Following the abolition of contracting out on a defined contribution basis there is no longer a requirement for pension schemes to notify HM Revenue & Customs of any arrangements which are made after this date to secure former protected rights.

BASIC PAYE TOOLS (BPT) – TAX YEAR END IN REAL TIME

HMRC have provided clarification of the tax year end process for employers using BPT in the RTI pilot.

A member, who is taking part in the RTI pilot, alerted the policy team to a problem that she had encountered with the BPT in her attempt to submit her final FPS for the 2012/13 tax year. Specifically, she had fully expected to complete boxes 109 -115 but Basic Tools screens appeared not to offer the facility. Much to our member’s surprise, on calling the RTI pilot help-line, she was informed that with the current version of the Basic Tools RTI it is not possible to complete the year end declarations on the final FPS for 2012/13. "The FPS in the 2012-13 BPT version does not include the end of year questions. Employers using the 2012-13 BPT version can use this to submit their final FPS for 2012-13 and will need to complete the end of year questions on the EPS for 2012-13.” HMRC current year end guidance for employers working in real time and using the Basic PAYE is available on the HMRC website. The guidance confirms that the RTI version of Basic PAYE Tools for employers starting to report PAYE in real time from April 2013 is available from 28 March 2013.
