CHRIS BROWNING Utilities Director and the Water Trust General Manager, City of Oklahoma City Chris is currently the Utilities Director and the Water Trust General Manager for the City of Oklahoma City, serving a population of approximately 1.4 million. With more than thirty years of experience as a utility executive, he managed a number of large water utilities within the metro Atlanta and Dallas areas before coming to Oklahoma City in 2016. JASON FERBRACHE Assistant City Manager; Administrator of the Central Oklahoma Transportation and Parking Authority (COTPA); and Director of the City of Oklahoma City’s Public Transportation and Parking Jason Ferbrache has held several key roles in the City of Oklahoma City, including administrator of the Central Oklahoma Transportation and Parking Authority (COTPA) and director of the Public Transportation and Parking Department since February 2014. In 2022, he was appointed assistant city manager, overseeing fire, police, information technology, public transportation and parking, and law enforcement policy implementation. Additionally, he serves as the interim executive director of the Regional Transportation Authority of Central Oklahoma (RTA). Starting as a budget analyst in 2005, Ferbrache progressed through various positions, ultimately leading to his current roles. He significantly expanded the Public Transportation and Parking Department, enhancing public transit services and modernizing the parking system.
MAYOR DARRELL DAVIS City of Edmond
Darrell Davis has served as an Edmond Council Member since 2011. He began volunteering his time to better the City of Edmond in 1996. He served as both a member and chairman of the Edmond Park and Recreation Advisory Board. Darrell led the charge to develop many of the city’s most prized destinations, including the MAC Senior Center and—more recently—the Edmond Tennis Center, with more thoughtful developments on the way. Davis worked as a civilian at Tinker Air Force Base for 35 years, retiring in January 2021. He served as chief of the Installation Contracting Division at the Air Force Sustainment Center. He won the Air Force Civilian Achievement Award in 2002 for outstanding service. He also works as an adjunct professor for Southeastern Oklahoma State University.
MAYOR MATT DUKES City of Midwest City
Prior to being elected as mayor, Matt Dukes was a Midwest City Police Officer, and before that served in the U.S. Coast Guard, and was a paramedic for Midwest City EMS. At the Police Department, Dukes was a field training officer for 11 years before being promoted to supervisor in 1996. At different points in his police career, he has supervised all three patrol shifts and specialty units/programs such as the K-9 Program, Bike Patrol, Honor Guard and Weapons of Mass Destruction and the Community Action Office. Dukes retired from the police department in November after 31 years of service. During Operation Enduring Freedom, Matt was activated by the Air National Guard and deployed to Afghanistan and Guantanamo Bay, Cuba serving as NCOIC for detainee operations. During that activation, he also served as Air Guard liaison to the Security Force Director at Air Mobility Command. In 2008 as a Chief Master Sergeant, Matt retired from the Oklahoma Air National Guard with 30 years of service. He received numerous awards and commendations for his military service.
BRIAN RUTTMAN Superintendent, Moore Norman Technology Center
Ruttman’s journey in the Oklahoma CareerTech system began in 2003 at Metro Technology Centers in Oklahoma City, where he held various leadership roles. Since 2019, he has served as the superintendent and chief executive officer of Moore Norman Technology Center (MNTC), showcasing strong vision and transformative leadership. Under his guidance, MNTC has pioneered innovative programs catering to workforce needs and forged partnerships with various stakeholders for strategic training opportunities. Notably, Ruttman was recognized as one of Oklahoma’s Most Admired CEOs for 2023 by the Journal Record.
