SOVIET TO W IDEN IDEOLOGICAL WORK

The Communist party declared re­ cently that the new world situation made it “a vital necessity for every Soviet person to understand his Government’s policies at home and abroad.” This was the theme of a four-day conference of the party’s key propagandists from all over the coun­ try held recently in Moscow. The Propagandists were instructed to in­ tensify ideological indoctrination of the Soviet people in every phase of public life. With Moscow proposing to defend Cuba, with rockets threaten­ ing to intervene in the Congo, and offering economic aid to such lands as the United Arab Republic and India, the party apparently feels the need to let the Soviet people know what the Kremlin is up to. Under Premier Khrushchev’s program of “peaceful coexistence,” Soviet for­ eign policy has made some abrupt shifts since the days of Stalin. Pravda, the party newspaper, reporting the conference, said the ideological pro­ gram was based on Leninism, to­ gether with a “creative approach in accordance with new historical con­ ditions.” In Soviet vocabulary a refer­ ence to new historical conditions rep­ resents a justification of Premier Khrushchev’s policy of “peaceful co­ existence.” Rejecting the dogma that war is inevitable, Mr. Khrushchev holds that peaceful coexistence is the new and highest form of class strug­ gle. The new historical conditions are represented to be a shift in the global balance of power to the side of the Communist bloc and the favorable orientation of the emerging nations of Africa, Asia and the Middle East. RADAR GA IN REPORTED A Soviet scientist is reported to have found a way for radar to pick up an image from any spot on earth. Tass, the Soviet press agency, said the dis­ covery, by Niolai Kabanov, also would greatly enhance the reliability of radio communications. The report said that Mr. Kabanov had “establish­ ed that when reflected by the iono­ sphere, radio waves are partly scat­ tered.” But, it said that he also had found that a “portion of them returns to the source of radiation and can be reflected on the radar screen.”
