Chad Padgett named BLM Alaska Director WASHINGTON – Chad Padgett has been named the new Alaska State Director of the Bureau of Land Management. In that role his impact on Alaska miners is substantial and Padgett has a long record of support for resource development in Alaska. As the BLM’s Alaska State Director, Chad Padgett will oversee management of 72 million acres of public land across the state, including spectacular mountains, wetlands, and tundra. He has served for the past 10 years as the Alaska State Director to Congressman Don Young of Alaska and has a broad range of knowledge on Alaska issues. From 2001 to 2009, Padgett served as Alaska State Executive Director for the U.S. Department of Agriculture’s Farm Service Agency, where he played a key role in developing policies and the budget for Alaska. He also served for two years in a dual role as acting State Director for USDA Rural Development, where he was responsible for managing rural housing programs, community facilities, business and cooperative programs, and rural utilities programs throughout the state. Earlier in his career, Padgett worked in Congressman Young’s state office for seven years, including six as Deputy District Di-

rector. As Deputy Director, he oversaw the operation of five offic- es based in Alaska, while also working closely with many Federal agencies, including the BLM. Padgett graduated from Seward High School in 1989 and has a bachelor’s degree in political science and international relations from Boise State University. He lives in Anchorage and enjoys spending time with his wife Kambe and their two children, Nathan and Cassandra.

We’ll be distributing Action Alerts fre- quently on both comment development and for your help at the public meetings held through mid-April, including the hearing in Anchorage on April 16. Speaking of asking for your help, I want to take a moment to thank our members for your recent participation in the hearings in Anchorage and Fairbanks on drilling in the Coastal Plain por- tion of ANWR. This isn’t “our” issue per se – but still is one we have supported for a long time from the standpoint of support- ing other industries and development projects that are good for Alaska. More than 20 of our members attended those hearings and testified in support. This is why AMA has such a good repu- tation of rallying to support on an issue, and I am so proud of that reputation and our members. Dear Members, The U.S. Army Corps of Engineers re- leased the Draft Environmental Impact Statement (DEIS) for the Pebble Proj- ect Feb. 20, as part of its thorough and transparent project review established upon receiving the permit application in late 2017. No surprise, the same groups that, pri- or to its release, said the DEIS would

not be comprehensive enough, immediately responded with complaints that the document was too lengthy (incorrectly citing hundreds of thousands of pages) and that the 90-day comment period would be inadequate for the public to provide comment. These groups have asked for a staggering 270-day comment window, a classic delaying tactic used by organizations to slow down permitting of development projects. I want to thank the Alaska Support Industry Alliance, an orga- nization of member companies that depend on the success of mining and oil and gas projects for their livelihoods, for calling attention to this in a recent Anchorage Daily News opinion piece. The real story: the Corps has tried to run an objective and ef- ficient process from the beginning. The agency’s efforts to es- tablish a project schedule with clear timelines and responsibil- ities for all stakeholders at the start of the process should be applauded, not questioned or criticized. And it absolutely should be upheld and not treated differently just because the project is controversial. As our members know, a DEIS is a draft look at a project that prompts extensive public review and participation. The Pebble DEIS is approximately 1,400 pages, excluding appendices, with an 80-page Executive Summary. The Corps noted that a 45-day comment window would be the norm for a project like this. How- ever, because it recognized the Pebble Project would require ad- ditional public scrutiny, it established a 90-day public comment window—double what is required. This is normal and standard permitting review. For comparison, here are several examples of public comment windows for proj- ects in Alaska that fostered extensive public participation with comparable timelines:

BLM also named the new Deputy Director for Operations Mi- chael Nedd and Idaho State Director John Ruhs, who also bring decades of experience and leadership in public land management that will serve to advance the BLM’s mission and activities in the years ahead. In making the announcement, BLM Deputy Director for Policy and Programs Brian Steed praised the trio’s extensive record of public service and their ability to motivate and manage em- ployees, and to work with partners, elected officials, and local communities. “Mike, Chad and John are exceptional leaders who will immea- surably improve our ability to effectively and efficiently manage public lands for the benefit of current and future generations of Americans,” Steed said. “As public land users themselves, they understand what’s at stake for the communities where the BLM operates, and how important it is for our agency to be a good neighbor.” As Deputy Director for Operations, Michael Nedd will oversee the BLM’s daily activities, initiatives and management of more than 9,000 federal employees, most of them located in 14 Western states. Prior to being named Deputy Director, Nedd served as Assistant Director for Energy, Minerals & Realty Man- agement. John Ruhs, a resident of Boise and a veteran BLM land manager with more than three decades of experience across many BLM

programs, will leave his current position as Assistant Director for Fire and Aviation at the National Interagency Fire Center in mid-March to become the State Director in Idaho. The BLM manages approximately 12 million acres of public land in Idaho for multiple uses, including livestock grazing, mining, conser- vation and recreation. Brian Steed will continue to oversee policy and to exercise the authority of the Director until a permanent Director is nominat- ed and confirmed.

Donlin Gold Hires Kristina Woolston

Andy Cole, General Manager of Donlin Gold, has announced two changes in Donlin’s external relations staff. Here is Cole’s announcement: After 8½ years as External Relations Manager Kurt Parkan is leaving Donlin Gold. Kurt came to Donlin in 2010 at a time the company was begin- ning the permitting process. Under Kurt’s leadership Donlin formed a strong Community Relations team respected for their transparency and trusted actions. The excellent relationships established in the Y-K Region and throughout Alaska are a tes- tament to Kurt’s dedication to and work on the project. Kurt’s commitment has earned Donlin’s reputation for the leader on responsible resource development in Alaska. I want to thank Kurt for his extensive contributions to Donlin and wish him well in his future endeavors. I am happy to announce that Kristina Woolston joined Donlin on February 11 to lead the External Relations team. Kristina brings to Donlin 20 years of leadership experience in government, community and external relations. Kristina comes to Donlin from Quintillion where she held the role of Vice President Exter- nal Relations as the company developed and built the first mod- ern fiber optic network in the Arctic region of North America.

Prior to that role, she was Vice President Government Relations for Chenega Cor- poration, one of Alaska’s most successful native vil- lage corporations with over 5,500 employees. From 2002 to 2004, Kristina pro- vided community relations support on the Donlin proj- ect for NOVAGOLD. Kristina has a BA in government from Dartmouth College and is very active in the community serving on several boards in Anchorage.

GBA Helps Recover Stolen Giant Gold Nugget

Fast action by Gold Buyers of Alaska helped Anchorage police arrested a man they say tried to sell a large gold nugget stolen from the Wells Fargo bank’s Alaska headquarters, but the thief remains at large. Nicho Mott, the manager of Gold Buyers of Alaska in Eagle Riv- er, said the alleged seller, 19-year-old Austin Sala, brought in a 17.5-ounce gold nugget on Monday that was the size of a small football. Mott said it was clear that Sala knew nothing about gold or its worth. In addition, the nugget had been hacked apart. “When you were looking at it on one side it looked completely unaltered,” Mott said. The other side of the nugget, however, showed the marks where someone had cut away small pieces. Mott said it near- ly brought tears to his eyes to see the damage on such a rare specimen. “It would be like taking a Picasso painting and letting a kid draw with crayons on top of it,” Mott said. “It just absolutely destroyed it.” Mott said the nugget in its natural state would have been worth about $60,000, but with damage, the value dropped to about $17,000. He called police, who arrested Sala at his shop. According to charging documents, Sala told detectives the nugget was left behind in a hotel room by a man who originally offered to split the profits if Sala would sell the nugget for him.

In addition to an outstanding felony warrant, Sala is also charged with two counts of theft. Sala was arrested on a previous felony warrant for weapons misconduct and assault. He was also charged with theft, police said. He was out of jail on $5,000 bond when he was arrested, according to online court records. Sala was convicted of third degree theft in May 2018 after de- manding money at gunpoint from a woman who was trying to buy marijuana from him, police said. Police do not believe Sala is the person who originally stole the nugget. This incident is another reminder that those involved in sales and purchase of gold need to be vigilant for potential thieves. Detectives are still looking for the person who original- ly stole the nugget, as well as anyone else trying to sell pieces of it. Draft EIS for Pebble Shows Path to Success for Permitting

Company Welcomes Robust Public Comment Period

ANCHORAGE, AK – The Draft Environmental Impact Statement (DEIS) for the Pebble Project has been released by the U.S. Army Corps of Engineers (USACE). Upon initial review, the Pebble Limited Partnership (PLP) strongly believes it demonstrates that the proposed 20-year mine development plan for the Pebble deposit can be done in an environmentally responsible manner and that it points to a clear path forward for success in permitting the project. “Our preliminary review of the DEIS shows no major data gaps or substantive impacts that cannot be appropriately mitigated. We see no significant environmental challenges that would pre- clude the project from getting a permit and this shows Alaska stakeholders that there is a clear path forward for this project that could potentially generate significant economic activity, tax revenue and thousands of jobs,” said PLP CEO Tom Collier. “I also commend the Corps for their comprehensive, efficient and transparent management of the process thus far.” Collier stressed that the DEIS is a draft look at the Pebble proj- ect and that the next phase is for extensive public review and comment to inform and guide the development of the final EIS and record of decision for the project. The PLP team will un- dertake an extensive technical review of the DEIS over the next

several days to develop the company’s formal comments, ex- pected to be submitted near the end of the public comment window. Collier added that since the document is a draft he fully expects substantive comments from a range of project stakeholders while emphasizing that there do not appear to be any major hurdles.

“Since this is our first chance to see what the Corps has evalu- ated, I fully expect a few bumps along the way before we con- clude this process. This is what reviewing a draft is all about. While we have a lot of work remaining in front of us, this is clear- ly a very exciting time for the project as we have reached a sig- nificant milestone for Pebble,” said Collier. In December 2017, PLP submitted its application with the US- ACE to initiate permitting for a 20-year mine development plan for the Pebble Deposit. The project has a smaller footprint, has no major mine facilities in the Upper Talarik drainage, and will not use cyanide for secondary gold recovery. “We have stated that the project must co-exist with the import- ant salmon fishery in the region and we believe we will not harm the fish and water resources in Bristol Bay. Now we have a sci- ence based, objective assessment of the project that affirms our work,” said Collier. The comment period for the Pebble EIS is expected to be for 90 days and there’s also expected to be considerable comment from opponents, so AMA members are encouraged to also comment. Ben Mohr takes reins at KRSA

The Kenai River Sportfishing Association (KRSA) Board of Di- rectors has announced that Ben Mohr has been selected to serve as the Executive Director of KRSA. Ben has been a longstanding member of AMA and is a current board member. As the Executive Director, Mohr will be responsible for achiev- ing the organization’s mission as well as management of KR- SA’s operations, public relations and fundraising. “Ben brings a unique set of technical skills and experiences as well as the leadership, resources and community knowledge necessary to effectively navigate the complexities of the fish- eries-resource environment,” KRSA board chairman Bill Eck- hardt said. Ben was an Alaska Salmon Fellow with the Alaska Humanities Forum and has been recognized as a fellow of the National Conservation Leadership Institute. Ben also served as a senior policy advisor on hunting, fishing and public-access issues to former Governor Sean Parnell. “KRSA has a long history of incredible conservation projects on the Kenai River and is one of Alaska’s most effective organiza- tions representing Alaska’s sport and personal-use fishermen from across the state,” Ben said. “I am looking forward to con- tinuing KRSA’s legacy of conservation while increasing educa- tion and advocacy efforts and growing the membership base.”

“While I will miss having Ben involved in AMA Commit- tees here in Anchorage, I’m thrilled for both him and KRSA,” AMA Executive Di- rector Deantha Crockett said. “I’ve known Ben to be a guy who just figures out the way to get things done and ac- complishes big things. Min- ers, and all Alaskans, will benefit from his passion of fish conservation and en- hancement and commit- ment to science-based policy.”
