Ce fonds n’est utilisé qu’en cas de besoin. Le règlement établissant les lignes direc- trices relatives à la réserve du fonds de roulement stipule que le fonds de réserve lui-même doit représenter au moins un hui- tième du montant de la partie municipale des impôts perçus au cours de l’année. Le montant cible de la réserve devrait être de 1,09 million de dollars, mais à l’heure actuelle, le solde du fonds de réserve de roulement est de 235 367 dollars, « bien en deçà de l’objectif », comme le souligne le rapport présenté au conseil. Le conseil municipal a accepté la recom- mandation de l’administration de verser la prime excédentaire de 154 179 dollars de la CSPAAT dans le fonds de réserve de fonctionnement, afin de commencer à reconstituer le fonds jusqu’à son niveau cible.
Le canton de Champlain a reçu une prime bienvenue pour l’un de ses fonds de réserve. La municipalité fait partie des bénéfi- ciaires d’une prime excédentaire que la Commission de la sécurité professionnelle et de l’assurance contre les accidents du travail (CSPAAT) distribue à diverses entre- prises et municipalités. La CSPAAT dispose cette année de plus de 2 milliards de dollars de rembourse- ments excédentaires à distribuer. Le canton de Champlain s’est avérée éligible à deux primes excédentaires qui représentent au total 154 179 dollars de recettes supplé- mentaires inattendues pour la municipalité cette année. Un rapport présenté au conseil par l’administration a recommandé de verser cet argent dans la réserve du fonds de roulement de la municipalité. Ce fonds de réserve a été créé afin de fournir à la
