Irish Budget 2025 includes major investment in decarbonisation
An allocation of €90m to support the retrofitting of social homes, reduction in heat pump VAT to 9% and hike in carbon tax have been announced in Ireland’s Budget 2025. Unveiled by Ireland’s Finance Minister Jack Chambers on October 1, the Budget includes a record capital investment of €6bn for housing in 2025. Opportunity for Ireland’s electrical sector includes a €90m investment in retrofitting around 2,500 social homes to a Building Energy Rating of B2, in line with a Programme for Government commitment to retrofit 36,500 local authority homes by 2030. Further decarbonisation packages include a €477m investment in residential and community energy efficiency and a €20m allocation encompassing electric vehicles grants and infrastructure alongside other measures. A €7.50 increase to €63.50 in the rate of
carbon tax per tonne of carbon dioxide emissions was applied to petrol and auto diesel from October 9, and will impact coal, kerosene and gas from May 1, 2025. The 4.5% reduction in VAT applied to heat pumps has been welcomed by STIEBEL ELTRON, which opened a regional office in Dublin earlier this year. Mark McManus, STIEBEL ELTRON Ireland Managing Director, said, “Heat pumps are a proven, highly-efficient solution that use electricity to extract environmental energy for heating, hot water and cooling. “When paired with sustainably-generated electricity, which is increasingly the case from mains supply and now also often generated by homeowners themselves, they are the perfect solution. “We would encourage the government to consider any other incentives within their purview to make heat pumps more accessible.” www.gov.ie/en/campaigns/budget
