From National Roots to Global Reach: Evolving the IEA Online Survey Expert

IEA’s Online Survey Expert (OSE) is on a path of transformation, from a national listing and sampling tool into a scalable platform for international large- scale assessments. Originally developed to support educational studies in Germany, OSE has proven itself as a secure, efficient, and user-friendly solution for schools and administrators. IEA is now in the development phase of expanding this system to meet the growing complexity of international studies, with future deployment planned for ICILS 2028 and PISA 2029.
The OSE system allows sampled schools to securely list students and teachers for study participation. It enables the pseudonymized selection of participants, ensuring compliance with data protection while preserving the integrity of sampling procedures. Importantly, it also enables the structured collection of study-relevant participant information, which is essential for creating high-quality samples and aligning them with study requirements.
