Home heating appliance manufacturer, Warmflow, turned up the heat for this year’s National Ploughing Championships in Ratheniska, Co. Laois. ACCORDING TO DAVID BLEVINGS, OFTEC IRELAND MANAGER, THIS PRAGMATIC APPROACH WILL ULTIMATELY HELP HARD-PRESSED CONSUMERS MAKE THE CHANGES REQUIRED IN THE DECARBONISATION PATHWAY… Prime Minister’s oil boiler phase-out delay and consultations on renewable fuel obligations

P rime Minister Rishi Sunak’s announcement that the UK Government intends to achieve its net-zero target in a more “proportionate

way” is a welcome development. The Prime Minister confirmed the

Government will align the phaseout date for oil boilers with gas boilers to 2035. He has also confirmed that there will be an exemption for off-grid properties in the scenario where there are no suitable low-carbon heating solutions. Energy is a devolved matter in Northern Ireland, but we are pleased the Prime Minister has recognised the need for a pragmatic approach to the United Kingdom’s decarbonisation pathway. In OFTEC’s opinion, this will ultimately help hard- pressed consumers make the changes required to hit the United Kingdom’s net- zero targets. Decarbonisation can only be achieved with consent, and it is crucial consumers understand policy plans, view them as fair and feel their views have been listened to. Moving the date when oil boilers will no longer be permitted to be installed to 2035 – the same as for mains gas – is fairer and reflects the current practical and economic realities. However, we must press ahead with decarbonisation, and we welcome that the Government now wants to explore all viable off-gas grid options. It is vital the Government now brings forward plans — such as the introduction of a fuel obligation and tax changes to support the deployment of renewable liquid fuels for heating — so that progress can be made quickly. Mr Sunak’s announcement follows a decision by the

Government to insert an amendment into its Energy Bill which will, if it becomes law, provide a commitment to consult on a renewable liquid heating fuel obligation within 12 months. This would provide a route by which fuels, such as HVO, can be supplied at an affordable cost to oil-heating customers through the removal of duty. The Republic have their consultation on an obligation already out. The consultation by DECC proposes the introduction of renewable component in fuel, which will increase over time. Thus, providing a pragmatic pathway that yields immediate carbon savings, market certainty and least disruption. It runs to the end of September and

OFTEC is preparing a response in conjunction with Fuels for Ireland (FFI) and the UK and Ireland Fuel Distributors Association (UKIFDA). While it is good to see this consolation out, there are several gaps, and we have written to the department asking for an urgent meeting to clarify exactly how the RHO will functionally operate. Meanwhile, in NI, the Department for the Economy has kicked off a call for evidence on using liquid biofuels in a series of planned stakeholder and working group meetings. OFTEC is one of the stakeholders and we will continue to lobby to ensure biofuels are included in the new energy strategy.

Transporting water around a building can be an energy-hungry process, so technologies that can make that process more efficient while reducing water waste should be high on the agenda. services engineers and contractors have focused on reducing energy EFFICIENT HYDRONIC SYSTEMS Albion provides a range of pressure- reducing valve (PRVs) sizes and materials suitable for small domestic projects up to large commercial systems to ensure that contractors have everything they need for a successful installation. Albion has developed products that are cost effective and straightforward to specify and install. They have recently expanded their range of PRVs to include ½” to 12” (DN15 to DN300), and pressure ranges PN16, PN25, and PN40. PRVs are an integral part of a balanced system to achieve energy efficiencies within buildings and ensure the effective distribution of pressurised water. When used with hydronic valves, it is possible to attain the maximum cost- effective usage in distributing water within a system. PRVs can be applied to reduce water pressure, helping regulate water volumes and reducing water waste when outlets are in full flow in a domestic environment. PRVs also play an important role within tall buildings to equalise the pressures throughout zones while water is distributed to different floors. Although they are simple in principle, PRVs must be specified correctly, based on flow and pressure, to make the most of their benefits. Specifiers should always check the

manufacturer’s technical documentation, such as cavitation charts, to determine the pressure-reducing capabilities of the valve, and/or flow volume charts (provided with Albion’s PRV range), to help select the right valve size. THINK VALVE TECHNOLOGY The increasing focus on managing water use in buildings points to the use of PRVs in combination with other control valves to aid both pressure and flow control to manage hydronic systems as key to delivering ‘water efficient’ homes and commercial buildings. Over the next five years, legislation and government policy will drive the adoption of alternatives to gas boilers, such as heat pumps or district heating. So, this is an excellent time to consider valve technology within those systems as highly effective solutions for achieving energy and water efficiency.

E coerne is celebrating not only its 10th anniversary, but also the opening of a revamped training facility and the launch of a new course in collaboration with Heat Engineer Ireland, which is aimed at demystifying heat pump technology for plumbers and installers. The fully subscribed ‘Introduction to low temperature heating and hydronics’ pilot course began at its Fermanagh- based training centre in September. It addresses the growing demand for expertise in low-temperature heating and hydronics, driven by recent changes in building regulations favouring heat pump technology. Managing Director, Denzil Cluff, has undergone intensive training with Heat Engineer and Heat Geek to deliver courses that will help bridge the skills gap and educate installers and plumbers about low-temperature heating technology. “This is a totally new concept for many in the industry and it requires a

completely different thought process,” said Denzil. “We want to take away the hurdles – the knowledge and skills deficit – by creating training courses to help installers work as confidently with heat pumps as they already do with oil and gas boilers. Our goal is to dispel myths and promote energy efficiency across all heating systems, not just heat pumps.
