After a successful webinar series on the Building Safety Act 2022, the FMB’s Director of Membership, Hayley Lorimer, offers her key takeaways BOOST YOUR BSA KNOWLEDGE

T he FMB’s goal in working with September and October 2024 was to produce five webinars to provide members with a keen understanding of the impact of the Building Safety Act (BSA) on their daily work. The webinars were Cube Construction Consultants in sponsored by HazardCo, and the FMB is grateful for its support in providing this important resource to members. Each 45-minute webinar covers an element of the BSA and is delivered by Mark Johnston and Nicola Slater of Cube Consultants. The webinars are available on demand via the FMB website. It is best to work through the series from the beginning for a more complete understanding. Webinar 1: Grenfell and the history behind the BSA The first webinar takes us through the history behind the introduction of the Act following the Grenfell Tower disaster, and its central mission: “To ensure that people are safer, and feel safer in their homes, schools and workplaces.”

Webinar 3: Duty holders The duty holders defined in the Act are detailed in this webinar, including: ● Principal Accountable Person ● Principal Designer ● Principal Contractor. Their roles, and that of the Building Safety Regulator, are all examined. For all, there is a duty to plan, manage, and monitor work so that compliance with building regulations are achieved. A key obligation for all roles is addressed: the importance of working collaboratively, sharing information and taking action where non-compliance is a risk. Webinar 4: Dealing with high-risk buildings The building control processes for high-risk buildings (HRBs) are different in terms of the application process and level of information required, even though the technical functional requirements of the building regulations remain the same. The webinar covers three gateways that apply to HRBs and explores change control, different processes that apply

to major and/or notifiable changes, and the definitions of these types of changes. Webinar 5: The golden thread of information The final webinar looks in detail at a key concept within the BSA: the golden thread, which refers to the digital, accurate, updated and accessible records that must be available for any HRB, documenting its planning, design and occupation. The webinar provides guidance on, and examples of, safety-critical elements. The RIBA Plan of Work is also explored, along with noted sources of additional information. While attendance at these webinars is not intended to make anyone an expert on BSA, it will meet the objective of enabling members to demonstrate a good level of understanding of the BSA, which they can share with colleagues, clients and others.

The Grenfell tragedy was a catalyst to improve safety

The Act focuses on building, safety, rather than the process of building safely. The webinar also looks at competence, which is defined as the “skills, knowledge, experience and behaviours” to produce a compliant building, and addresses how this can be demonstrated for individuals and organisations. Webinar 2: Legislation linked to the BSA This session covers key legislation linked to BSA, consequences for non- compliance, and what this means for FMB members. It focuses on the importance of recording and being able to produce evidence of compliance and competence. Members need to consider whether they have the capability to manage their records digitally and make
