Il est ex- cité particulièrement par l’aménagement de la cour intérieure qui sera « la cerise sur le sundae ». Les résidents y trouveront une ambiance paisible grâce à la présence d’un étang avec des poissons, une fontaine, des bancs, de la musique. La première étape s’est concrétisée l’été dernier lorsqu’il a conclue une entente avec le Club Powers (Chevaliers de Colomb) pour l’acquisition d’une parcelle de terrain située à l’arrière de la résidence. La municipalité a approuvé le détachement de terrain au mois de janvier 2013. La Résidence Simon, située sur la rue St- Jean, à deux pas de l’église Très-Sainte-Trin- ité et la Pharmacie Jean Coutu, a ouvert ses portes en 1989. En 1992, les propriétaires Geneviève et Gary Morris ont procédé à un premier agrandissement en construisant une aile de 12 chambres, portant le nombre de chambres à 34. Albert Bourdeau est de- venu propriétaire de la résidence en 2005.

La Résidence Simon se prépare en vue d’une grande transformation. En effet, la di- rection planifie la construction d’une nou- velle aile de 35 chambres, doublant ainsi la superficie actuelle. Le propriétaireAlbert Bourdeau est à final- iser les détails de ce projet d’envergure qu’il mijote depuis quelques années. Si le tout se déroule comme prévu, il espère effectuer la première pelletée de terre au début du mois de juillet. Les travaux devraient être complétés au mois d’octobre, selon le pro- priétaire. Le projet consiste en la construction d’une aile de trois (ou quatre) étages située sur le côté est et l’aménagement d’une cour intérieure. at Kemptville Public School fell asleep while on the morning bus run. The child was left behind when all the other students had gotten off the bus. He remained unnoticed as the bus driver returned the vehicle to its regular parking spot until it was needed for the afternoon run. The child stayed sleeping on the bus un- til the driver came back and found him at 12:45 p.m. The driver took the child home. The parents had not received any notice from the school that their child was absent.
During its April 24 committee of the whole session the Upper Canada District School Board (UCDSB) reviewed a report from David Coombs, superintendent of school effectiveness, on the incident. The report stated that the driver did not check the bus to make sure all students had left before driving back to the parking site. The report also noted that the teacher supervising the junior kindergarten class that day forgot to do the usual attendance check using a clipboard sheet to mark if any students are absent. These attendance sheets are handed in to the front office. The teacher did make a mental note that the student was not present but failed to notify the front office right away. Instead she took the rest of the class to gym for the first part of the day and did not report the child as absent until an hour later when she had a preparation period. She told the office administrator that the child was absent. The information was noted on the corrected at- tendance list but the sheet was set aside be- cause the administrator was occupied with other matters. The administrator meant to phone the parents and confirm the absence but did not do so. The UCDSB report concluded that several factors combined to create the incident. It made six recommendations to prevent or reduce the chance of a repeat incident. First the UCDSB should have all school buses equipped by Sept. 1 this year with electronic “child check” systems that will show drivers if any student is still on a bus.
Second is the UCDSB work with Student Transportation of Eastern Ontario on re- viewing bus safety and looking at other aids for drivers, like video cameras to both ensure student safety. Third is for a review by Sept. 1 of the safe arrival protocols for schools. Also the new Family Portal system, which goes online in the UCDSB region in the 2013-2014 term become part of the school-home commu- nication setup for confirming student ab- sences and notifying parents if their child has not arrived. The report stated that “this will not replace the importance of speak- ing to an adult in cases of unexplained ab- sence.” Fifth is a review of the present school attendance tracking and recording pro- cedure, including looking for an efficient electronic data recording system if one is available. The last recommendation calls for a com- plete outline of the safe arrival procedures included in the board’s September opera- tions message to all school principals, ad- ministration and staff. “This message,” stated the report, “must stress the importance of safe school calls in all school offices at the start of the school day.” The UCDSB committee of the whole ap- proved the report and passed a resolution calling on the district board to have the audit committee set up a plan to monitor high-risk policies and report to the commit- tee of the whole within a six-month period.

Counties looks at highway signage control bylaw
the county table for a few years now,”Mayor Lalonde said. “No, it’s not because of that.” Mayor Lalonde noted that local housing developers are concerned about the im- pression some highway signage makes on potential investors. “We are trying to promote tourism and economic development,” he said. Members of No Zoning for Asphalt Plant (NZAP), a local citizens lobby group, erected the protest billboards on private land bor- dering County Road 17 and its right-of-way as part of a campaign against an asphalt plant that was proposed for development in the Jessup’s Falls Escarpment area. Last December the township council approved a resolution to protect the escarpment against heavy industrial development. The protest signs still stand along the county road because NZAP wants the UCPR to change the Official Plan for Prescott-Russell and remove the mineral aggregates area designation for the escarpment. Clermont told counties council his staff will need to first review what other munici- palities and counties have done with bylaw regulation about highway signage. “There’s no bylaw (for us) right now,” he said. Individual municipalities may or may not have their own signage bylaws which their staff are responsible for enforcing for both commercial and private signage. Those by- laws may or may not be applicable to sig- nage along county roads. A UCPR signage bylaw might be something for local bylaw officers to enforce.

PLANTAGENET | The idea may or may not have started when protest signs started popping up in Plantagenet about a pro- posed asphalt plant. But those signs are not the sole reason that the counties council is thinking about a signage con- trol bylaw for county roads. The United Counties of Prescott-Russell council (UCPR) has accepted a recommen- dation from its public works committee to have Public Works Director Marc Clermont and his staff prepare a report on commer- cial and other types of signage along coun- ty roads for review at a future session. The report will include recommendations for drafting a bylaw and policy guidelines deal- ing with signage along county roads. Champlain Township Mayor Gary Barton expressed concern during the counties council April 24 meeting about the state of highway signage along County Road 17 and other county roads. “It’s getting more and more junky,” he said. Mayor Jean-Yves Lalonde of Alfred-Plan- tagenet explained during an interview fol- lowing the counties council session that the committee’s recommendation is not just a response to billboard-style signs erected along County Road 17 in protest against an asphalt plant development proposal. “It (highway signage bylaw) has been on

OTTAWA | Three grassroots protest groups have joined forces against proposed land- fill and waste recycling projects. West Carleton’s No Dump group is band- ing together with the Dump the Dump Now group from Russell Township and Dump This Dump 2 in the Carlsbad Springs area to share information, support and mutual public awareness opportunities about their respective targets. The Carleton group opposes the pro- posed Carp Road landfill expansion while the other two are lobbying against a com- mercial and industrial waste recycling facil- ity that Ottawa-based Taggart-Miller plans to set up in Ottawa’s eastern rural sector. “We need to get the word out within the City of Ottawa and surrounding townships,” stated Olivia Nixon of No Dump. “Canada’s national capital would be bookended by

L’ORIGNAL | The counties may be taking a smaller share of the whole tax pie this year than expected. The United Counties of Prescott-Russell council (UCPR) passed the resolution ap- proving the 2013 tax rates and the county levy during its April 24 session. What makes this resolution stand out is that it approves a 0.5 per cent decrease in the residential property tax rate approved earlier this year in the UCPR’s 2013 budget and that was al- ready holding at a zero per cent increase. “The (tax) rate is no longer zero, it’s nega- tive point five,” said Stéphane Parisien, UCRP chief administrator. “What we had

A cet endroit, des membres du personnel de l’établissement ont remarqué une femme et un adolescent se dirigeant vers la sortie avec un panier rempli sans avoir payé. Nancy M. Côté, âgée de 36 ans, de Casselman, et un adolescent de 17 ans ont été accusés de vol à l’étalage en deçà de 5 000 dollars. Intrusion Un homme de Cornwall a été inculpé pour intrusion de nuit. Le 23 avril, l’agent Luc Turgeon a répondu à un incident impliquant un véhicule suspect sur la rue Saint-Albert, à Embrun. À cet endroit, il a été rapporté qu’un véhicule se trouvait sur une propriété privée et que le conducteur tentait de s’emparer de fils électriques. Le suspect à quitté le lieu avant l’arrivée des policiers mais a été retrouvé peu de temps après. La Police provinciale de l’Ontario, détachement de Russell, demande l’aide du public afin de trouver le, ou les responsables d’un incendie survenu dans une garderie à l’école St-Patrick sur la rue Héritage, à Rockland. Le 28 avril, vers 6h du matin, un ou des individus se sont introduits dans une remise située à l’arrière de l’école. Ils ont retiré du matériel et y ont mis le feu sous une structure. L’incendie a détruit du matériel appartenant à la garderie. Toute personne détenant des renseignements sur cet incident est priée de joindre l’agent David Abuwa du poste de Recherché pour agression sexuelle ORLÉANS | La Section des agressions sexuelles et de la violence faite aux enfants du Service de police d’Ottawa fait enquête sur une agression sexuelle survenue dans le secteur Est d’Ottawa, le 24 avril 2013 vers 20 heures. Une femme circulait à pied près de l’intersection du chemin Innes et de la promenade Prestwick, à Orléans, lorsqu’un homme s’approcha d’elle et la toucha de manière déplacée. Puis il quitta les lieux et la femme appela la police. Le suspect a été décrit comme étant un homme de race blanche âgé de 25 à 30 ans, mesurant 1,65 m (5 pi 5 po), de carrure moy- enne, cheveux noirs courts, favoris rasés. Il était vêtu d’un blouson de cuir noir, d’un tee-shirt blanc et d’un jean. Le conducteur de cette voiture s’est retrouvé dans une fâcheuse position, jeudi dernier, en tentant d’éviter une collision avec une autre voiture sur la rue Laurier, à la hauteur de la rue Victor. Une accusation pour omission de céder le passage a été portée alors qu’un conducteur se serait engagé sur la rue Laurier sans avoir aperçu le véhicule en question (photo). On ne rapporte aucun blessé dans l’incident.

gŏđŏ Merci à nos bénévoles La semaine de l’action bénévole a eu lieu cette année du 21 au 27 avril dernier. Dans notre communauté, ce sont les bénévoles qui nourrissent ceux qui ont faim, réconfortent les personnes seules, embellissent les espaces verts et amassent des fonds destinés à soutenir les organismes de bienfaisance de notre milieu. Ce sont également ces mêmes personnes qui s’occupent des loisirs de notre jeunesse. Nos bénévoles ne comptent pas leurs heures et travaillent trop souvent dans l’ombre. Les bénévoles de notre com- munauté ne sont pas des inconnus. Il s’agit de nos parents, amis et voisins. Memory walker on the run again
CLARENCE CREEK | Lyne Shackleton is back on the road, campaigning for ovarian cancer awareness. The Clarence Creek resident plans to get out and about later this year for her annual Walk In Memory in honour of her mother as both a fundraiser and public awareness event for ovarian cancer research. She is also helping promote the newly-declared World Ovarian Cancer Day on May 8 and which is slated to become an annual event in countries around the globe. “Canada has been a leader in the establishment of what will become an annual day dedicated to creating and raising awareness about ovarian cancer,” Shackle- ton stated. “It is the women’s cancer with the lowest survival rate, and the one for which there is little aware- ness and no cure.” Shackleton and others involved in promoting re- search into and awareness of ovarian cancer will be at a flag-raising ceremony in Ottawa 9:30 a.m. on May 8 with Mayor Jim Watson officiating. A noon reception
follows in the Councillors Lounge at City Hall on Lauri- er Avenue near Elgin Street to both mark the occasion and launch the 2013 Walk of Hope campaign. Shackleton’s hope is that next year she and other local supporters of ovarian cancer research will be able to attend a similar event in the City of Clarence- Rockland. “It was just too short notice to get more events orga- nized this year since it's the first year,” she stated, “But we're asking people to wear teal on that day (ovarian cancer color).” In mid-June Shackleton sets off on her annual two- day Walk In Memory. This year the walk begins from the Notre-Dame Basilica in Ontario and will finish at the St. Joseph Oratory in Montréal, for a total of 230 kilometres. L’harmonie sénior de l’école secondaire Béatrice-Desloges d’Orléans a fait son plein d’honneurs lors du festival de mu- sique Worldstrides Heritage Performance, qui a eu lieu le 20 avril dernier à Boston. C’était la première fois que l’harmonie de Béatrice-Desloges participait à cet impor- tant festival de musique qui a lieu un peu partout aux États-Unis depuis 1980. Mal- gré les événements reliés aux attentats du marathon de Boston, les 51 membres de l’harmonie, qui se préparaient pour cette compétition depuis le mois de septembre, ont gardé leur sang froid et ont su impres- sionner les juges par leurs prestations. .Le groupe dirigé par Isabelle Brassard- Porter s’est vu accorder un niveau or pour sa performance ainsi qu’une première place dans sa catégorie, avec une moyenne de 96 %, avec plusieurs prix, dont le Adjudica- tor’s Award et le Outstanding Band Award. Un des juges leur a même déclaré qu’ils for- maient « la meilleure harmonie canadienne qu’il ait jamais entendue ». pu profiter de trois jours magnifiques dans les alentours de la ville de Boston. Certaines activités ont été annulées en raison des événements reliés aux attentats du mara-
thon de Boston. Ils ont tout de même pu visit r le centre-ville, l’aquarium, les villes de Salem et Gloucester, t ont assisté à une représen ation du Blue Man Group.
Bandeladouze récompensée
Bandeladouze, la troupe de théâtre de l’école secondaire Béatrice-Desloges d’Orléans, a vu son travail récompensé lors du festival de théâtre SEARS, qui a eu lieu le 18 avril à Cornwall. Grâce à son adaptation de la pièce « Un songe d’une nuit d’été » de Shakespeare, la troupe a été invitée à la finale provinciale, qui se déroulera à Hamilton du 8 au 11 mai. À la finale régionale, la troupe a remporté un total de huit prix. On retrouve trois prix Par Marie-Hélène Casimiro Collaboration spéciale
d’excellence pour le son, les costumes et l’ensemble des comédiens de la troupe, ainsi que le Adjudicator’s Award et un prix pour Outstanding Production. Dans le cadre du festival SEARS, les élèves ont un délai très serré pour présenter leur pièce. Ils ont droit à unmaximumde 15min- utes pour monter et enlever les décors, et 50 minutes pour jouer leur pièce. Une seconde de plus, et ils sont éliminés. C’est en gar- dant ces critères stricts en tête que Bande- ladouze, sous la direction de l’enseignante Danielle Jubinville, metteure en scène, a répété sa pièce, et coupure après coupure, a finalement obtenu le ré- sultat désiré.
