Alaska Miners Journal, June 2019

THE ALASKA MINER JOURNAL: The publication is member-only news mailed to AMA members, eight times a year, in months when the Magazine is not published. The Alaska Miner Journal is dedicated to those who work in and support the mining industry in Alaska, its commitment to the people, and the resources of our state. Our goal is to disseminate information on responsible mineral development, educating the public about the value of mining, providing information for our membership and the general public, providing policymakers the information they need to understand the mining industry and monitor political and regulatory processes affecting mining in Alaska.

AMA Celebrates Alaska Mining Day! As one of AMA’s first events to celebrate our 80th anniversary, we teamed up with the Council of Alaska Producers (CAP) to host an event that also coincided with 2019’s Alaska’s Mining Day.

On Friday May 10, over two hundred miners came together to celebrate Alaska Mining Day and our 80th Anniversary Kick-Off Party. The “happy hour” event started at the industry friendly, Matanuska Brewing Company, at 4 p.m. and concluded at 7 p.m.

The event included a plethora of sponsored themed libations, in- dustry themed appetizers, event imprinted steel beer mugs, AMA goodies and more. DNR Commissioner Corri Feigi spoke about the mining industry in Alaska and introduced Alaska Senator, Dan Sullivan, who con- tinued the positive message regarding Alaska’s resource devel- opment. Both speeches were met with cheers and applause and a positive energy surged throughout the room. Mike Satre and Lorali Simon gave the celebratory toast and we cut the cake!

A Message from the Executive Director

Dear Members, Can you believe we are almost halfway

A special thank you to all our sponsors, listed on page 5, who helped to make the Alaska Mining Day 2019: 80th Anniversary Kick-Off Party achievable. Also on May 10th, we launched a redesign of alaskaminers. org. Our focus on this redesign was to make this website a tool and resource for our members. I have a huge request on this front: please take some time to go through the pages and send us corrections, additions, ideas, anything at all that you’d like to see make your AMA website experience easier and better! Remember, we have a web designer on staff now, so we can really take advantage of having a great website to serve our industry. You can read more about the redesigned website launch on pages 8-9. We are looking forward to a continued celebration of 80 years of AMA and its members. Our hope is that these events, tools, and resources make you, as AMA members, feel more informed, connected and aware regarding all things mining related, and help you tell our story all year long.

through 2019, with summer and the field season well underway? This is always marked by the arrival of your AMA 2019 handbook and service directory – if you haven’t already, you should be receiving it in the mail very shortly. You’ll notice that this year’s handbook has a special focus on AMA’s 80th Anniversary, and what a great achievement that is as an organization. One of AMA’s first 80th Anniversary events was a party held on May 10, 2019, at Matanuska Brewing Company in Anchorage. We chose May 10th, Alaska Mining Day, because what we really want to celebrate is you, our members, that have made Alaska’s mining industry so great for 80 years. The party was a smashing success. We were able to spend the entire week highlighting the impressive contributions of Alaska’s miners, especially the day of the party. We heard high praise from Senator Dan Sullivan and Commissioner Corri Feige, as well as commitments to working hard to ensure our industry may continue to prosper. We are so grateful for all of you who attended, sponsored and contributed the to Alaska Mining Day party. As we have said before, our events are only made fun because of those who attend, and we thank you for making all our events not only financially possible but fabulous. For those of who you weren’t able to attend, don’t worry. We’ll have more events throughout the year, especially at our Annual Convention and Trade Show in November. I hope you enjoy the event coverage in this issue on pages 4-5 and what we’ve posted on social media. Watch for more in our July Alaska Miner Magazine.

Thank you again,

Shaw, former director of the state Division of Veterans Affairs and a former trainer at the state trooper academy, said he taught emergency trauma response and used those skills while also calling 911. Neyhart, an experienced para- glider pilot, was treated at Bart- lett Regional Hospital and re- leased, a hospital official said. Shaw said he tries to fly three or four times a week after running up Juneau’s Mount Roberts for exercise. “I use the mountain for exercise, and I fly for transporta- tion,” he said. Shaw said he just did what any bystander would have done. “It’s always good to have some- one out there with you,” he said.

Corps Extends Comment Period For Pebble Draft EIS

The U.S. Army Corps of Engineers – Alaska District is extending the public comment period an additional 30-days for the Peb- ble Limited Partnership draft environmental impact statement. The deadline for submitting comments about the draft EIS is now July 1. Alaska senior senator Lisa Murkowski had asked for the exten- sion, while Alaska Governor Mike Dunleavy had opposed it. The Corps will consider all comments received by that date before finalizing the document and making a permit decision. The extension brings the length of the public comment period to 120-days. During April, the Corps conducted nine public hearings in Alas- ka to receive comment on the permit application and draft EIS in Anchorage, Dillingham, Homer, Igiugig, Kokhanok, Naknek, New Halen, New Stuyahok, and Nondalton. To date, about 8,400 public comments have been uploaded to the EIS website with more incoming. The Corps released the draft EIS on Feb.20 with the formal public comment period beginning March 1. Since January 2018, the Corps has made Pebble Limited Partnership’s permit application to discharge fill material into waters of the United States and work in navigable waters for the purpose of devel- oping a copper-molybdenum-gold mine project in the Bristol Bay region of Alaska available on the EIS website.

Baseline data for the environmental analysis has been available since March 2018. Comments can be electronically submitted on the public web- site: www.pebbleprojecteis.com. Written comments should be mailed to: U.S. Army Corps of Engineers, Alaska District ATTN: DA Permit Application 2017-271, Pebble Limited Partnership All comments submitted will be made public in their entirety. Any personal information such as name, address, or email will become part of the public record. Here Are Some Important Points For AMA Members To Keep In Mind

Important points on Pebble Project

• Commenting is important – especially reinforcing support for and the need for a predictable, robust and transparent process for reviewing mining projects in Alaska. • Many permitting observers have noted how transparent the USACE has been with this project - posting Requests for Infor- mation (RFIs) as they have been received, holding timely and regular media roundtables and posting the transcripts. • DEIS notes Alaska's history of resource extraction industries co-existing with fisheries. • USACE determined that the overall project purpose is to devel- op and operate a copper, gold, and molybdenum mine in Alas- ka to meet current and future demand. • DEIS notes the project would not reduce returning adult salmon to the Kvichak and Nushagak river systems as a result of project operation so therefore it would not be expected to result in a long-term change to the health of the commercial fisheries in Bristol Bay or Cook Inlet. • The project is expected to use best management practices. • The project would have noticeable beneficial economic impacts for the communities closest to the project.

Construction in Alaska Mining Will Exceed $265 Million

Speaking to the Resource Development Council May 2 in An- chorage, economist Scott Goldsmith said the construction in Alaska’s mining industry will exceed $265 million this year. While most of Alaska’s construction industry revenue is driven by Federal, state and energy industry spending, mining carries a significant role in this key industry. Spending by the mining industry on exploration and develop- ment can be divided into operating mines, large mines in various states of development and prospects in varies stages of devel- opment. The level of spending is heavily influenced by the current pro- jected world prices of zin, copper, lead, silver and gold. This determines both the funds available for investment and economic viability of these investment. IN addition, total expenditures can be influenced by one or more large individual investment to extend an existing mine or to move ahead with a new large scale mine. Mining spending will be higher in 2019 despite an anticipated slowdown in the world economy and consequently the demand for minerals. The increase is largely because three of t he six major operating mines in Alaska are expanding. The new owners of Pogo Mine have announced plans to expand their operations, the Red Dog Mine has two new prospects under development and the Fort

ISER Economist Scott Goldsmith talkes construction in mining importance at RDC Breakfast

Knox Mine is expanding into the Gilmore prospect to extend the life of the mine of 2030. None of the larger prospects in various states of development will be moving forward to the construction stage this year. Liven- good continues to re-evaluate its design and await a higher gold price. Donlin Gold will likely decide this year whether to move forward. Pebble is still in the permitting state. Prospects in the Upper Kobuk mineral district are still under evaluation. The Bokan rare earth metals project could begin construction in 2020. Spending on other smaller mines and prospects across the state will be higher due to increasing interest from global mining investors.
