Genesis 1:2 מרחפת על־פני המים׃ אלהים ורוח תהום על־פני וחשך ובהו תהו היתה והארץ ham-mā-yim. mə pə-nê ‘al rachaph was hovering over the face of the waters."
We will next take a closer look at the phrase “the Spirit of God was hovering” so we can fully understand it. The verb in this phrase “was hovering” , i s translated from the Hebrew word “rachaph” מרחפת . The synonyms listed for this verb include: relax, flutter, move, shake, and hover. The Hebrew word rachaph is also used in Deuteronomy 32:11 where the context is very clear. " A s the eagle stirs up her nest, flutters ( rachaph ) over her young, spreads abroad her wings..." Bird experts observe this same careful hovering and fluttering motion exhibited by mother birds over their newly hatched chicks . Those precision movements by the mother bird's wings are intended to stir the air and keep the temperature just right so the ir baby hatch l ings can survive . T he meticulous focus and care that the mother bird lavishes on these tiny downy creatures is exactly described in the second verse of Genesis 1 , when the Spirit of God , the Ruach Elohim, hovered or fluttered over the ' face of the waters' just moment s before Creation .
