Revving Up for the Kids CARS FOR CASA CELEBRATES 21 YEARS

INDUSTRY INVESTORS

The Metro East Division of the Dallas Builders Association has surpassed $1.13 million in contributions to Lone Star CASA with its 21st annual Cars for CASA auto show held Sunday, May 17, at the Rockwall County Courthouse. Cars for CASA began in 2005 with just 80 cars and raised $2,600. Since then, it has grown into one of the largest shows in North Texas. This year’s show featured more than 300 vintage cars, trucks, and motorcycles and welcomed approximately 2,000 attendees. The event raised $110,435, bringing the cumulative total raised for Lone Star CASA to an impressive $1,133,074. “It is unfortunate that child abuse exists and that we even have to raise money for CASA,” said Doug Bowerman of Susser Bank, a co-founder of Cars for CASA. “However, since child abuse is alive and well in our community, we are very blessed to have such a large group of car show participants, sponsors, and volunteers that make it possible to donate a meaningful amount to Lone Star CASA each year.” One hundred percent of the event’s proceeds benefit Lone Star CASA, a nonprofit continued on next page >>>

Cars for CASA, continued from page 1

organization that supports abused and neglected children in Rockwall and Kaufman counties. Lone Star CASA recruits, trains, and empowers volunteer advocates who serve children involved in the foster care system. Making sure children’s voices are heard is at the heart of everything Lone Star CASA does. Thanks to the support of Cars for CASA participants, sponsors, and volunteers, the organization served a record-breaking 272 children last year, ensuring they had a voice in court and an advocate by their side during some of the most difficult times in their lives. “Our original goal for the event was to make sure CASA has the means to support 100 percent of the children in the two counties they serve,” said co-founder Dave Hambley of Lee Lighting. “With that goal being achieved, we now focus on creating awareness of the issue and the impact it has on families in our own backyard.” For more than two decades, Cars for CASA has brought together automotive enthusiasts, community leaders, businesses, and volunteers in support of a cause that continues to make a meaningful impact throughout the region. Runoffs, Reminders, and Reload With summer now upon us and weekends at the lake, tee times, and vacation on the horizon, the Dallas Builders Association asks that you keep a few less sandy items on your radar.

MUNICIPAL RUNOFF ELECTIONS The runoff election for eligible area municipal races will begin with early voting being held June 1 through June 9, and the final opportunity to vote in city elections being June 13. Municipal races are every bit as important as those for the state house or Congress. The industry is closely monitoring runoff races in Denton, where builder-supported Chris Watts is running to be the next mayor and Erica Garland is working to be the city council member for Place 5. Other runoffs include the heated race for mayor in Frisco. LOOKING BACK: Recent Legislative Gains that Protect Residential Development and Building The 89th Legislature saw big wins for home building. The 2025 session saw an effort for transparency and reasonable boundaries when it comes to impact fees and moratoriums, both being government actions that add significant increases to home prices. Of note, Senate Bill 1883 and House Bill 2559, both priority bills for the Texas Association of Builders (TAB) and Dallas BA, brought transparency, boundaries, and protections to builders, developers, and property owners as it relates to impact fees and moratoriums. Senate Bill 1883 amended Chapter 395 of the Texas Local Government Code to provide builders and stakeholders with time and information needed so that they can understand the complicated process used to enact and amend impact fee ordinances, as well as participate and offer needed insight as early as possible. The law improves the public notice requirements by requiring that a political subdivision provide increased notice of land use assumptions (LUA) and capital improvement plans (CIP). The two tend to be rather long documents and contain calculations of engineering and other costs that take considerable time to review. With more time to review an LUA and CIP, our members have a better opportunity to offer critical input.

SB 1883 also provides the opportunity for more input from those with stronger knowledge of the impact of impact fees via the requirement that 50% of the members of a capital improvement advisory committee (CIAC) be representatives of the real estate, development and building industry. The law also installs further guardrails to the process. The adoption of new or amended impact fees now requires a simple majority of two-thirds of the members of the governing body. There are also additional provisions that govern how frequently an entity may amend their impact fees. There is finally a long overdue requirement that a political subdivision conduct an independent audit for their existing impact fee collections, management, and expenditures before adopting an increase or a new impact fee for a service area that was under a previous impact fee. House Bill 2559 amended Chapter 212 of the Texas Local Government Code, requiring cities to provide a 30-day notice for a public hearing. The law further adds to transparency by requiring municipalities to send interested parties, via certified mail or registered mail, notice of the hearing. And two public readings of any proposed moratorium are now required and must be at least 28 days apart. The law removed an automatic temporary moratorium. HB 2559 restricts the duration of a moratorium to 90 days, unless the municipality adopts an extension based on written findings. And it prohibits adopting a moratorium that exceeds 180 days, including extensions. This law requires that a plan be provided to address purported shortages or public utility needs before a moratorium can be extended. This protects property owners from open-ended moratoriums that had occurred prior to HB 2559 becoming law. Builders and developers are reminded to keep these new laws in mind and to contact the Dallas BA should they have any concerns with actions in various municipalities or counties. ASSOCIATION’S CLAY SHOOT: An Opportunity to Reload Advocacy Funds The HOMEPAC Shootout, presented by BGE, Inc., is scheduled for August 12. The clay-shoot benefits HOMEPAC of Greater Dallas. This is a fun opportunity to support Dallas BA advocacy and enjoy the outdoors. The clay shoot will be hosted at the famed Elm Fork Shooting Sports facilities in Dallas. The event will begin with registration and breakfast at 8 a.m., followed by the clay shoot at 9 a.m. Lunch and posting of results will follow the shoot. The event format will be four- person teams. NAHB recently honored the DBA with Grand Awards in two categories — largest numerical increase and highest percentage increase in membership — recognition that speaks to the strength and momentum of the association and the people who power it. The Grand Awards are among NAHB's most competitive annual honors, celebrating associations across the country that achieve exceptional results in membership growth and retention. “Earning recognition in not one but two categories is a testament to the collective effort of the Dallas BA's Membership Committee, our Membership Coordinator Alyssa Morales, and the countless members who champion the association throughout the year,” said Gena Godinez, Dallas BA executive officer. “None of this happens without people... the members who make the calls, extend the invitations, and personally invite colleagues to join,” added Alyssa Morales, DBA membership coordinator. “Recruitment is a year-round effort, and this award reflects just how seriously the Dallas BA community takes it.” A strong association means stronger advocacy, better education, more resources, and a louder voice for the industry. Each year the Dallas BA searches the ranks of its members to find those who want to take an active role in the leadership of the Association and the evolution of the home building industry in the area. The Dallas Builders Association Board of Directors and the Associate Vice President are selected by the membership in elections each summer. This is accomplished through a series of steps that will first seek out interested candidates, then affirm their willingness to become a leader. Once the Nominating Committee completes the review of the interested candidates, it then prepares recommendations and the ballot. If you are interested in serving on the board, either as a director of as the Associate Vice President, or both, or know someone who is, now is the time to let the Nominating Committee know. Deadline to nominate is June 22 at 4 p.m. EXPECTATIONS OF A DIRECTOR Each director is elected for a one-year term, starting in October. They are expected: 1. On Wednesday, May 14, Mission Ridge Range in Plano, Texas welcomed a competitive field of 50 shooters for the 4th Annual Dallas Division Top Shot Handgun Challenge, presented by Main Street Lumber and Main Street Millwork. The event brought together industry professionals across two divisions, Expert and Novice, for a day of precision shooting, friendly rivalry, and outstanding sportsmanship. Congratulations to all participants for making this year's challenge another memorable success, and a special recognition to the top finishers in each division whose skill and preparation set them apart from the field. A massive round of applause to every shooter in the field, from the podium finishers to the brave souls who claimed the coveted Dead Ass Last title, a time-honored tradition.
