Inside the Anarchy — Who’s Really Behind It? Investigator’s Corner

Connections to Somali Fraud As I accessed the various groups and subgroups engaged in supporting anti-ICE operations, I found direct references to targeting social media influencers “harassing” any Somali businesses. Like a simple Venn diagram, the operational in- structions to harass, intimidate, and attack anyone asking questions or taking pictures of any Somali-owned or oper- ated business was merged with the anti-ICE tactical opera- tions. It is within these groups where direct references to Rep. Ilhan Omar, who succeeded Keith Ellison in Congress in 2019, were found. Keith Ellison was also mentioned promi- nently in these subgroups. Direct links between Omar and Ellison within the construct of Somali businesses, including money transferring hubs (Hawalas) have been tentatively identified, although not sufficiently confirmed at the time of this report. Targets of Current Operations Identified and submitted to the appropriate federal law en- forcement agencies include the following targets: • ICE and all federal law enforcement agents and opera- tions; tactics discussed include ambushes, using a variety of weapons from rocks and bricks to vehicles and firearms;
Following the fatal shooting of Renee Nicole Good by federal ICE agents in Minneapolis on January 7, 2026, I successfully infiltrated several key private online message boards used by anti-ICE individ- uals, groups, and their organizers. To be clear, these online forums are not the mainstream messaging apps like Signal, a mobile communication plat- form widely used by street-level agitators for real-time alerts on ICE raid locations. Rather, these are lesser- known and more tightly controlled online sites where very specific higher-level operational details are shared. They contain detailed instructions, coordination plans, and di- rectives written and posted by the individuals who control, instruct, and support the street-level rioters seen in count- less viral videos across the internet. In the days that followed, I successfully expanded my access to several more password-protected sites. It’s im- portant to note that my access was not gained by hacking, but by using a long-established online persona created and maintained in the aftermath of the 2001 terror attacks. With the assistance of a federal operative two decades ago, my alternative identity was specifically created to withstand scrutiny by potential adversaries. My investigative findings were deeply troubling and ar- guably more alarming than my findings of Islamic terror activity and networks operating in the U.S. in the post-9/11 period. As I compiled and submitted actionable intelligence to new federal law enforcement contacts within ICE under this administration, I noted a disturbing increase in calls for violence, along with specific militarized instructions and in- stitutional support within hours of the January 24, 2026, shooting of Alex Pretti. I watched, in real-time, a surge of activity on these online sites immediately after internet influencer Cam Higby com- promised the chat groups active on the Signal app and pub- lished lists of usernames of street-level activists across social media. The convergence of these events permitted my persona to exploit the panic among the administrators of various restricted forums, providing me access to even more alarming information. The Leadership: Planners & Plotters It’s obvious that the rioters seen in news reports and video clips posted on the internet are not acting without guidance or support. The riots and attacks against ICE operations are not spontaneous, but directed by a leadership deeply em- bedded within local, county, state and federal offices. Based on the messaging, these organizers are driven by a strong and deep ideological belief in communism and Islam, a re- lationship that is, at present, a peaceful coexistence with the shared objective of the destruction of our nation by any means, including violence. My investigation found evidence that anti-ICE attack- ers are being given cover and active assistance by members and even the leadership inside municipal po- lice departments, including the Minneapolis and St. Paul Police Departments, and by at least two employ- ees inside the office of the Hennepin County District Attorney . My investigation also found an active line of support originating from the Office of the Attorney Gen- eral of Minnesota, currently led by Keith Ellison , who appears to be sympathetic to both Communism and Islam.

In tandem with local law enforcement within the twin cities, operational cover and support was also traced back to Hen- nepin County District Attorney Mary Moriarty’s office. Mori- arty was elected to her current position in 2022 with the help of over a half-million dollars in campaign contributions from entities linked to George Soros. As the first openly homo- sexual district attorney in Hennepin County, Moriarty is an activist for LGBTQ causes. In her capacity as DA, she pledged not to prosecute anyone seeking “reproductive care” in Minnesota and openly defies extradition/subpoenas from other states pursuing such cases. Also found to be providing cover for the organized chaos at the state level is Minnesota Attorney General Keith Ellison, former House Representative for Minnesota’s 5th District from 2007–2019, and chair of the DNC from 2017-2019. Ellison’s pro-com- munism ideology can be traced back to the 1980s. As a Uni- versity of Minnesota law student in the late 1980s, Ellison was involved with the Black Law Student Association, an ideological predecessor of present-day “ANTIFA.” He was arrested in 1988 for graffiti/vandalism in support of ANTIFA’s predecessor’s group. In 2017, Ellison was photographed holding Mark Bray’s “ANTIFA: The Anti-Fascist Handbook,” which he posted on social media. My investigation also found direct evidence that employ- ees working within the office of Governor Tim Walz and Lieutenant Governor Janet Flanagan. Both Walz and Flana- gan are providing cover and support for the ISIS-affiliated Dar Al-Farooq center, directly connected to the Somali di- aspora in Minneapolis. Both offices were found to be offering direct support for anyone engaged in disrupting or even at- tacking ICE operations and agents. Anecdotal evidence was also found to indicate that Hope Walz, daughter of Tim Walz, has an active presence under a fictitious name on var-

Summary While it has long been believed that the anti-ICE riots have an organized system of support, investigation has found the level of that support to be far more extensive than originally suspected. This investigation found material support is being provided by nearly every government office within Hennepin County, including numerous county and state of- fices. The command structure is much more sophisticated that publicly portrayed, and appears to include operational support from law enforcement, as well as from county and state prosecutorial offices. The office of the current mayor, Jacob Frey, is also repre- sented within the anti-ICE groups, providing operational sup- port and oversight of municipal law enforcement actions on behalf of the activists, self-identifying anarchists, Islamic ac- tivists, and especially the population of illegal Somali resi- dents within municipal jurisdiction. Calls for “violent response” to ICE enforcement actions and investigations of Somali businesses have significantly increased within the last 15 days within the online commu- nities under surveillance. The recent disruption at the Cities Church location in St. Paul and the recent indictment and arrests of some activists, including former CNN anchor Don Lemon, appears to have emboldened many within the online communities. Calls for additional “attacks” against Christians and anyone with a differing ideological view have tripled in number and intensity. HagmannPI.com
