Are there any special rules for staffing agencies? We provide approximately 4000 temporary staff per month on a weekly payroll, but with no guaranteed income. What about employees that have already reached their lifetime allowance, would this affect them if a deduction was taken? Will Tips and Troncs be part of qualifying earnings for Automatic Enrolment? Would it make a difference if they were not subject to National Insurance? AUTOMATIC ENROLMENT CONSULTATION ON EARNINGS THRESHOLDS FOR 2013

The government has published a consultation which details proposals for the automatic enrolment earnings trigger and the qualifying earnings band which will apply from 6 April 2013.
The proposals include:
Earnings Trigger set at £9,205, to align with the PAYE threshold. Lower band of qualifying earnings aligned to the NICs Lower Earnings Limit, which is expected to be around £5,720 (projected value) Set the upper band of qualifying earnings at £41,450 aligned with NICs Upper Earnings Limit. The government notes that this is a reduction from the current level, so they are supposedly open to the idea of maintaining the current value, £42,475, or uprating that in line with earnings to £42,971.

The CIPP are very pleased to hear that the awareness of Automatic Enrolment is high on the DWP’s agenda through a high profile advertising campaign.
Well-known bosses, including Dragons’ Den Theo Paphitis and The Apprentice’s Karren Brady, feature in a new advertising campaign starting today to raise awareness of the biggest change in pensions for over 100 years.
The Government’s major "automatic enrolment" programme, being introduced from October, aims to get up to 11 million more people saving in a workplace pension by 2018.
