The Frank Beach Memorial Fountain (above) in Portland’s International Rose Test Garden was dedicated in 1975 and designed and built by Portland Artist Lee Kelly. It was a gift from the Beach family in honor of Frank Beach who was said to have christened Portland the “City of Roses” and first proposed the idea for the annual Rose Festival.

Council Crest is the highest point closest to downtown Portland at 1071 feet above sea level in the Tualatin Mountains (West Hills). Streetcar service began in 1906 and an amusement park occupied the site from 1907 until 1929. It is now a park and popu- lar viewpoint. Richard’s Windermere Realty Trust Portland Heights Office is located on SW Vista Avenue, and is the “highest” real estate office in elevation in Portland. Simon and Helen Director Park sits atop 700 covered parking spaces and includes the light display titled “Mercurial Sky- dance.” The artwork was provided by the City of Portland’s Percent for Art Program.
