Prescott-Russell’s ambulance services is now the target of a Ministry of Health investigation as a result of its “silent running” protocol, for dealing with the City of Ottawa’s heavy demands on PR ambulance units while refusing to pay for cost. During that time the government must abide by the terms of The Caretaker Convention, which limits federal policy-making and spending decision authority during the election cam- paign period and following results of the election itself until the time when the new government is sworn in. The Caretaker Convention protocol is similar to the “lame duck” limitations imposed on municipal councils during a civic election period. The Convention prevents an outgoing government from making the next government responsible for policies or financial decisions that it was never involved in making.
