Dear Alaskans, Pebble has a clear path forward. This is an exciting time for us — and for all Alaskans. The Environmental Protection Agency (EPA) has revoked the pre-emptive veto against Pebble. This signals a fair, equitable, and reliable permitting process. The U.S. Army Corps of Engineers (USACE) released the Draft Environmental Impact Statement (DEIS) — a thorough and objective evaluation which shows clearly that Pebble can co-exist with the fisheries. Dear Members, As we prepare for the convention, Deantha and I have been re- flecting on our membership and each of you who make AMA our family. We are days away from our Annual Convention and Trade Show in Anchorage and very much looking forward to seeing you there! This month, Deantha gave me the privilege of writing her column. Not only is this an honor to write on her behalf, but also a great opportunity for me to show my appreciation to you. The AMA membership never seizes to amaze me. With 1,400 members, a record year in convention sponsorships, and a sold-out trade show – I can’t help but be proud. I’m pleased to report that we have 85 sponsors and 150 vendors contributing to the Convention – that’s incredible! Additional- ly, we have a phenomenal convention committee who donates countless hours to ensure our success. This event would not be possible without all of you, and I am grateful. The Annual Convention and Trade Show in 2017 was my first week on the job at AMA, let me just say – it was a whirlwind. I met approximately 800 of our members, learned more about the mining industry in one week than I ever thought possible, and quickly realized how blessed I was to be surrounded by such a great community.
The generosity of this membership amazes me. As the Membership and Fundraising Director, I’d like to remind you I’m your AMA resource. Short Courses Sunday, Nov. 3 and Mon- day, Nov. 4 Short Course No. 1: Geology of Porphyry Cu-Mo-Au Deposits is a 2-day course. • Sunday will cover ore-forming magmas, including compositions, sources, crustal mod- ification, oxidation, volatile and metal contents, and hydrothermal processes, including fluid compositions and mineralizing fluids in porphy- ry systems, fluid flow and structural geology of porphyry deposits, with case studies from Chile and North America (including Alaska) and rock samples. • Monday will cover vein types and relative ages, vein selvages and wall rock alteration, with elemental maps and phase diagrams, rock samples and plotting exercises; igneous and mineral chemistry, and exploration methods, including hydrothermal vectoring using litho- geochemistry and SWIR. Short Course No. 2: Cold Regions Water Management Water management is essential to nearly all mining and mineral processing activities, and its practice from exploration through closure must adhere to environmental requirements. Cold region conditions and permafrost present an additional challenge to the management of water. This short course will focus on the unique water management challenges in cold regions, innovative approaches, and practical
solutions. Topics to be covered include sur- face and groundwater systems influenced by cold region processes, water, and load bal- ance development, design of water manage- ment infrastructure founded on permafrost, and water treatment. Several case studies will be presented to demonstrate practical and cost-effective approaches to the management of water in cold regions. The annual convention is the largest gathering of Alaska Miners and one of the largest business meetings in Alaska each year. Keynotes announced! Keynote luncheons will be held Tuesday through Thursday. Wednesday: Corri Feige, Commissioner of the Department of Natural Resources for the State of Alaska as well as presentation of the Depart- ment of Natural Resources 2019 Reclamation Awards.

Core Shack and Prospector’s Tent The Core Shack provides a showcase for partic- ipants of projects that are generating meaningful new results, or have not participated in AMA’s core shack before, to show off their core and discuss results with interested attendees. In addition, re- activated mines, extensions or satellite to existing operations are encouraged participants, particu- larly where new results are generating interest in future development potential of the project. Hand samples, maps, charts, and other technical in- formation are also welcome. “The Prospectors’ Tent and Claimpost, an exciting new addition to the conference, will feature independent prospec- tors or early-exploration projects displaying their mineral prospects and discoveries. Kinross honored by NMA for safety record

Alaska’s Kinross Fort Knox Mine was among a select few U.S. large mines honored this month for their exceptional safety record. The National Mining Association (NMA), the U.S. National Institute of Occupational Safety and Health (NIOSH), U.S. Department of the Interior’s Office of Surface Mining Reclamation and Enforcement (OSMRE) and Bureau of Land Management (BLM), will gather in Washington D.C. Oct. 21 to honor outstanding achievements in mine safety, environmental stewardship and technology. NMA’s Sentinels of Safety Award recognizes coal and mineral mining operations in 10 categories for recording the most hours in a calendar year without a single lost-time injury. A minimum of 4,000 hours is required for award consideration. The award categories reflect the safety accomplishments of both small and large mines.
Kinross was recognized in the Large Metal/Non Metal Mill category. Twenty American mining operations – six coal mines and 14 mineral/metal mines – were honored with the award recognizing performance in 2018. “Safety is not just a top priority – it is the foundation that supports everything else in our industry,” said Rich Nolan, NMA president and CEO. “The Sentinels of Safety Award acknowledges outstanding achievements in safety and serves as a reminder that even the best safety programs require constant attention and awareness.” Initiated in 1925 by then Commerce Secretary Herbert Hoover, a former mining engineer, the Sentinels of Safety Award program remains the nation’s most prestigious recognition of mine safety and has helped foster a strong safety commitment on the part of U.S. mines.

Rich Nolan takes lead at NMA
We’re On A Mission
The National Mining Association has elected Rich Nolan its new presi- dent and CEO. Nolan replaces Hal Quinn, who announced in April that he planned to retire. The search to replace NMA’s longest serving lead- er led back to Nolan, who has spent 13 years working on behalf of more than 300 members in the hardrock and coal industries. “Strategy already bears the mark of his innovative thinking,” said NMA Chairman Phillips Baker Jr., president and CEO of Hecla Mining Co. “That experience, coupled with his proven leadership, management and advocacy abilities, makes Rich the right leader for the next chap- ter.” Nolan started his career in Washington, D.C., working as an economist for the U.S. Chamber of Commerce and Republican National Com- mittee before becoming a congressional staffer. After Capitol Hill, he lobbied for various industries, working for the American Forest & Paper Association and CropLife America, before coming to mining. Nolan said his goal remains to “make a difference for American busi- ness.” Coal has long been NMA’s primary moneymaker, but the industry has shrunk dramatically in the face of competition from natural gas and renewables. Clean energy, however, presents a major opportunity for hardrock mining companies to meet skyrocketing demand for copper, lithium and other minerals needed in electric vehicles and solar panels. Unlike its foes, Nolan said, NMA will not pick “winners and losers.” “We don’t put down one portfolio just to pick up another,” he said. “We’re resourced to meet the challenges and opportunities however they arise, and we have no intention of changing that.”

As he reviews priorities, Nolan sees exports and grid reliability as po- tential growth for coal, while hardrock tries to make the most of new technologies. Forest Service seeks comment on Alaska Roadless Rule
would convert 158,000 old-growth acres and 15,000 young-growth acres previously identified as unsuitable timber lands to suitable tim- ber lands. Alternative 5 would remove 2.3 million acres from roadless area designation, protects some (59%) key watersheds, and would con- vert 165,000 old-growth acres and 17,000 young-growth acres pre- viously identified as unsuitable timber lands to suitable timber lands. Alternative 6 (preferred) would exempt the Tongass National Forest from the 2001 Roadless Rule and is fully responsive to the State of Alaska’s petition. The alternative would remove all 9.2 million acres of inventoried roadless acres and would convert 165,000 old-growth acres and 20,000 young-growth acres previously identified as un- suitable timber lands to suitable timber lands. Conservation of road- less values would be achieved through other means, including the Tongass Land Management Plan. This is specific to the Tongass Na- tional Forest. The Chugach National Forest would remain under the 2001 Roadless Rule. The Forest Service is scheduling a series of public meetings and sub- sistence hearings. A list of those meeting locations will be available on the Alaska Roadless Rule project website. The public has until midnight Alaska time Dec. 17, 2019, to submit comments on the documents. The documents are posted in the Fed- eral Register and on the agency’s Alaska Roadless Rule website. The U.S. Department of Agriculture is seeking public comment on a draft environmental impact statement offering a range of alternatives to roadless management and a proposed Alaska Roadless Rule. If adopted, the proposed rule would exempt the Tongass National For- est from the 2001 Roadless Rule. The USDA Forest Service will publish the documents in the Federal Register this week. The publication will begin a 60-day public com- ment period on the proposed rule, and on each alternative outlined in the draft environmental impact statement. The draft environmental impact statement, prepared under the Na- tional Environmental Policy Act, provides an analysis of six alter- natives, which are options, choices, or courses of action related to roadless management in Alaska. The alternatives range from no ac- tion to the removal of the Tongass from the 2001 Roadless Rule. The Department has identified Alternative 6, which is a full exemption, as the preferred alternative at this time. The full range of options are: Alternative 1 takes no action and would leave all of Alaska under the 2001 Roadless Rule, including the Tongass National Forest. Alternative 2 provides regulatory protection for the majority (89%) of key watersheds inside roadless areas and would convert 18,000 old-growth acres and 10,000 young-growth acres previously identi- fied as unsuitable timber lands to suitable timber lands.

Each November at AMA’s convention, History Night is dedicated to honoring pioneers of the state’s mining legacy. On History Night Nov. 5, the Alaska Mining Hall of Fame Foundation will honor the accomplishments of the United States Bureau of Mines {USBM}, which conducted much valuable work in Alaska from 1910 to 1995, when they were disbanded by Congress. Besides initiating health and safety reforms for miners, the USBM conducted commodity studies, including for strategic minerals, industrial mineral studies, prospector assistance, coal field develop- ments, and specific mining district reviews. Some work during the heated D-2 debates were import- ant, which included a review of mineralization at Red Dog Creek. Three men, Tom Pittman, Donald Blasko, and John Mulligan made fundamental contributions to the
