CUSTOMS DECLARATION SERVICE (CDS)
CDS will become the UK’s single customs platform
HM Revenue and Customs (HMRC) has announced that the Customs Declaration Service (CDS), will serve as the UK’s single customs platform replacing CHIEF, the current system. HMRC will close the current Customs Handling of Import and Export Freight (CHIEF) system in two phases beginning 30 th September 2022 for imports and finalising on 31st March 2023 for exports. All traders, agents or freight forwarders involved in the import or export of goods will have to submit entries through the new Customs Declaration Service (CDS) from these dates. CDS went Live in 2018 and is currently used for Northern Ireland and Rest of World declarations and has already processed more than one million declarations. CHIEF will be withdrawn in the two stages detailed below:

CDS offers multifunctionality in one place – for example: traders can view previous import and export data on pre-defined reports, check tariffs, apply for authorisations and simplifications, and check duty deferment statements. The documents generated upon the submission /arrival of an entry have changed. Changes to entry submission include, but are not limited to: • Additional party types (e.g. buyer & seller) • UN/LOCODE references used to designate the location of goods • Item tax lines, including method of payment codes
30 September 2022 declarations migrate to CDS
31 March 2023 declarations migrate to CDS
CDS has been developed in consultation with the border industry and provides a more secure and stable platform with the capacity and capability to grow in line with the government’s ambitious trade plans. The move to one system for all imports and exports will also deliver savings for the taxpayer.
