Tel Arad, on the hills in the Negev west of the Dead Sea, is one of Israel’s newest cities — but it is also one of the world’s oldest. Ar­ chaeologists digging for the last two seasons have found traces of 17 dif­ ferent occupations of the site, dat­ ing to 3,500 B.C. From 800 B.C. until recent years, it was an arid and deserted spot in the wilderness. Tel Arad was apparently a metropolis of 15,000 persons in the Canaanite period, about 5,000 years ago. Some scholars believe it was the largest city in Israel at the time. Its clay houses were surrounded by a wall six feet thick. Dr. Yohanan Aharoni of the Hebrew University, who is again digging at Tel Arad, thinks the City flourished because it was easier to settle in the desert than in the jungle-like areas of northern Israel. In this ancient period, the city cov­ ered 25 acres. Grain has been found, indicating that there was farming, and jars and lumps of Dead Sea asphalt suggest that there was trade. Perhaps the most exciting find be­ longs to a later period when Israel­ ites occupied the city between 800 and 600 B.C. In the remains of this period the archaeologists have found what they regard as a royal Israel­ ite sanctuary. It contained two altars of beautifully dressed stone. Remains of burnt offerings were sticking to it. Three steps led up the platform, around which stood three upright tablets. The sanctuary was found within a royal Israelite fortress of the eighth century B.C. According to one theory it was built on the same principle as King Solomon’s Temple in Jerusalem, as described in the Bible. If correct, this will be the first Jewish sanctuary ever to be uncovered in an archaeological exca­ vation. A Freer Economy Urged for Soviet Recently a Moscow economist sup­ ported a proposal for a modified free-market economy for the Soviet Union that would give play to the profit motive. Responding to a recent invitation by Pravda, the Communist party newspaper, for comments on the proposal, O. Volkov, head of the Bureau of Technical and Economic Calculations of the Likhachev truck­ manufacturing plant, wrote: “ It is well known that in a capitalist soci-

After all, a market in which the process of sale and purchase takes place and property passes from one legal person to another also exists under Socialism.” The economist urged that Govern­ ment wholesale and retail trade or­ ganizations be given “maximum in­ dependence” in making contracts with producers and in establishing prices for goods. “Government plan­ ning agencies,” Mr. Volkov con­ tinued, “ should limit their work to planning and profit level to be reached by each enterprise, control­ ling the categories of goods produced and planning the development of the economy by economic sectors.”
