INTRODUCTION
Wellcome Genome Campus Ltd (WGCL is a newly formed company) is seeking to recruit an Estates Director to play a leading role in the development and operation of its renowned scientific research campus. The Estates Director will join at a transformative time with a remit to lead all aspects of the estate management of the buildings, grounds and services within WGCL, and for the development of the Estate Management plan for the new development. Key aspects of the role include estate management and placemaking; capital and lifecycle investment; and crucial input into the development of the new campus, creating a world-class, customer-focused campus environment. The role provides direct access to WGCL’s C-suite, and an unprecedented opportunity to shape the existing campus and the future phases. Today, over 2,500 people work at the Campus that comprises c.1 million square feet of space set within a 135-acre estate in Hinxton, 9 miles south of Cambridge. The range of facilities include laboratories and associated research facilities, offices, recreational space including a restaurant, gym and nursery, a hotel and conference centre, residential accommodation and a data centre.
A major expansion of the WGC is underway with planning consent obtained in 2021 for c.1.6 million square feet of gross research and development space (laboratories and offices) primarily to be used for genomics and bioinformatics related activities, which are already core to the Campus. The planning consent also provides for 335,000 square feet of supporting uses (nursery, conference centre, health club, hotel etc.) and 1,500 homes. The expansion is expected to take 10-15 years to fully develop with the first buildings delivered in Phase 1 to become income generating in 2-3 years’ time. Role purpose and primary objective: The Wellcome Genome Campus (“WGC” or the “Campus”) is a leading genomic research campus and home to the Wellcome Sanger Institute (“Sanger”) and the European Bioinformatics Institute (“EBI”). Sanger is Wellcome’s largest charitable initiative, having founded and funded the Campus and Sanger since 1992. Today, over 2,500 people work at the WGC that comprises c.1,000,000 square feet of research space in Hinxton, 9 miles south of Cambridge. A major expansion of the WGC is underway with planning consent obtained in 2021 for 150,000 square metres or c.1.6 million square feet of gross research and development space (laboratories and offices) primarily to be used for genomics and bioinformatics related activities, which are already core to the Campus. The planning consent also provides for 335,000 square feet of supporting uses (nursery, conference centre, health club, hotel etc.) and 1,500 homes. The expansion is expected to take 10-15 years to fully develop with the first buildings delivered in Phase 1 of the development to become income generating in 2-3 years’ time.
The expansion is to be a commercial, return- seeking, investment for Wellcome from its endowment that is managed by its Investment Division. It is being delivered by Urban&Civic, the development company owned by Wellcome and an in-house Campus management company, Wellcome Genome Campus Ltd (“WGCL”) will be responsible for the Campus’ property management and infrastructure for the whole Campus. The role is accountable for all aspects of the Estate Management of the buildings, grounds and services within Wellcome Genome Campus Ltd, and for the development of the Estate Management plan for the new development. The role provides direct access to WGCL’s C-suite, and an unprecedented opportunity to shape the existing campus and the future phases. We are looking for someone who can work at both the strategic and operational level, and someone who can work in a startup environment and contribute to its growth in the early stages.

Competencies and Behaviours • Personable, collaborative approach with a problem-solving mindset and ability to build good relationships with all stakeholders, tailoring approach as needed. • Someone who puts the customer first and embraces customer service • Commercial acumen • Strategic thinker to prioritise the portfolio of work, develop an Estates Strategy, plus experience of scoping and leading feasibility studies and business cases for future campus projects. • A track record in building, leading and mentoring multidisciplinary teams which enable both the individual and team to offer up ideas and to flourish. • Knowledge and application of risk and budget management together with strong negotiation and influencing skills. • Experience of reporting and presenting confidently at a board level and to external stakeholders. Behavioural Competencies The Institute have introduced a Behavioural Competency Framework, which defines a set of six core behaviours that provides a common language for all in the Wellcome family to describe what effective and excellent behaviour looks and feels like. These six competencies are listed below:
Technical Skills • A track record in the provision of customer service and amenity • A track record in programme managing and delivering a portfolio of infrastructure and facilities management programmes within a governance framework, ideally gained from an Estates Director role or similar. • An understanding of the end-to-end operational and maintenance requirements of an Estate/ Campus. Experience in a science-based sector or one with similar mechanical and electrical design components is desirable. • Experience to evolve the sustainability strategy for the current and future Estate • Understanding and experience of the relevant policies, Health and Safety requirements for our environment and the applicability of the CDM regulations. • Delivery of programmes of capital, lifecycle, and refurbishment projects, plus managing the hard and soft facilities management services. • Experience managing financial budgets that incorporate a service charge and funding allocations, to maintain fiscal stability and support strategic objectives across Estates & Facilities and the wider organisation • Deep commercial experience and knowledge of contracts for procuring both contractors and consultants. Previous experience in setting up industry recognised contracts (including NEC4) and frameworks would be desirable. • Managing the performance of multiple outsourced contracts including Engineering (hard FM), Security, Cleaning, Catering (including hospitality), Transport, Utilities, Waste, and a workplace Nursery.
