Team USA’s Logan Hanneman Shows Support for AMA

Team USA cross-country skier Logan Hanneman wore his AMA shirt and hat on the World Cup circuit this past racing season. “They are always such great conversation starters around many members of the National Team,” he said.” I also want to say congratulations on all of your efforts helping to get Senate Bill 155 passed!”

AMA Board Members Join Commission

Gov. Mike Dunleavy recently appointed two AMA board members to the Alaska Minerals Commission. Tisha Kuhns is Vice President of Land and Natural Resources with Calista Corporation. She is a career geologist who has worked extensively on the Donlin Project and now leads Calista’s efforts developing that project for the corporation’s 31,000 Shareholders. Victor Ross is a senior regulatory specialist with Stantec. A mining engineer and long-standing member of the Alaska Miners Association, Victor has worked on some of the state’s major mine projects including Red Dog, Fort Knox, True North, Pogo and Kensington. His permitting work has been upheld by the U.S. Supreme Court. While with the USACE, Victor completed the Kensington Mine CWA Section 404 Permit three times, with the last permit approval challenged in the U.S. Supreme Court.

A Message from the Executive Director

Dear Members, Last month, I had a very grumpy day. It was a bad day in our world anyway: amid the pandemic, an announcement came out cancelling cruise sailings, and hundreds of people were laid off and businesses closed. Oil supplies piled up as planes were grounded and cars stayed parked in driveways, and the price of oil actually went to the negative. I watched my colleagues and friends, who began 2020 with the brightest outlook in years, make the most difficult decisions of their careers. Then, someone sent me a YouTube video of a young Alaskan calling for a rent strike. I wasn’t even sure what that meant, so I watched it, and then wished like hell I hadn’t. A young man in his Carhartt jacket pontificates about how landlords don’t deserve to have rent paid, and nobody needs to pay their bills during this time, and even if you have money, don’t use it to pay your bills. “Join the rent strike!” I was so discouraged. Here we are, with our economy crippled, and we have individuals who don’t care and in fact are bucking their responsibility to meet their obligations. I spent the day grumbling about how our youth ended up entitled and with no desire to contribute to society. Where had we gone so wrong? Then, rather divinely, I got an email from Logan Hanneman sharing a photo of him wearing AMA logo

have inspired them. In addition to Logan, I heard from Owen Phillips, who has spearheaded efforts to bring awareness to our resource industries. Sara Perman has an extensive background in resource development and shares that with Campfire kids. Karina Waller shared that for her little student’s state report on West Virgina, she wanted coal mining gear to describe their economy. And Steve Connelly, who reminded me that on our very first Alaska Mining Day, his kids wore Pebble swag to high school. June 1 marked the start of my eighth year at AMA. Way back then, now AMA President Bill Jeffress told me that we’ve got to get young people more involved in our industry. That is more apparent than ever, but after getting the responses I did about young people doing good, I am comforted that we’re starting with a great foundation of great young people. I’m not that “young person” we’re going after anymore, but I am more determined than ever to find them and rope them in! If you too need an attitude adjustment, I think the contents of this issue will help. Be well,

So I reached out to our members and asked them to share their stories of young people who

Northern Star Donates $1.5 Million of PPE to Alaska

Pogo worked closely with the local medical community, including the Interior Alaska Unified Command, to identify the medical PPE items in most need. “We have a number of providers, dentists and others trying to re-open who were unable to procure PPE when mandated to close. This will help the community get back to business and support the entire medical community until supply chains improve,” said Keith Fehr, planning section chief for Interior Alaska Unified Command. “We are committed to helping and strengthening the communities in which we operate,” said Jim Coxon, general manager of the Pogo Operation. “We aim to prepare and protect our frontline caregivers in Interior Alaska and across the State during the COVID-19 pandemic. We also hope that these supplies will help bolster the Alaska economy by allowing community businesses and nonprofit organizations to safely re- open.” The medical supplies are currently being distributed throughout the state.

Northern Star Resources Limited (ASX: NST), owner of the Pogo gold mine, has donated much needed medical personal protective equipment (PPE) to communities throughout Alaska, with a focus on the greater Fairbanks and Delta regions. The equipment, which cost more than $1.5 million to acquire, includes 12,500 isolation gowns,100,000 N95 masks and 400,000 ear loop surgical masks. The Alaska Department of Health & Social Services (DHSS) is assisting Northern Star to distribute some of the equipment outside of the Interior. “This is the largest donation we’ve received from private industry,” Alaska Gov. Mike Dunleavy said. “We are extremely grateful to businesses such as Northern Star which have stepped up, provided procurement and logistics expertise, and donated $1.5 million to source and transport important medical PPE to help fellow Alaskans.” The supplies destined for Interior Alaska will be distributed by Foundation Health Partners on behalf of Northern Star.

AMA Members Take Part in Mining Day Ceremony

G ov. Mike Dunleavy proclaimed May 10, mining in the founding and early development of Alaska’s history, and to appreciate the efforts of all Alaskans involved in the mining industry today. Many AMA members took part in the ceremony — both in person and via an online Zoom meeting. Today, there are six major active mines in the state, with 4,600 direct and 9,400 direct and indirect jobs attributed to their production and support. They are: Greens Creek near Juneau (silver); Kensington near Juneau (gold); Fort Knox near Fairbanks (gold); Northern Star Pogo near Delta Junction (gold); Usibelli near Healy (coal); and Red Dog near Kotzebue. In addition, there are hundreds of placer mines across the state, providing incomes for families, as well as support for local businesses in and around the claims. 2020, as Alaska Mining Day and encouraged all Alaskans to recognize the importance of

Governor Recognizes Importance of AMA, Mining Industry

Speaking to more than 50 Alaska miners and Alaska Miners Association and Department of Natural Resources staff, Gov. Mike Dunleavy celebrated Alaska Mining Day on May 10 online in keeping with COVID-19 pandemic distancing guidelines. Here is a recap of the governor’s comments: “Mining is the basis for everything. “First of all, it is a bizarre world we live in. We are making our way out of this and we are going to be opening up the economy. “Mining has always been viewed as essential, and it should be. Mining is what underpins this entire civilization. And where we are going. “Thank you to everyone for being part of this, what is an extremely important industry. “I know there are times that members of society give mining a bad rap even though they live a life supported by mining ... that is the irony of the whole thing. But it is going to be mining that gets us out of where we are today and where we are going to go. Because the future of society, of civilization is really based upon mining. “If you listen to Tesla speak, listen to the tech world, it is all mining. “I’m proud to be part of a mining background, a mining tradition. I came from Scranton, Pa., which was coal mining. Yesterday my middle daughter went up to Red Dog. She has an internship again. “My eldest daughter you know works up there as a buyer. And my youngest daughter is going up in June, also working at Red Dog again this summer. These are tremendous jobs that pay well. “What is fascinating at least as regards my kids and probably many others — you get mining in your blood. You like to do it; you want to do it. It is a culture and a lifestyle like no other. “I want to thank everybody for what you do, for your jobs you do to support society. “You know we had a great conference I attended in Vancouver before the pandemic hit. I was

honored to go down there as governor to talk to miners, mining companies and investors from all over the world because I think Alaska is a world- class mining destination. “And I want to do whatever I can to make it more so with your help. “You’ve helped put Alaska on the map and I want to make it a destination like no other as we move into the future. “This pandemic has slowed us down a bit but has given us time to look out and think about what we want the world to look like and mining again is going to be the basis for this. I want to thank you for that. “We just had a bit of a gathering with DNR because we just moved forward Click Bishop’s bill that helps miners and helps with that process. As I told people, this is actually one place where government can help people and help with their lives. So, I was proud to be a part of that even though I had a small part in SB155. “I want to thank Senator Bishop. He is a miner and understands it. You know, Click is an interesting guy. He is an Alaskan. His father was a builder, a construction man. Click has been a blue-collar guy his whole life. He does his own mining, so he understands mining and lives mining, and I want to thank him as we move forward. “We have tremendous finds in Alaska and we have tremendous opportunity in Alaska. And as long as I’m governor, I’m going to do what it takes to keep Alaska on the map; everything I can to ensure your livelihood, your jobs, our culture, even in the face of these folks who like to protest or otherwise stop what we’re doing, even when using things based on mining and minerals equipment. “I think common sense will rule and mining will remain a cornerstone of our civilization as it has been for thousands of years and going way into the future. “I want to thank each of you for what you are doing and wish you a happy mining day May 10. We are going to see better days ahead of us.”

Reforms to Alaska’s Mining Policies Signed Into Law

Alaska Sen. Click Bishop, who sponsored the key Mineral Tenure legislation that was signed into law in April, is a longtime AMA member and active miner from Fairbanks.

JUNEAU — A bill reforming Alaska’s mining policies was signed into law by Gov. Mike Dunleavy on April 29. “I am thankful to Governor Dunleavy for signing into law these important reforms that will provide certainty for Alaska’s miners,” said Sen. Click Bishop, R-Fairbanks, the bill’s sponsor. “No longer will they have to live with uncertainty that their livelihoods will be taken away without due process. This law provides clear guidelines on how a miner can cure an honest clerical mistake on their statement of facts.” As the nation prepares for the economy of tomorrow — which will feature integrated electrical grids, electric cars, smart phones, and smart homes — Americans will become increasingly reliant on rare earth elements and critical minerals. “Mining is Alaska’s past, present and future,” said Senate President Cathy Giessel, R-Anchorage, a co-sponsor of the bill. “The raw materials are right here, and they present a tremendous opportunity for our state’s economy and nation’s security.” The legislation supports efforts led by U.S. Sen. Lisa Murkowski to reduce U.S. dependence on rare earth elements from China. “The world needs elements for a wide array of important strategic uses, and Alaska can meet that need,”

said Sen. John Coghill, R-North Pole, a co-sponsor of the bill. “This law provides needed clarity to this important industry.” Senate Bill 155 addresses several problems that have plagued Alaska miners over the years. Ideas for the bill’s improvements came from individual miners, the Alaska Miners Association’s (AMA) working group, and the Department of Natural Resources (DNR). The legislation: n Clarifies qualifications for exploration and mining rights; n Improves the legal process for miners; n Makes it easier to locate interest in Alaska lands; n Allows miners to correct mineral interest locations; n Establishes a better procedure for statements of annual labor; n Outlines a “due process” procedure for declaring mining claims invalid; and n Requires express permission from unpatented federal mining claim holders on state selected lands. Contributions of Young Alaskans: Sara Perman

Sara Perman, 30, Consultant: Strategy, Government Relations, Natural Resources Sara began her career as a geologist studying core samples on the Livengood Gold Project in interior Alaska. As a geologist, she traveled from the Interior of Alaska to West Texas, back to the North Slope, and all the way to the Aleutian Islands doing various work in oil and gas, mineral exploration, and environmental remediation. Along the way, Sara became involved in local campaigns and found herself in Juneau working as a legislative aide for the State House of Representatives. During her stint in the Capitol, she focused on transportation and energy issues. Notably, she staffed the House Transportation Committee, focusing on topical issues such as the Alaska Marine Highway System and rural aviation safety. Sara continues to be involved in natural resource development and public policy. She recently established her own consulting business, Modern Prospects, to focus on natural resources, government relations and strategic planning. Sara is also a supporter of Alaska’s local nonprofits. She volunteers at Cyrano’s Theater Company and she serves on Camp Fire Alaska’s Resource Development Committee. Additionally, she spent the past two years

providing general support for the Atwood Foundation, which provides financial support for the fine arts, journalism, historic preservation and other civic enterprises. She lives in Anchorage with her husband Jonny and their animals. When she isn’t working, Sara is an avid outdoors enthusiast. She enjoys skiing, biking and packrafting. When she isn’t playing in the mountains, she is painting them. This summer Sara looks forward to spending time in the garden growing her own produce.

Contributions of Young Alaskans: Owen Phillips

With the extensive coverage of young workers unemployed and asking for bailouts, we thought it was important to profile young Alaskans who continue to work hard and contribute every day in Alaska’s essential resource development industries like mining. Owen Phillips, 26, External Affairs Coordinator: The Alliance Owen fell into the resource development world due to a series of unanticipated events. He studied chemistry and art at Lewis & Clark College, where he found a passion for sharing scientific theories in accessible ways. After graduation, he worked in a public-facing role in the conservation department at the Anchorage Museum during its renovation and got his feet wet in the political system working as a legislative aide for the State House of Representatives. En route to grad school in D.C., he created science-art during an internship at West Virginia University. Using each experience, he became skilled in translating complex information into consumable bites. After a year studying in D.C., he needed to rekindle his zest for life and returned home to Alaska to work on the Stand for Alaska campaign. This role eventually led him to his position at The Alliance. Owen understands how to consider multiple perspectives and that making change requires

taking action. More often than not, it is a specific action: listening. During his travels and educational experiences, he noticed a growing divide between political groups on many topics. A common theme he recognized was that goals were often the same between groups, but differences in opinion often obscured actionable solutions. One issue was more poignant and closer to home than others — global energy and climate change. Coming from an oil-producing/mining state but understanding the realities of green energy and climate impacts, Owen launched a new project called Velocity. Velocity is a social media campaign, and a social movement, that brings young people together on tough issues in a divided world. Velocity engages emerging leaders and causes them to think, “Oh! If I want to build a solar panel, I might need mined copper.” The roles of responsible resource development and energy futures are conflated, not independent. And creating climate solutions while still providing affordable, accessible energy will require listening, not shouting. Oh, and did we mention the occasional Schitt’s Creek meme? Fifth-Grader’s Project Shows “Mining Rocks”

Riley Waller had to do a state project for her fifth-grade class, and chose to write about West Virginia. She wanted to recognize that mining is one of the state’s primary industries, and reached out to AMA and others for some coal and “Mining Rocks” stickers, and a hard hat. Her project was a success!

First Alaska Mining Day

Hard to believe it has been seven years since we celebrated the first Alaska Mining Day. Steve Connelly of Eklutna Inc. shared this favorite memory of his son Evan and daughter Grace from that day: "They were on their way to South Anchorage High School where they had told me one of their teachers had anti-Pebble stickers on their lectern. They were more than ready to take on the fight including with the Pebble magnet on the car they drove. They have both graduated college, with Grace as a nurse and Evan with a mechanical engineering degree. Their older brother Tom is a heavy diesel mechanic. Canceled Summer Events Due to COVID-19

We look forward to 2021 and being able to put the event on safely.” Alaska State Fair Mining Day at the Alaska State Fair has been a key annual event for AMA and the Council of Alaska Producers to spread the good news of mining to 20,000 or more fair goers during the annual Mining Day. The State Fair announced in early May that the One sad result of the COVID-19 pandemic has been the cancellation of many of the beloved summer events for Alaska miners. Here are several more: Juneau Gold Rush Days President Jerry Harmon has announced Juneau Gold Rush Days, scheduled for June 20-21 has been cancelled for 2020. “We very much regret the inconvenience this cancellation may cause and are deeply disappointed that the event cannot be held as planned,” Harmon posted on Facebook. “Mining has always been an industry which puts safety first. Cancelling our mass

massive event would be canceled for 2020. It is a disappointment not only for fair visitors, but for the hundreds of organizations like AMA and small businesses that rely on the event to reach Alaskans. MINExpo INTERNATIONAL® postponed to 2021 The National Mining Association (NMA), the MINExpo INTERNATIONAL® 2020 (Show) sponsor, has decided because of the advance of COVID-19 around the world that holding the Show in September 2020 was impractical. The Show, which is typically held every four years, will be postponed until September 2021. “Our current plan is to hold MINExpo INTERNATIONAL® 2021 in Las Vegas,” NMA said in a news release. “We are working with our event partners to identify and secure the necessary exhibition facilities and hotel accommodations in Las Vegas for a successful MINExpo INTERNATIONAL 2021. Once the logistical arrangements have been confirmed the new dates will be announced.” Also Canceled: Tanana Valley State Fair, Fairbanks; Juneau Fourth of July Parade; Southeast Alaska State Fair, Haines.

Nominations Open for 2020 Mine Safety Awards

The National Institute for Occupational Safety and Health (NIOSH) is accepting nominations until July 1 for its 2020 Mine Safety and Health Technology Innovation Awards. The award recognizes a mine or company for “extraordinary achievements in applying health and safety technology in innovative ways, above and beyond mandatory requirements, to improve mine worker safety and health.” The goal is to promote technology identification, adoption and dissemination throughout the mining industry. A technology manufacturer may submit an award but the company must be working with a mine operator who is an active participant in the full process, from developing the innovative technology to adopting the technology into their mining operation.
