The Government has recently published a consultation document on Modern Workplaces. Certain elements concerning flexible parental leave and changes to the Working Time Regulations will potentially have a huge impact on the work of the payroll department so it is very important that you help us by completing our survey. The consultation document is very long and detailed and covers four elements: · a system of flexible parental leave; · a right for all employees to request flexible working; · changes to the Working Time Regulations affecting the interaction of annual leave with sick leave and family-friendly leave; and · measures to encourage equal pay for equal work between men and women. This is a high-level document looking at the principles of each element, rather than outlining specific details of how each would actually work. That detail will follow later. Certain elements of this consultation , especially those concerning flexible parental leave and the changes to the Working Time Regulations, will potentially have a huge impact on the work of the payroll department. But at the moment the payroll industry is not represented on any stakeholder groups looking at these issues. Because of this, it is vital that we collect and understand the views of as many CIPP members as possible so we can demonstrate to Government the effect these changes will have on payroll and the importance of consulting with us moving forward. The Policy team have created a survey looking at the key issues of each element. Because the consultation document itself is very long, by necessity, the survey itself is long and detailed. We apologise for the length of time it will take you to compete (approximately 30 minutes), but consider it vital if the Policy team is to fully understand, and convey to Government, the impact these proposals will have on our members. The questions in the survey focus on the issues affecting employers and payroll staff, rather than those affecting individuals as employees. You are very welcome to review the consultation document yourself and respond as an individual to any issues which affect you as an employee. GOVERNMENT URGED TO ABANDON PLANS TO CUT MATERNITY RIGHTS

18 October 2011 According to a report in the Observer , the equalities minister has warned the prime minister against the ditching family-friendly policies, proposed in the Modern Workplaces consultation.
