Public sector
PUBLIC SECTOR Publicly owned leisure facilities offering public access to health and tness provision through membership or pay-and-play models. Includes local authority-operated sites, trust- managed leisure centres and publicly accessible education-based facilities with gym provision. AVERAGE MEMBERSHIP FEE Represents the standard adult (16+) peak monthly membership fee using either: ● a non-contract option; or ● the equivalent rolling monthly membership where no non-contract option exists. MARKET VALUE Estimated annualised membership income generated across the UK public tness market. Calculated using: ● standard adult peak monthly membership fee × ● reported or estimated member numbers. ● Excludes secondary spend, swimming income, sports hall income, food & beverage, retail and other ancillary revenue streams. PENETRATION RATE Percentage of the UK population holding a gym membership, based on Experian UK population estimates for the reporting period.
OPENINGS & CLOSURES
Openings Facilities opening between 1 April 2025 and 31 March 2026 through: ● new-build leisure developments ● new gym provision within existing centres ● existing facilities becoming publicly accessible ● Refurbishments or replacement gyms within existing facilities are not classied as new openings.
Closures Facilities permanently closing between 1 April 2025 and 31 March 2026.
TOP OPERATORS References to Top 10 operators are based on total site numbers within the public sector.
Where operators are tied on site count, ranking is determined by total membership base.
MANAGEMENT MODELS Public sector facilities may operate through a range of delivery structures including: ● Local Authority ● Trust ● Education ● Leisure Management Contractor ● Other independent operating models
