However, the State of California limits its share of disaster relief funding to 75 percent of the costs not paid by the federal government unless the community has a valid LHMP, at which point the State may pay more than 75 percent. • “The LHMP must analyze all potential hazards”. An LHMP must only look at natural hazards. Human-caused hazards may be included for the sake of improving overall community safety, but are not necessary. FEMA only provides funding to help mitigate natural hazards. The City is planning to hold public meetings at key stages of the process, with opportunities for additional engagement, as desired by the HMPC. The following are descriptions of these anticipated meetings: Community Kick-Off Meeting. This meeting will occur at the beginning of the planning process and focus on informing attendees about the hazard mitigation planning process, the project schedule, ways to stay engaged with the City, and ways to stay informed about upcoming events and project documents. This meeting will include a simple presentation providing this project overview along with a question- and-answer period and interactive activities that allow attendees to provide direct input into the planning process. Public Review Draft Plan Review Meeting. This meeting will take place during the required public review period and allow participants to comment on the draft LHMP. The intent of this meeting is to explain the LHMP document (purpose, content, etc.) and the next steps in the planning process and provide a forum for input and feedback on the plan and outstanding community concerns. This meeting can be combined with a regularly scheduled City meeting, like a Planning Commission or City Council meeting. Final Adoption Hearing. This meeting will take place upon receipt of final approval from FEMA. At this meeting, the City Council will take final action to adopt the LHMP, triggering the start of the 5-year implementation period of the plan. After adoption, the City will be able to pursue additional grant funds for future mitigation projects.

Many successful engagement opportunities occur in conjunction with existing events occurring within the City. It is anticipated that booths could be set up and information could be shared about the LHMP at these events.
