LEADERSHIP MATTERS A LETTER FROM THE EDITOR

T he last month of the year is shaping up to be an exciting time for The Chamber. Our 102nd Annual Excellence in Business Awards is scheduled to be held on December 2, 2021, at the Rogue Valley Country Club from 5:00 p.m. to 9:00 p.m. For over a century, The Chamber and our community leaders have recognized the talents and achievements of outstanding local companies and individuals. These are people and businesses who embody community spirit and partnership. It is our pleasure to honor them, and we hope you will join us. We will comply with the local health department and CDC guidance to ensure the health and safety of our members, staff, and community. Additionally, our first in-person Chamber Forum will be held on Monday, December 13th from 11:30 a.m. to 1:00 p.m. The Forum will be a panel discussion featuring nonprofits that have impacted the community. The panel questions will focus on the theme of “Rogue Valley Resiliency”. Visit our website to purchase your Forum tickets. As you may know, infrastructure has been an important topic on the federal, state, and local levels. A new $1.2 trillion infrastructure bill was recently signed and will deliver $550 billion of new federal investments in America’s infrastructure. This will include everything from bridges and roads to the nation’s broadband, water, and energy systems. Experts say the money is needed to ensure safe travel, and efficient transport of goods and produce across the country. The impacts of the bill will also trickle down to Oregon and Jackson County, with more than $50 million slated to help Southern Oregon. You can read more about it in this edition of the Business Review. Everyone at The Chamber is looking forward to ending the year with in-person gatherings. While we have enjoyed our online meetings and forums, we are glad to see each of you in person again. It will be a positive way to end the year and start 2022.

OREGON UPDATES

New $1.2 Billion Infrastructure Legislation Bill Will Impact Southern Oregon Washington, D.C. | Wednesday, July 28, 2021 | Press Release I n November 2021, Congress passed a $1.2 trillion infrastructure

bill, which promises to deliver new federal

investments in America’s infrastructure over the next five years. The bill includes improvements to several areas, including funding transit systems, improve the nation’s broadband system, upgrade airports, ports, and waterways, invest in electric vehicles, improve water for roads and bridges, money to modernize

and electric systems, and environmental

remediation. In addition to

President Biden signs the bipartisan bill into law on the South Lawn of the White House.

infrastructure projects being completed around the country, the state Legislature set aside $50 million to help Southern Oregon’s recovery from the wildfires and pandemic. The Oregon Legislature passed several wildfire and economic relief bills this session, and the federal government also provided money to help communities recover from economic problems due to the pandemic. Over $40 million was earmarked to cover projects in Jackson County, including: • Rebuilding efforts • A firefighter apprenticeship program • Improving a pipeline which transports water from Medford to Ashland, Talent and Phoenix • A new public safety building in Phoenix Additionally, individual senators and representatives received money to parcel out to local projects.

Sen. Jeff Golden, D-Ashland, gave $1 million for the urban campground, $1.4 million for the Family Nurturing Center and $1.3 million for Armadillo Technical Institute. Then, Rep. Kim Wallan, R-Medford, put $1.25 million into various projects, including sidewalk replacement near schools and in the Liberty Park neighborhood. There were also funds given to the other representatives, including Rep. Duane Stark, R-Grants Pass, and Rep. Pam Marsh, D-Ashland. Overall, it was a productive session, and everyone was pleased with how the funds were distributed. The Southern Oregon communities the senators and representatives serve were each given something which will help move recovery forward. With so much invested in infrastructure locally and nationally, there should be positive improvements made — and seen — over the next few years. n

During the November Forum, Clay Storey, Director of Security for Avista, provided an overview of the cyber threat landscape, and what companies and individuals can do to mitigate risks. “Traditionally, people think of individual hackers, but I see that as the lowest tier of

In general, cyber attacks are most likely to come from an individual hacker, with the smallest occurrence from military groups or nation states. However, Storey explained that the potential impact from each group is the opposite. A cyber attack from a resourceful

Storey noted there are also some common tools and techniques used by each of these groups in their cyber attacks. “An individual hacker will use a virus or exploit vulnerabilities, while hacking groups rely on ransomware or extortion scams. Military groups try to gain remote access or credentials so they can obtain important information,” said Storey. When a cyber attack does occur, most individuals or businesses wonder why or how it happened to them.

" Cyber criminals go after the person, because humans are the biggest data security risk. If hacking groups can impersonate you, it ' s hard for security professionals to detect that. " - Clay Storey, Director of Security, Avista Corp.

“This is when you visit a website and it puts up a message like your computer has a virus, or you must restart your computer,” said Storey. This technique tries to create a sense of urgency to get someone to perform a specific action. With a variety of cyber threats out there, Storey said it is important for people and businesses to know how to mitigate risk. “If it’s a phishing email, ask yourself if you know the sender or were expecting that message,” he said. “Is someone trying to get you to act with urgency?” Additionally, he reiterated the importance of a strong password and using two-factor authentication if it is available. The latter is one of the best ways to stop someone from getting into your account. Storey also recommended getting malware protection and

backing up your data regularly, off site if possible. During the question and answer portion of the Forum, Storey covered how cyber criminals could gather information about you or your company from your social media profiles. “Those platforms are one way an adversary might gather intelligence. A criminal could research the company and learn which person has access to important information,” he explained. With cyber attacks continuing to target businesses and individuals, Storey emphasized the importance of staying vigilant when encountering potential scams or attacks. “Think through what you’re seeing before clicking a link or downloading something.” n

“Cyber criminals go after the person, because humans are the biggest data security risk. If hacking groups can impersonate you, it’s hard for security professionals to detect that.” Storey then described the most common types of cyber attacks, with phishing emails being at the top of the list. This was followed by an attack called the “watering hole.” According to Storey, this is when hackers target a website that is used by many people. Once the website is compromised, anyone who visits it, also becomes infected. Another common cyber attack is PC alerts.
