Comprehensive Plan for Unincorporated Hillsborough County: Future Land Use Element

The Future Land Use Element is the foundation for the Comprehensive Plan, as it affects each Element within the plan through its designations and distribution of land uses. The Transportation Element is intended to allow unincorporated Hillsborough County to pursue a balanced transportation system. This Element contains Community and Special Area Studies. These Community and Special Area Studies are intended to be extensions and refinements of the County’s Comprehensive Plan. The studies should discuss the special and unique characteristics of the areas under study and examine the issues and problems facing the areas and provide strategies for solutions.
