EXPOSING CRIMINAL CORRUPTION IN THE ST. LOUIS COUNTY JUDICIARY:
This statement is part of a whistleblowing campaign made public through social me- dia and the website www.LitigantOnTheLoose.com. The evidence uploaded to the website, documents a civil rights crime committed inside The St. Louis County, Mis- souri Court System, which stems from my divorce from a local attorney. It includes: * Timelines of evidence from two interlinked court records- one completely concealed from public view, the other accessible through The Missouri Court System’s online portal. Both records were created simultaneously by St. Louis County Judge, Joseph L. Green, between August 2022 and January 2025.
1) My divorce from St. Louis County Attorney Richard 'Rick' A. Voytas Jr.
2) A retaliatory custody motion which asserts a false case history from prior St. Louis County Court Divisions, initiated by my known domestic abuser, Victor A. Ojeda * Certified court transcripts and audio recordings that directly contradict the written orders and judgments entered into The Court ’ s Record. The perpetrators relied on the assumption that the public would inherently trust a signed court order or judgment, knowing that hearing transcripts and audio are not readily accessible, and are rarely cross-referenced by investigators or the public.

WHAT THE EVIDENCE EXPOSES:
The evidence reveals a pattern of judicial fraud and targeted retaliation involving a network of criminally corrupt St. Louis County legal professionals. The perpetrators created a false public record in order to deprive me of property, as well as discredit and harass my sons and I. Anyone reviewing these documents does not need to be an at- torney to recognize the pattern of criminal misconduct and fraud. The perpetrators are relying on the public assuming that this is simply a complex legal matter, or that I am a disgruntled litigant or court reform advocate -- rather than someone reporting a clear and well-documented crime.
CORE ALLEGATIONS:
* A Conspiracy Against Rights (18 U.S.C. § 241) crime being committed by an extensive network of St. Louis County legal professionals who filed materially false documents (RSMo § 570.095) to create two fraudulent St. Louis County Court Records.
* Deprivation of Rights Under Color of Law (18 U.S.C. § 242)
* Retaliation for reporting judicial misconduct.
* Fabrication of court-ordered therapy, and subsequent diagnoses, that never occurred in order to publicly undermine my credibility after I began publicly exposing evidence of the crime. This included the creation of a fraudulent billing statement by Missouri Licensed Professional Counselor, Camille Bruton Reinhold of “Happy Brains Counseling”.
* Wage garnishment based on fraudulent court orders and Chapter 13 Bankruptcy

Fraud committed by my domestic abuser, Victor A. Ojeda.
*A fraudulent sale of my former marital home in August 2023, which I owned as tenants in common with my second husband, Attorney Richard A. Voytas Jr.. The home, located at 14006 Montrachet Lane, St. Louis, MO 63017, was sold based on the false assertion that I signed a consent judgment authorizing the sale in advance of The Court identifying and dividing our marital liabilities and assets in accordance with Mis- souri Law. No such consent judgment exists - the fraud is that extreme. I did not sign any documents associated with the sale. The attorney who executed the transaction, Robert ‘Bob” Hamilton, was recorded on audio admitting that he knew that a consent judgment authorizing the sale did not exist . That recording can be found in the chronology of evidence related to my divorce from Mr. Voytas found on my website (refer to the bottom of page 25 beginning under February 16, 2023).
KEY POINTS:
* A sealed court file was used to hide criminal misconduct involving Judge Joseph L. Green, stemming from my divorce from Attorney Richard A. Voytas Jr..
* After I began reporting Judge Green’s criminal misconduct to administrative court divisions, he was assigned to a lawsuit that was filed during the same period of time by my domestic abuser, Victor A. Ojeda. That assignment was made by one of the same Administrative Judges who was formally notified of Judge Green’s criminal misconduct in my sealed divorce with Attorney Rick A. Voytas Jr.. This resulted in Judge Green remaining assigned to my divorce matter with Attorney Richard A. Voytas Jr. —which no one can see exists by court record — and simultaneously assigned to a lawsuit filed by my domestic abuser, Victor A. Ojeda. Judge Green’s assignment to that second case filed by my domestic abuser, served as a means of retaliation and to create a public record to distract from the fraud I was already reporting in my sealed divorce from a local attorney.

* As a result of the fraudulent record Judge Green created in the lawsuit filed by Victor A. Ojeda, my sons and I were stalked, harassed, and my wages were garnished for fraudulent therapy and attorney bills. * A January 2025 judgment was entered in The Court’s public record related to my domestic abuser, Victor A. Ojeda, while the record from my divorce from Attorney Richard A. Voytas, in which the crime originates, remained under seal. That judgment asserted a multitude of fraudulent facts including: 1) That my sons and I engaged in therapy with a counselor we have never met or had contact of any kind with, Camille Bruton Reinhold of “Happy Brains Counseling” in St. Louis, MO. This included an assertion that I was diagnosed with fabricated mental health diagnoses that I do not have. 2) That my sons and I were having contact with Mr. Ojeda, when no such contact has been had in years, in accordance with prior orders and judgments entered in other St. Louis County Court Divisions that Judge Green, and his accomplices, simply pretended did not exist. The perpetrators had to lie about that contact, so that the fraudulent record Judge Green was creating would appear legitimate. . 3) That Mr. Ojeda, who hasn't paid child support since 2016 and owes me court- ordered attorney's fees from a 2018 judgment, has cause to garnish my wages based on the costs associated with a record of fraudulent therapy and legal proceedings. My wages are the only financial support my sons have, as Mr. Ojeda has not provided any financial support to them for nearly a decade. Mr. Ojeda simultaneously prevented the garnishment of his own wages via a fraudulent Chapter 13 Bankruptcy Application filed in July 2021, which conceals his assets.

* Judge Joseph L. Green concurrently deprived me of my only asset, my home, in my divorce from Attorney Richard A. Voytas Jr.. However, no one would know that be- cause the case involving Mr. Voytas remains sealed. The fact that no one can see the file of a local attorney's divorce case, which is being reported as involving criminal misconduct, is a red flag in itself.
WHY THIS CASE CANNOT BE IGNORED:
* This is an unprecedented case of criminal corruption in the St. Louis County, Missouri Judiciary. It would be di ffi cult to believe if not for the fact that the perpetrators were caught with an extensive amount of material evidence -- including certified transcripts and audio from hearings, which reveal that what was entered in the written court record is objectively false. * This crime could not have persisted without the involvement of two key administrative judges- Judge Mary E. Ott (formerly the Presiding Judge of St. Louis County) and Judge Jason D. Dodson (Administrative Judge for St. Louis County Family Court). Both engaged in the same manner of fraud and intentional due process obstruction as their colleague whose criminal misconduct was being reported to them. They coordinated a means of retaliation and distraction by assigning the same judge being reported to them, in a case involving a local attorney’s divorce that’s sealed from public view, to a second lawsuit filed by my domestic abuser, Victor A. Ojeda. This allowed Judge Joseph Green to construct a false and retaliatory court record, in a public case that undermined my credibility to anyone attempting to investigate my claims related to my divorce from Attorney Richard A. Voytas Jr..
VERIFICATION OF EVERY CLAIM:
* There is no claim made in the evidentiary chronologies that is not verified with sup- porting documentation. Every statement of fraud, retaliation, procedural misconduct,

or criminal corruption is linked directly to an attached exhibit, court filing, certified transcript, docket entry, or audio recording.
* There is no public record of my divorce from Attorney Richard A. Voytas Jr., which is easily verified.
* Any documents related to the sale of the former marital home I owned with Mr. Voy- tas -- 14006 Montrachet Lane, St. Louis, MO 63017 -- would indicate a fraudulent transaction. * Anyone reviewing Victor A. Ojeda's active Chapter 13 Bankruptcy matter will see that his application falsely claimed that he pays $1,000 per month in child support -- a claim that is easily disproven by contacting Missouri's Family Support Division. He has not paid child support since 2016.
* That same bankruptcy filing also lists a $35,000 debt owed to me by Mr. Ojeda for court-ordered attorneys' fees from 2018 -- a debt that is still not fully paid.

My name is Anne (Naglich) Ojeda, and I am a lifelong resident of St. Louis County, Missouri. I am a nurse anesthetist (CRNA) and have practiced locally since 2013. I am a domestic abuse survivor, and have been the sole custodian and financial provider for my two sons from my first marriage to Victor A. Ojeda, for the past eight years. Although I previously led a private life, I’ve been forced to go public with details of a civil rights crime involving judicial fraud and retaliation, that my sons and I fell victim to which stemmed from my divorce from my second husband, Attorney Richard 'Rick' A. Voytas Jr..
