The most meaningful way in which community-based organizations are involved in developing the Area Plan is through their participation in the Community-Wide Needs Assessment Process. Many participating organizations of the Neighbor’s Care Alliance and many individual Ambassadors distribute and collect surveys. These representatives are also invited to attend one of the community-wide needs assessment meetings (Listening Sessions) to comment from their unique, neighborhood-based point of view. Actual implementation of the Area Plan is the responsibility of PCOA staff working in collaboration with the AAA Advisory Council, which provides guidance and recommendations, and the PCOA Board of Directors, which approves adoption of the goals, objectives and budgets contained in the Area Plan. Both the 12-member Advisory Council and 18-member Board of Directors are comprised of members representing various sectors within the community and other community-based organizations.
