI (CITB NI) in partnership with CITB (GB) and South West College, the annual SkillBuild NI Regional Competition was held at the Technology and Skills

Centre in Killyhevlin, Enniskillen. The competition is a search for the top performers within construction

apprenticeship programmes across NI, who will now be ranked against winners in other regional heats to determine who progresses to the National Final. This year’s regional heat saw 93 of the brightest recruits and top performers within construction apprenticeship programmes competing in 12 categories: Brickwork, Furniture & Cabinet Making, Carpentry, Electrical Installation, Joinery, Painting & Decorating, Fire, Security, Drylining, Plastering, Plumbing, and Wall & Floor Tiling. All first-place winners received a complimentary pair of safety boots from Denis Wilson at Glenavy and Steel Blue. The event also saw Luke McIlwrath, who came second in carpentry, named as Haldane Fisher Young Apprentice of the Year, while the Hugh Gettinby Award for best trainer went to Jimmy Martin of SWC and the SkillBuild Appreciation Award to Paddy Maguire of SRC. Delivered by CITB GB and supported by the Department for the Economy and local construction companies, SkillBuild provides an opportunity to showcase the high level of skills and impressive talent within the

workforce, as well as raising the status and standards of professional and technical education and training. NEWFORGE SPORTS COMPLEX & EVENT HUB, BELFAST

SUSTAINABILITY AND SOCIAL COHESION ARE AT THE HEART OF A COMPLEX PROJECT FOR MAIN CONTRACTOR OHMG… A SHARED SPACE SUPPORTING PEACE AND RECONCILIATION

Newforge Sports Complex & Event Hub is a £5.8m shared space development, located on the 16-hectare site of a former police sports centre in South Belfast. The visionary project was conceived by Newforge Community Development Trust (NCDT) with the aim of transforming a once-restricted facility into a community space supporting peace and reconciliation throughout Northern Ireland and the cross-border region. Facilitating co-existence between cross- community, youth and sports clubs, schools, churches, locals and members of the security, emergency and armed forces across the island, it is aiming to achieve Disability Sport NI’s Inclusive Sports Facility Excellence mark. OHMG was appointed as main contractor for the complex project, which required

the Newforge Country Club to remain operational throughout the works. Support from the EU’s PEACE IV Programme was matched-funded by the NI Department for Communities and Irish Department of Rural and Community Development in Ireland, with £1m also coming from Sport NI’s Multi-Facility Fund. Commencing in April 2021 and completing in February 2024, the 5,286sqm space comprises a shared reception, large twin- court sports hall with dividing curtain, fitness suites, treatment and changing rooms, multi-purpose spaces, refreshment area, office and conference rooms, parking and landscaping. Sustainability and social value targets have been a focus throughout the works, with OHMG setting its sights on the installation of renewable technologies and exceeding

its social value goals by achieving a buy- social target of over 350%. OHMG’s environmental management plan implemented throughout the works extended from controlling noise, mud and dust to retaining trees and protecting nesting birds, bats and the insect population. The works extended as far as the busy Lagan Towpath, on which wildlife surveys were conducted before works could start. Accredited to the ISO 14001/14064 standard for verifying emissions, the complex features a high level of insulation and air tightness, solar panels and systems for passive cooling and sustainable drainage. A site waste management plan, meanwhile, diverted 93% of waste from landfill. The project scored a high 41/45 in the Considerate Constructors Scheme,

with OHMG hosting stakeholder site visits and conducting presentations to seven local schools. As well as monthly meetings with NCDT to review KPIs, performance targets and stakeholder satisfaction, the contractor facilitated site visits by government representatives and end- users throughout the project. Management of public impact during works included liaising with the local community via a regular newsletter and implementing a traffic-management plan to segregate traffic. Materials were off-loaded on site, with monitoring stations in place for noise, dust and vibrations, while OHMG re-designed a foul drain to protect a public walkway and mature trees and reduced significantly the impact on the local ecology. A 3D augmented reality tool was used to improve coordination and aid with clash detection, with weekly team meetings held to raise any technical issues and review upcoming works and challenges. Early engagement with the supply chain generated value-engineering opportunities for OHMG, for example exchanging a proposed retaining wall for dwarf wall kerbing.

Using directional drilling to reroute foul drainage and avoid a public pathway through woods reduced the need for excavation or manholes, minimising disruption for the community, natural fauna and wildlife. To manage costs, OHMG established agreed change order procedures and continuously monitored the budget throughout the project. Effective management of the programme included off-site fabrication when possible, and early identification to

standards, OHMG placed an emphasis on health and safety throughout the project including fire marshal training. Responsibilities were allocated via its H&S Plan, with H&S Manager Gavin Blaney liaising with HSENI and closely monitoring the works, conducting safety audits and identifying non-compliances during the team’s weekly meetings. Further, briefings highlighting any risks and a boundary check to maintain security were held daily, while access to the works was strictly controlled by a gateman who was extremely helpful to all parties involved.

Bell CB Contracts supplied painting and flooring services to Newforge Sports Complex & Event Hub, a groundbreaking sports facility in South Belfast. A sub-contractor to OHMG, the Bell CB Contracts team is proud to have been part of the site’s transformation from a former police sports centre into a shared space promoting peace and reconciliation in Northern Ireland. The Belfast-based business delivered internal redecoration,

a sports floor replacement including all line markings, and new carpets and vinyl flooring throughout the new building. Special attention was given to the painting and flooring to make every area accessible, presenting unique challenges which were collaboratively overcome with the client. An inspection focused on machinery guarding, safe isolation and maintenance procedures across Northern Ireland quarries, concrete and waste premises is currently underway until September 2024. Health and Safety Executive for Northern Ireland (HSENI) inspectors will visit premises, ensuring machinery is adequately guarded to prevent access to dangerous parts and providing information. Where significant risks are found, inspectors may take enforcement action to achieve compliance with health and safety legislation and ensure risks are properly managed. Two concrete manufacturers have recently been fined for safety infractions following HSENI investigations.
