Notice of Submission of Terms of Reference Mayer Waste Management Landfill Expansion, Mayer Waste Management
As part of the planning process for the Mayer Waste Management Landfill Expansion Environmental Assessment (EA), Mayer Waste Management (proponent) has submitted a Terms of Reference to the Ministry of the Environment, Conservation and Parks for review as required under the Environmental Assessment Act. If approved, the Terms of Reference will serve as a framework for the preparation and review of the EA for the proposed undertaking. The purpose of this undertaking is to increase the total approved capacity at the Mayer Waste Disposal Site (MWDS), located in the Township of Champlain, Ontario, by 650,000 cubic metres (m3) to continue to receive solid non-hazardous domestic and industrial waste. The MWDS has approximately 84,755 m3 of remaining approved landfill airspace as of November 3, 2021, which corresponds to about 5 to 12 years of operating life (2021 to 2026/2033). The proposed 650,000 m³ expansion could provide additional airspace capacity of up to approximately 734,755 m³ (remaining plus proposed), which could extend the site life by approximately 20 years from when the existing capacity is exhausted (from 2026/2033 to 2046/2053). Currently, the MWDS is approved to receive up to 451,700 m³ of waste including daily, interim, and final cover. The proposed undertaking would increase the total capacity of the MWDS to 1,101,700 m³ and will enable Mayer Waste Management to continue to provide cost-effective and environmentally sound waste disposal to local customers. Alternatives Methods of Carrying Out the Undertaking will be considered as part of the Mayer Waste Management Landfill Expansion EA, including horizontal expansion of the MWDS, and a combination of horizontal and vertical expansion of the MWDS. The Alternative Methods will be assessed/evaluated based on a number of criteria to identify a recommended method for review and comment by agencies, Indigenous communities, and the public.
