Capacity Building to Strengthen Educational Assessment in Diverse Contexts

The past year has been both intense and rewarding for the Capacity Building Team, with a strong focus on finalizing LaNA preparing for future activities, and continued support to other comparative assessments.

LANA: SUCCESSFUL LINKAGES, REPORTING, AND NEW BENCHMARKS The completion of the LaNA 2023 Linking Study (see page 26) marks one of the Capacity Building team’s key achievements. The process began with the successful administration of the main data collection phase in six countries. Following this, IEA staff carried out comprehensive data cleaning and weighting and coordinated closely with the TIMSS & PIRLS International Study Center (ISC), which led the scaling of the data. The finalized LaNA International Database and accompanying LaNA User Guide were prepared and made publicly available by the end of April 2025. The ISC also authored the LaNA 2023 Linking Study Results Report which presents the outcomes alongside a comprehensive description of the technical procedures. Following the internal data release to countries in October 2024, a virtual secondary data analysis training seminar was held in November. The public release of results took place during a dedicated event in Dakar on 25 February, 2025, bringing together national teams, donors, and regional stakeholders. A subsequent policy brief workshop, given by IEA and supported by UNESCO, was attended by five of the six participating LaNA countries. The goal was to support the development of national interpretations of the LaNA results into informed policy interventions. Efforts are currently underway to further support countries individually in the dissemination of their LaNA 2023 Linking Study results.

PASEC 2024: PREPARING FOR THE MAIN SURVEY The Programme for the Analysis of Education Systems (PASEC), run by the Conférence des ministres de l'Éducation des États et Gouvernements de la Francophonie (CONFEMEN), is a long-standing regional assessment initiative focusing on French-speaking African countries. IEA is tasked with supporting the 2024 cycle, with a focus on sampling and weighting, data quality control, and providing targeted assistance at the outset of the reporting process. Over the past few months, the sampling team (see page 68) worked to draw the main survey samples for 21 countries—a task that proved especially challenging due to complex coordination demands involving multiple partners and delays or gaps in required information. Nonetheless, 19 out of 21 national samples have now been successfully drawn. At the same time, the development of a framework and procedures for quality control of the PASEC main survey data began which draw upon the submitted field test data. These preparations will ensure that IEA is ready to proceed once the main survey data is received in Q4 of this year. In parallel, the RandA team is contributing to the reporting activities and preparing for an on-site technical meeting and training seminar with CONFEMEN and national representatives scheduled for September.
