Workplace Violence: Reducing The Risk BY PHILLIP M. PERRY

Welch Packaging Launches Corrugator Startup In Ohio Elkhart, Indiana based Welch Packaging, a family-owned manufacturer of custom corru- gated packaging, announced the launch of a corrugator startup in Wooster, Ohio. The new facility, OHCorr, will expand the company’s sheet feeder system and overall supply chain capabilities. Welch Packaging operates a network of corrugated sheet plants supported by its own sheet feeders. Located between Toledo, Cleveland, Ashtabula, Cincinnati, and Columbus, the company has positioned OHCorr in the strate- gic location of Wooster to produce corrugat- ed sheets for its existing box plants. The new facility is a part of Wooster’s Inno- vation Park, located in a 200,000-square-foot area of the Wooster Brush Company’s North Building. OHCorr is expected to add capacity and capability to the Welch system and re- duce overall freight cost; thus, improving the experience for local Welch customers. “Our goal is to provide our customers with the Ultimate Corrugated Experience, and our new OHCorr corrugator will support our al- ready strong position in the market,” said CEO CONTINUED ON PAGE 3

When a disgruntled employee opened fire at a small Philadelphia-area business earlier this year, the shooter killed two fellow employees and injured three others. The tragic event added more numbers to the na- tionwide toll of gun-related fatalities, highlighting the ongoing reality of workplace violence in America. “Any exposure to the news media today will reveal that incidents of workplace violence occur quite frequently across the country,” said Ed Sherman, an organizational and public safety consultant. “Most busi- ness owners and employees recognize this is a significant issue and it's something that should be addressed.”

WHAT’S INSIDE

The facts are clear: The Bureau of Labor Statistics reports 392 work- place homicides and 37,060 non-fatal workplace injuries resulting from intentional harm in 2020 (the last year for which data are available). And workplace violence is the third leading cause of fatal occupational injuries in the United States, according to a report from the Occupation- al Safety and Health Administration (OSHA). At least one state has taken steps to reduce the danger. “The Cali- fornia legislature recently passed a law requiring employers with more than ten workers to create and disseminate a Workplace Violence Pre- vention Plan,” said Kathleen Bonczyk, founder of the Workplace Vio- lence Prevention Institute. “The standard must include employee train- ing, along with anti-retaliation and grievance procedures. FBA Reports Increase In Q2 Box Shipments

US corrugated box shipments increased on an actual/av- erage-week basis in the 2nd quarter compared to the 1st, based on data from the Fibre Box Association. Shipments were 96.3 billion sq. ft., 3.2 percent more than 1st quarter’s 93.3 billion sq. ft. and up 1.1 percent versus 2nd quarter 2023’s 95.3 billion. On an average-week, with one more shipping day in the second quarter, June average-week shipments increased 1.9 percent year-over-year, May’s to- tal was up 0.7 percent year-over-year, and April’s dropped 4.0 percent year-over-year.

Meyers Acquires Assets Of Johnson Printing And Packaging Corporation Minneapolis, Minnesota based Meyers, a provider of sus- tainable packaging solutions, announced the acquisition of the assets of Johnson Printing and Packaging Corpora- tion (JPP). Meyers said the strategic move underscores its commitment to expanding its footprint in the folding car- tons sector. The acquisition of JPP’s assets will enhance Meyers’ capabilities to serve its clients and those of JPP, by com- bining resources and expertise, the company said. Meyers and JPP share significant overlap in industry verticals. “We are excited to welcome JPP’s clients into our oper- ations,” said Christopher Dillon, Meyers’ CEO. “This acqui- sition, along with our continuous efforts to recruit top talent from across the packaging industry, strengthens our ability to provide superior service to our clients. We are particu- larly proud to continue offering JPP’s client’s access to an independent, family-owned packaging manufacturer that is deeply committed to sustainability.” Under the agreement, Meyers will acquire substantially all of the assets of Johnson Printing and Packaging Cor- poration. Specific financial details of the transaction were not disclosed. Meyers said the integration process will be carried out to ensure uninterrupted service to both Mey- ers’ and JPP’s clients.

TAPPI Corrugated Packaging Council Election Open Through Friday An election is underway to fill one Member-at-Large posi- tion on the TAPPI Corrugated Packaging Council (CPC), the governing body of TAPPI’s Corrugated Packaging Division that develops strategic plans, press products and events. Voting is open until close of business Friday, August 16. The open position is for a three-year term. Voting re- sults will be announced on August 26, 2024, prior to 2024 TAPPI/AICC SuperCorrExpo event, September 8-12, at the Orange County Convention Center in Orlando, Florida. Current TAPPI Corrugated Division members are asked to vote via the official Survey Monkey ballot for one of the following candidates to serve as Member-at-Large: Mike Kohler has worked for Kohler Coating since

2009 and is currently the Vice President. He specializes in rod-metering systems associated with Kohler's water decks, coaters, and glue units. Kohler has experience on corrugators including the world’s only 13-inch corrugating line in Canton, Ohio used for corrugator trials and testing. Kohler served as a CPC Member-at-Large from 2021-2024. He was active with the Young Professionals (YP) Division since joining TAPPI in 2016 serving in leadership positions including the Division’s Co-Director of Events in 2017-2019 and as the CPC YP Liaison for 2019-2020. Kohler received the TAPPI Young Professional of the Year award in 2018. Danny Lopez , Director, New Machinery Sales, The Haire Group, works closely with his team and collaborates with Haire’s global customers to develop new products. Lopez has worked his entire career in the corrugated packaging industry beginning in 2006 as an application engineer for Alliance Machine Systems International where he de-

signed corrugated plant layouts in North, Central and South America before switch- ing to sales, management, and product support for all Alliance customers in the western U.S. and Canada. Tom Staal is Director of Management Systems for Coastal Containers where he uses his experience as a plant floor super- visor, quality management professional, and management team member to help Coastal transition from a sheet plant start- up to a full-line corrugated plant. A 30-year TAPPI member, he has been a longtime participant of CORBOTEC and FISCOTEC Committees. Staal has previously served as an elected member of the CPC as well as an appointed member until an employ- ment change required that he resign from the post. He has served as working group chair on numerous TAPPI Test Methods and TIPs and on the Standards Advisory Review Group (SARG). Staal was awarded the Division Technical Award in 2019. Tim Wilson is the Southeast Territory, New Machinery Sales Manager for The Haire Group. He began his career in the corrugated Industry in 2015 after 13 years in automotive aftermarket sales. Wilson’s responsibilities include growing new cor- rugated converting equipment sales within integrated and independent box makers, while also fostering long-term business re- lationships. He is active in AICC and TAPPI, serving as a member of the CPC, the Tech- nical Program Committee and as Chair of the Supplier Advisory Committee. Joe Wunder, President of A.G. Stacker Inc., has expe- rience in engineering, operations, and sales, within the industrial manufacturing and corrugated converting mar- kets. He holds a BS in Electrical Engineering from the Vir- ginia Military Institute and an MBA from Averett University in Virginia. He began his career as a Nuclear Instrumen- tation and Control Engineer, designing for nuclear power facilities and submarines and aircraft carriers for the De- partment of the Navy. While completing his MBA, Wun- der stepped into the role of Technical Sales Engineer, and later Vice President of Sales, at a regional industrial automation distributor. He joined A.G. GPI consolidated three locations under one roof. The building was bustling with a large number of employees making things happen for GPI. They love to come to the office! One of coolest areas was the Global Innovation Center. This is the spot that their customers can draft up a package design and have it pro- duced while they watch. During lunch we shared our TAPPI360 presentation with our hosts and asked them questions about what is going on with GPI. They seem to have zoomed in on TAPPI Standards and TIPS, our fo- cus on Students and Young Professionals and all the training programs that TAPPI offers. Mike Farrell commented, “TAPPI Standards and TIPs made my career early on. I was able to create an entire press section because of them.” One of the largest active projects is a new paperboard mill located in Waco, Texas. will see more jurisdictions do something similar in coming years.” Warning Signs The toll in human suffering from workplace violence is incalculable. Too, businesses can be held liable for inju- ries. “The employer has an obligation under the General Duty Clause of the OSHA Act to provide a safe workplace,” said Pascal Benyamini, a partner at the law firm Faegre Drinker. “OSHA and other government entities can assess fines and penalties to an employer for not having provided one.” Employers can also incur financial losses from workers compensation claims and lawsuits by injured employees or customers, or by the next of kin or family of an employ- ee who has been killed. “Litigation can be expensive,” said

Benyamini. “And if a case gets in front of a jury that de- termines the employer looked the other way when there were warning signs of a pending violent act, a company can get hit with punitive damages.” Clearly, businesses would be wise to take action to

mitigate risk when the warning signs of a pending violent act first appear. Those signs often take the form of behavioral changes that begin far in advance of a se- rious incident. The company mentioned in the opening paragraph of this article, for example, had received prior warnings of the employee’s threats toward colleagues. “The pathway to violence is typically a gradual one,” said Bonczyk. “An individual may begin by coming in to work late ev- ery day. That may proceed to snapping at coworkers or customers. Then they may begin bullying people. Later their perfor- mance takes a dive. Then things acceler- ate to threats of violence, and then ulti- mately violence.” Many early warning signs are consid- ered acts of violence in themselves by OSHA. These include verbal or written threats, harassment, and intimidation. Vio- lence can take the form of bullying, as well as swearing and hurling of insults. Supervi- sors should watch for: • Unexpected and unwelcome behavioral changes. The person may become quick to anger or engage in continuing confron- tations. • Talk of suicide or self-harm. • Paranoia, and a tendency to blame oth- ers for their troubles. • Obsession with weapons, when accom- panied by any of the other behaviors listed above. Individuals planning violent acts may become fixated on perceived occupation- al slights. “Very often these events begin with a grievance on the part of an employ- ee or customer or other individual,” said

Sherman. “I am using the term grievance in the most gen- eral sense, as anything somebody is upset about. That’s why it’s so important for employers to respond to employ- ees’ issues, concerns, and problems when they arise.” Behaviors outside the workplace can also be red flags. “Often, someone will post things to social media that could be important in assessing that they pose a threat to the workplace,” said K. Campbell, principal at Blue Glacier Security and Intelligence. “These may include statements about fellow employees, supervisors, or managers. That is an example of leakage, the disclosure of ill intent to a third person rather than to the individual who might be the intended victim of an assault. Leakage is usually an ex- tremely reliable indicator of potential violence.” The above behaviors are not an exclusive list. Experts advise taking action anytime your gut instinct tells you something is not right. “You don’t want to wrongly accuse someone,” said Oscar Villanueva, the COO at TAL Global, a security-consulting and risk-management firm. “But peo- ple should know that if they see something that doesn't look right to them and their gut is telling them there's an issue, they should report it to their supervisor or manager right away so it can be looked into.” Employee Reports When it comes to responding in a timely manner to warning signs, employees are often the first line of de-

fense. “Management can’t know everything that happens on the floor where people are working,” said Benyamini. “When employees see or hear something, they need to say something so that if an incident ends up becoming a credible threat, measures can be taken to reduce the risk.” Too often, though, colleagues of a violent actor fail to speak up, either because they are not aware of the signif- icance of what they have seen, or they do not know the

correct reporting procedures. Planning and training can help. “Every company should create a workplace violence prevention and management program, which is a set of policies and procedures that tell employees how to report troubling incidents they have observed,” said Villanueva. “This may prevent an incident from occurring.” Villanueva said the program should include a zero-tol- erance policy, calling for the employer to take appropriate action when a violent act occurs. “If someone makes a ver- bal threat, for example, but there is no physical contact or further issues, the penalty may be a suspension, or a letter of warning, or a reassignment. At the other extreme, an ag- gressor who beats up a fellow employee on the workroom floor may well be terminated.”

Filing a program in a binder is not sufficient: Managers and employees must be familiar with the details. “Every-

one needs to know what steps to take if an incident occurs, including to whom to report,” said Sherman. “People should also know how to call first responders if an in- cident rises to the level of an emergency.” More work needs to be done. Accord- ing to OSHA, only 30 percent of all orga- nizations have a formalized workplace violence prevention program. Part of the problem is that getting one off the ground requires an enthusiasm that is too often lacking. “I recommend all businesses iden- tify someone with the passion necessary to manage a workplace violence preven- tion program from an organizational point of view, and then develop a policy that is supported by the CEO or COO or a senior member of the organization,” said Felix P. Nater, president of Nater Associates, a se- curity consulting firm. Employees must also be regularly reminded of the program’s details. “All employees need to be familiar with the warning signs of workplace violence and the steps that should be taken,” said Na- ter. “This will build trust and confidence in the hearts and minds of the employees because they trust management's invest- ment in their safety and security.” There must be safeguards to protect individuals reporting incidents from retal- iation. “Employees may resist speaking up about questionable behavior because they are afraid they may be attacked by the individual involved,” said Nater. “Every- one should be aware that the organization has protections in place so that if things become untenable, they will not be left to fend for themselves.”

Respond Appropriately Top management can feel as nervous as employees about taking action when troubling behavior occurs. How can they investigate a report without ruffling feathers and unintentionally making matters worse? “When troubling behavior is reported, the best approach is to start with a discreet investigation,” said Villanueva. “Ask other employ- ees if they can corroborate the behavior. Has anyone ob- served similar events?”] Once the background work is done, the supervisor should have a conversation with the employee who has committed the behavior. “Approach the individual in a respectful way and talk about what you have observed,” said Villanueva. “Stick with the facts, rather than making accusations. Encourage them to talk about their behavior, explain why it is happening, and what they can do to re- solve it.”

It's often appropriate to ask questions such as, ‘Are you okay? Is there anything you need? Can we offer something to assist?’ Many employers have an employee assistance program (EAP) that can provide counseling. Having these tough conversations early is better than allowing things to slide, because they will only become more difficult to deal with over time. “The longer you take, the worse the problem gets,” said Villanueva. “These things seldom get resolved on their own.” Reduce Stress An ounce of prevention is worth a pound of cure. One way of reducing the emotional temperatures that can lead to violence is to institute a stress reduction program. “It’s good to appoint someone in your company as a liaison be- tween a stressed employee and a source of assistance,” said Worley. “The person in charge of human resources of- ten fills this role, providing a safe, confidential place to go for the employee who feels as though they are struggling from stress at the workplace or at home.” Employees experiencing high stress can be referred to the company insurance company if it covers counseling, to an Employee Assistance Program (EAP) or to a community
