Runoffs, Reminders, and Reload With summer now upon us and weekends at the lake, tee times, and vacation on the horizon, the Dallas Builders Association asks that you keep a few less sandy items on your radar.
MUNICIPAL RUNOFF ELECTIONS The runoff election for eligible area municipal races will begin with early voting being held June 1 through June 9, and the final opportunity to vote in city elections being June 13. Municipal races are every bit as important as those for the state house or Congress. The industry is closely monitoring runoff races in Denton, where builder-supported Chris Watts is running to be the next mayor and Erica Garland is working to be the city council member for Place 5. Other runoffs include the heated race for mayor in Frisco. LOOKING BACK: Recent Legislative Gains that Protect Residential Development and Building The 89th Legislature saw big wins for home building. The 2025 session saw an effort for transparency and reasonable boundaries when it comes to impact fees and moratoriums, both being government actions that add significant increases to home prices. Of note, Senate Bill 1883 and House Bill 2559, both priority bills for the Texas Association of Builders (TAB) and Dallas BA, brought transparency, boundaries, and protections to builders, developers, and property owners as it relates to impact fees and moratoriums. Senate Bill 1883 amended Chapter 395 of the Texas Local Government Code to provide builders and stakeholders with time and information needed so that they can understand the complicated process used to enact and amend impact fee ordinances, as well as participate and offer needed insight as early as possible. The law improves the public notice requirements by requiring that a political subdivision provide increased notice of land use assumptions (LUA) and capital improvement plans (CIP). The two tend to be rather long documents and contain calculations of engineering and other costs that take considerable time to review. With more time to review an LUA and CIP, our members have a better opportunity to offer critical input.
