The extension to the right to request flexible working to all employees will require primary legislation. The Government will bring forward a Bill (The Children and Families Bill) as soon as the Parliamentary timetable permits:  Introduce legislation during the Second Parliamentary Session (between May 2012 and April 2013)  Consult on Code of Practice (2013)  Implementation - 2014

The CIPP Policy team will of course continue to be involved in consultation and will keep members updated accordingly.

ADMINISTRATION OF FLEXIBLE PARENTAL LEAVE – CONSULTATION

The Department for Business Innovation and Skills have launched a consultation which is seeking views from employers and working parents on the detail of administering shared parental leave and pay. The aim of the consultation - Shared parental leave and pay - administration , which will close on 20 May 2013, is to ensure that the proposed detail of this scheme is correct and to ensure that this system works for both parents and their employers.

Deputy Prime Minister Nick Clegg said:

“It’s high time that the existing system of maternity leave is overhauled so that it’s easier for women to get back to work earlier if they choose.”

“A new system of shared parental leave is not only good news for parents and parents-to- be, but for employers who will benefit from having a workforce that is more flexible and motivated.”

“We now want to hear from working families and employers on how they think this can work in a way that’s simplest all round for those involved.”

The CIPP Policy team represent members at the HMRC Statutory Payments Consultation Group Forum (SPCG) and so have on-going involvement with this development, however we shall be responding directly to this consultation and will, as ever, value your views via a survey, news of which will follow shortly.

ACAS LAUNCH CONSULTATION ON FLEXIBLE WORKING CODE OF PRACTICE

The government asked Acas to produce a statutory code of practice to help businesses manage new extended rights for all employees to request flexible working and as part of the process Acas have launched a consultation on their draft code of practice.
