Transitional justice is not a single methodology or a uniform framework; it differs depending on the context, the approach to addressing past abuses, the intended goals, and how priorities are managed. It encompasses various dimensions, programmes and components, all aimed at transitioning from a state of repression and tyranny – or from conflict, or both – toward fulfilling the requirements of respecting human rights and treating individuals with dignity under the rule of law. In Syria, as in other countries, transitional justice – though a popular demand – faces numerous challenges and carries legal, political, legislative and ethical dimensions. This study will outline the foundations and justifications for transitional justice and present proposed approaches for addressing it.
