The former regulator Francesco Rodano, chief policy officer at Playtech, was for many years the Italian regulator. He has also driven the global conversation on Responsible Gambling and the use of AI for player protection. He reflects on some of the unintended consequences of regulation. When you are a regulator, not everything goes as expected. You don’t just come up with new rules which are magically implemented; there’s a longer political process behind that. Sometimes even when you introduce something with the best of intentions, the outcome is not always the one expected. To give a recent example, four years ago, Netherlands finally introduced a new gambling law. That law included something on Responsible Gambling that was almost revolutionary at the time: a duty of care. This was a set of actions and practices that all Dutch licensees had to put in place to identify players at risk of gambling harm. The duty of care meant they then had to engage with those customers proactively to prevent
