PROPOSAL TO ABOLISH P45/P46 FORMS

21 December 2011 You may be aware that the draft regulations for Real Time Information (RTI), published last month, included a proposal to abolish the P45/P46 forms when RTI is introduced. Concerns from various industries including the CIPP, have been expressed regarding the issue that employees could be given a leaver’s statement instead of a P45. HMRC have just published a note of reassurance that they are working with interested parties to explore these concerns to seek a way forward. We will bring you further updates when they are available. 19 January 2012 HMRC’s Software Development Support Team has published RTI and End of Year (2012/13) related updates. The "Non Form Validation Rules" document for RTI in the Internet technical pack has been updated . This provides revised wording relating to error code 7805 detailed in the 'Additional "Level 3" Validations' section. The test services will be updated in February 2012 to include this revised wording. The "Supplementary Guidance and details of how to use the DPS test service" document in the Outgoing Data Provisioning Service (DPS) technical pack has been updated . This provides revised wording relating to the RTI Notification (MessageID 5) issued in response to a NINO Verification Request. This is a documentation change only; there is no change to the content of the outbound Notification. The "Payroll Alignment" document for RTI has been updated . This provides expanded information in section 1.4 to clarify the Full Payment Summary (FPS) requirement if an Employer Alignment Submission (EAS) has already been submitted. The Internet PAYE Recognition scenarios and instructions, for RTI and End of Year 2012/13, in the Internet technical packs have been updated.
