CHRISTY GILLENWATER President & CEO, Greater Oklahoma City Chamber Christy Gillenwater is the president and CEO of the Greater Oklahoma City Chamber and currently chairs the Association of Chamber of Commerce Executives (ACCE). She is a member of the US Chamber of Commerce Committee of 100 and the Chambers for Innovation and Clean Energy National Advisory Council. Previously, she led the Chattanooga Chamber of Commerce, Southwest Indiana Chamber and Greater Bloomington Chamber of Commerce, all recognized as by ACCE as National Chamber of the Year. Christy was born and raised in Cincinnati and holds a Bachelor of Science in public affairs from Indiana University and an MBA from Ball State University. In 2012, Christy was named a Certified Chamber Executive, the only national certification for chamber professionals.

LEROY ALSUP Interim Town Administrator, Town of Jones City

Leroy Alsup currently serves as the interim town administrator for the Town of Jones City, OK. Previously, he was the city manager of the City of Guthrie from 2017 to 2023. Alsup has served in various roles in local governments across Oklahoma, Kansas, Arkansas and Louisiana. He earned his dual bachelor’s degrees in geography and political science from West Texas State University. He then obtained a Master of Public Administration from the University of Kansas, a Master of Business Administration from Southwestern College, and a Master of Arts in urban and regional planning from Miami University. Additionally, Alsup earned the certified economic developer certification from the International Economic Development Council and completed the three-year University of Oklahoma Economic Development Institute. He was also a part of Leadership Oklahoma Class 32 in 2018. Alsup was honored by the Guthrie Area Chamber of Commerce with their Outstanding Service Award in 2022.

CHRIS BROWNING Utilities Director and the Water Trust General Manager, City of Oklahoma City Chris is currently the Utilities Director and the Water Trust General Manager for the City of Oklahoma City, serving a population of approximately 1.4 million. With more than thirty years of experience as a utility executive, he managed a number of large water utilities within the metro Atlanta and Dallas areas before coming to Oklahoma City in 2016. JASON FERBRACHE Assistant City Manager; Administrator of the Central Oklahoma Transportation and Parking Authority (COTPA); and Director of the City of Oklahoma City’s Public Transportation and Parking Jason Ferbrache has held several key roles in the City of Oklahoma City, including administrator of the Central Oklahoma Transportation and Parking Authority (COTPA) and director of the Public Transportation and Parking Department since February 2014. In 2022, he was appointed assistant city manager, overseeing fire, police, information technology, public transportation and parking, and law enforcement policy implementation. Additionally, he serves as the interim executive director of the Regional Transportation Authority of Central Oklahoma (RTA). Starting as a budget analyst in 2005, Ferbrache progressed through various positions, ultimately leading to his current roles. He significantly expanded the Public Transportation and Parking Department, enhancing public transit services and modernizing the parking system.

MAYOR DARRELL DAVIS City of Edmond

Darrell Davis has served as an Edmond Council Member since 2011. He began volunteering his time to better the City of Edmond in 1996. He served as both a member and chairman of the Edmond Park and Recreation Advisory Board. Darrell led the charge to develop many of the city’s most prized destinations, including the MAC Senior Center and—more recently—the Edmond Tennis Center, with more thoughtful developments on the way. Davis worked as a civilian at Tinker Air Force Base for 35 years, retiring in January 2021. He served as chief of the Installation Contracting Division at the Air Force Sustainment Center. He won the Air Force Civilian Achievement Award in 2002 for outstanding service. He also works as an adjunct professor for Southeastern Oklahoma State University.

MAYOR MATT DUKES City of Midwest City

Prior to being elected as mayor, Matt Dukes was a Midwest City Police Officer, and before that served in the U.S. Coast Guard, and was a paramedic for Midwest City EMS. At the Police Department, Dukes was a field training officer for 11 years before being promoted to supervisor in 1996. At different points in his police career, he has supervised all three patrol shifts and specialty units/programs such as the K-9 Program, Bike Patrol, Honor Guard and Weapons of Mass Destruction and the Community Action Office. Dukes retired from the police department in November after 31 years of service. During Operation Enduring Freedom, Matt was activated by the Air National Guard and deployed to Afghanistan and Guantanamo Bay, Cuba serving as NCOIC for detainee operations. During that activation, he also served as Air Guard liaison to the Security Force Director at Air Mobility Command. In 2008 as a Chief Master Sergeant, Matt retired from the Oklahoma Air National Guard with 30 years of service. He received numerous awards and commendations for his military service.

BRIAN RUTTMAN Superintendent, Moore Norman Technology Center

Ruttman’s journey in the Oklahoma CareerTech system began in 2003 at Metro Technology Centers in Oklahoma City, where he held various leadership roles. Since 2019, he has served as the superintendent and chief executive officer of Moore Norman Technology Center (MNTC), showcasing strong vision and transformative leadership. Under his guidance, MNTC has pioneered innovative programs catering to workforce needs and forged partnerships with various stakeholders for strategic training opportunities. Notably, Ruttman was recognized as one of Oklahoma’s Most Admired CEOs for 2023 by the Journal Record.

MAYOR LARRY HEIKKILA City of Norman

SEAN TRAUSCHKE Chairman, President and CEO of OGE Energy Corp. Chair, Greater Oklahoma City Chamber Sean Trauschke serves as chairman, president and CEO for OGE Energy Corp. He joined OGE Energy as vice president and chief financial officer in April 2009 and was named president, Oklahoma Gas and Electric, in July 2013. He was named president, OGE Energy, in 2014, and assumed the role of CEO on May 29, 2015, and chairman on Dec. 1, 2015. Trauschke graduated with a Bachelor of Science in mechanical engineering from the University of North Carolina at Charlotte, a Master of Business Administration from the University of South Carolina and has completed the Advanced Management Program at the Harvard Business School. Throughout his professional career, Trauschke has been active in numerous civic and community organizations and currently serves as the chair of the Greater Oklahoma City Chamber.

Larry Heikkila was elected as the 61st mayor of Norman in 2022. Previously, he served the citizens of Norman with 17 years of service as an employee of the City of Norman. As an employee, he served as the City of Norman Street Supervisor, then as a personnel analyst and finally as the safety manager. He retired from the City of Norman in April 2014. He also retired in 2010, after 26 years of service in the United States Navy. During his service, he served four years in the Submarine Force and 22 years as a U.S. Navy Seabee. He retired as the Command Master Chief, 9th Naval Construction Regiment. Prior to his election as mayor, he served as the chairman of the Excise Board and Equalization Board, vice-chair of the Tax Roll Correction Board and as a member of the Industrial Authority for Cleveland County. He is a member of the Norman Chamber of Commerce. In 2022, he was named one of Cleveland County’s Men of Influence.

MAYOR SHELLI SELBY City of Yukon

DAVID HOLT Mayor, City of Oklahoma City

Shelli Selby, a former educator of 32 years, works currently as a child therapist, Licensed Professional Counselor, at Oklahoma Pediatric Therapy Center. She received an English Education degree from OU and a Master’s in Psychology from UCO. She has been on the Yukon City Council for 6 years serving as Mayor for 3 and ½ years. Shelli serves on the Yukon Chamber Board, Yukon Historical Board, Oklahoma Environmental Management Association, Association of Central Oklahoma Executive Board, Jacob’s Cupboard as the Director, and former Main Street Board. She is the recipient of Oklahoma Municipal League’s Woman of the Year for 2020 and the H.B. Frank Citizen of the Year award for Yukon, 2023 while obtaining her Certified Mayor status in her 1st year of serving as Mayor. Shelli has also been nominated for Mayor of the Year, 2022 and 2023 and the Jeff Shockley Award, 2023.

Mayor David Holt became Oklahoma City’s 38th mayor in 2018. Locally, Mayor Holt has been a uniquely unifying political leader, winning two elections by record margins and casting a vision that has enjoyed broad support. Nationally, he has emerged as a voice for statesmanlike governance and urban issues. He was elected the 2025-2026 President of the United States Conference of Mayors. Mayor Holt’s signature achievements include his steady leadership through the unprecedented challenges of 2020 and 2021, continued improvements in core infrastructure and services, and the record-shattering passage of MAPS 4, the $1.1 billion investment in quality of life that will address 16 critical challenges and opportunities over the next decade. Meanwhile, Mayor Holt’s optimistic, visionary and inclusive “one OKC” approach has paved the way for continued economic development and population growth that has lifted OKC to America’s 20th-largest city.
