You can open an existing image as a new project But not only.
Photos (Opens the system Photos app) Pick one of your photos.
You can also create new project from image with the New command from Options menu. See page 409

Create Tap to accept the settings and open your new project in the Studio.
In version 7.1, you can use the imported image in three different ways:
Image preview
for editing
as a reference image
for tracing
Note that the PSD documents can only be opened for editing (because they can contain multiple layers). More on page 415

Note that JPG and PNG images are single-layer (flat) images. Only PSD file format supports multiple layers like Infinite Painter's proprietary project format (PNTR)
