Introduction
Basingstoke and Deane Borough Council is well known for its high performing and established property portfolio comprising operational and investments assets. The Development Manager will oversee the successful delivery of significant capital projects at Basing View, Basingstoke Leisure Park and key regeneration schemes throughout the Borough. Reporting to the Project Director for Basing View and Commercial, the appointed candidate will act as the natural deputy and be responsible for managing teams of external specialist consultants including the Council’s retained property advisors. You will personally oversee the procurement and management of partners and direct development. Central to the ambitious Council Plan, projects are significant with a combined Gross Development Value of circa £850m. This appointment offers the opportunity to take ownership and be directly responsible for leading high-profile schemes, leaving a lasting impact on the Borough.

Basing View
Basing View is one of the best connected and most affordable business destinations in the South East and provides a wide range of business accommodation incorporating retail and leisure space. Around 180 businesses 4,500 people are currently based at the park. A programme of major redevelopment is transforming Basing View and opening up a wide choice of business space options for companies of all sizes. It is envisaged that the park has the potential to double the number workers based on site over the next 15 years. A thriving business community where work and play are never mutually exclusive and flexibility comes as standard
Eli Lilly and Company
Construction of a new 45,000 sq ft headquarters building for international pharmaceutical business Eli Lilly and Company, including a new retail/cafe unit, is now complete. The building is owned by the borough council and has been jointly funded by the council, the Enterprise M3 Local Enterprise Partnership and the Invest to Grow Fund.

Benchmark Building
Benchmark, a new Grade A office pre-let opportunity adjacent to the new Lilly building, has been granted planning permission. The 42,528 sq ft five-storey building will include a roof terrace, green roof and double height entrance Neon Building
The Neon building will replace the outdated Norden House, which was purchased by the council for redevelopment in 2018, with funding from the Enterprise M3 LEP. Demolition of Norden House has been completed and the site is now ready for development.
Designed by international architects BDP, Neon will deliver high quality, energy efficient and flexible office space to meet BREEAM Excellent and EPC A standards. To encourage sustainable travel to work, it will be equipped with showers, changing and drying facilities and the adjacent three-storey car park will have electric charging points and 57 cycle spaces

Network Rail Campus
The council sold a site to Network Rail to enable the development of combined National Training Centre and Regional Operating Centre. The scheme was delivered by Network Rail and completed in 2015.
A new Village Hotel opened at Basing View in early 2020, bringing new amenities to the park. The 153-bedroom hotel has a gym, swimming pool, sauna and steam room, a group cycle studio with Les Mills workouts and a wide choice of fitness classes. There is also a Village Bar and Grill providing all-day dining, an on-site Starbucks coffee shop, conference facilities and co-working space. Village Hotels agreed a 250-year lease with the borough council and invested £20 million in the hotel which has created more than 100 new permanent jobs. Funding for the ground levelling of the site where the Village Hotel is located, was provided by the Enterprise M3 LEP.

Main purpose of job
1. To manage delivery of strategic re-generation of Basing View, the Leisure Park, Town Centre and other relevant property developments within the Borough. This will include the procurement and management of partners and direct development. 2. The projects are significant and high profile with a combined Gross Development Value of circa £850m. They are central to the Council Plan and thereby ensure the future economic prosperity of the Borough. 3. Act as deputy to the Project Director. 4. To lead on the development and delivery of Strategic Asset Management plans for re-generations assets in conjunction with the Project Director and Property Services team.
Main responsibilities
1. To develop strategic implementation and delivery plans for major capital projects. 2. Procure and manage strategic development partners to ensure delivery of new property developments to time and budget. The individual projects are likely to range in value from £2m to £50m and will be both commercial and residential in nature. 3. Assess the viability and deliverability of direct investment and development by the council. 4. To procure and manage teams of external specialist consultants (in particular Jones Lang LaSalle, the councils retained property advisers) in diverse disciplines (including law, cost consultancy, design, valuation, PR/Comms, engineering, marketing and project management) to ensure risk and viability are assessed and understood. Due to the complexity of the projects the consultants will be senior and highly skilled. 5. To lead on the implementation and successful running of the Basing View Enterprise Zone and develop a strategy for the use of the Business Rates Income Growth in conjunction with the Enterprise M3 LEP. 6. To lead on the development and delivery of a replacement aquadrome facility. 7. Be responsible for project governance to support robust decision making and ensure desired outcomes are achieved.

1. To lead and direct project teams working collaboratively with internal teams, key stakeholders and managing external consultants. 2. To recommend development opportunities to senior officers and members based on viability of developments by undertaking appraisals and cash flows. 3. To create value and income through the development of sites in accordance with the principles of the Local Plan and relevant masterplans. 4. Lead on negotiation of legal agreements including, but not limited to, Heads of Terms, Development Agreements and Leases, in conjunction with in-house and external lawyers. 5. Lead and establish financial programme budgets and deliver within these budgets. 6. To write internal approval papers including, but not limited to, those to SLT, SMB, MAP, BVEC, Cabinet and Council. 7. To develop and coordinate scheme designs incorporating sustainable design features to meet the Councils Climate Change objectives. 8. To lead procurement activity relating to all relevant projects in conjunction with internal procurement and legal resource to ensure compliance with the Public Contract Regulations 2015 and the Council’s Contract Standing Orders 9. To lead on the development of a replacement aquadrome including agreeing a specification, appointing a team of supporting advisory consultants and monitoring its construction to ensure its successful completion in accordance with the specification and to the agreed timescale and budget. 10. To devise and implement measurable marketing campaigns to increase the rate of development and lettings on Basing View. This will include leading on the design of all marketing collateral in accordance with the Basing View brand guidelines. 11. To lead on Enterprise Zone activity working collaboratively with the LEP and other Key Stakeholders. The role holder will also act as the main point of contact for Members. 12. Develop and submit planning applications and secure permissions for schemes undertaken directly by the council. 13. Actively engage in the preparation of press releases and wider communication strategies in conjunction with the Comms team. 14. To actively engage with current and prospective occupiers to ensure they stay within or move to the Borough. 15. To support Members including all the relevant Portfolio Holders as required. 16. Attend management and committee meetings as required.
