Choice I: Shift to a Geography-Based Student Placement Framework With Flexible Assignment Zones The District could consider transitioning to a geography-based elementary school placement framework that would apply to all students for the 2026-2027 school year. Under this model, student assignment will be guided primarily by geographic attendance areas, while maintaining a degree of district discretion through the use of flexible assignment zones (“flex zones”). Hometown priority considerations, which give certain students preferential placement within their local school community, are incorporated into the drawing of attendance areas and the operation of flex zones. 1. Establishment of Primary Geographic Attendance Areas Each elementary school will be associated with a primary geographic attendance area. Students residing within an attendance area will be prioritized for placement at the corresponding elementary school. Attendance areas will be drawn in a manner that: ● Promotes walkability and neighborhood cohesion; ● Aligns with natural transportation patterns whenever possible; ● Supports demographic and enrollment balance across schools, while incorporating hometown priority considerations; and ● Includes an appropriate mixture of residential types (single-family homes, apartments, rentals, low-income housing) to support socioeconomic diversity and ensure a balanced student population within each school zone. As part of this process, the District may need to reconfirm the actual residency of enrolled students to ensure accurate placement. Families should be aware that the timeline for creating finalized geographic zones is currently uncertain, and ultimate student placements may not be communicated until late Spring. 2. Creation of Broad Flex Zones to Preserve District Flexibility In addition to primary attendance areas, the District will designate several broad flex zones, which are geographic areas from which students may be assigned to one of two designated elementary schools. Flex zones will be used to:
● Balance class sizes and avoid overcrowding or under-enrollment; ● Address enrollment shifts or programmatic needs that arise during the school year; ● Preserve efficient and cost-effective transportation routing; and
