IEA Insider 2025

EDUCATION MATTERS

INCLUSION AT THE FOREFRONT: THE INCLUDE PROJECT We’re proud to having secured funding through IEA’s R&D program (see page 70) for the INCLUDE project. Our goal is to reduce exclusions and improve inclusiveness in large- scale assessments. We're refining definitions, developing new strategies, and optimizing field procedures to better reflect the diversity of student populations. After all, data only serves its purpose when it includes everyone. This work not only supports fair educational policy but reinforces the message that education matters for all. BEYOND SAMPLING: VISIBILITY, COLLABORATION, AND RESEARCH The team has been increasingly active in the research community, including presenting and discussing related findings at conferences and workshops. From Aarhus to Rome, our presence has grown, and so has our visibility within the international education research community. Notable is our success in securing in- and external funding for several research projects, advancing the field for example in the areas of variance estimation and non-response. INNOVATION BEHIND THE SCENES We're also advancing on the technical front. Our team is actively developing sampling software using R, aligning with the broader statistical community’s move toward

open-source tools. In parallel, we’re contributing to the migration from WinW3S to OSE, IEA’s new online platform for managing within-school-sampling. This move promises greater efficiency, simplified procedures for countries, and cost savings. SUPPORTING A WIDE RANGE OF STUDIES Our team continued to support a wide range of assessments by leading sampling-related work in ICCS, ICILS, LaNA, TALIS, PASEC and LSCE, and working in close collaboration with RTI International on TIMSS and PIRLS. With the addition of new projects, we are now involved in all major international large-scale assessments in education, as well as several regional and national studies. At the national level, we support for example Germany’s Bildungstrend, Startchancen, and Stars studies. In sum, from high-level innovation to hands-on collaboration, the IEA Sampling Unit continues to grow, adapt, and support education research worldwide—one representative sample at a time. ■
