Infrastructure failure can pose a threat to people and property in Irvine. A discussion of infrastructure failure is discussed as a function of other hazards. Areas within the City of Irvine have existing landslides or the potential for landslides to occur. As a result, the HMPC felt it was important to include this hazard in the plan. Levees are not located within the City. Based on this, the HMPC did not identify levee failure as a hazard of concern. Although lightning does occasionally occur in Irvine, it does not pose a significant threat to people or property. According to mapping prepared by the California Geological Survey, portions of the City are located within liquefaction prone areas. The City does not have methane containing soils that pose a threat to the public health and safety of residents and businesses. However, the City does have two closed landfills that could contribute to the release of methane gas. Further discussion of this is provided in the Hazardous Materials Release hazard profile. There are natural gas pipelines running through Irvine that could pose a danger to people and property if they were to breach and release their contents into the community. This hazard is discussed in the Community Profile in Chapter 2 and is discussed in the Infrastructure Failure section. There is no history of oil drilling and extraction within the City. Based on this, the HMPC did not think this hazard needed to be addressed. Given prior events that have occurred in the City and the threat of future power loss, the HMPC determined that power failure should be addressed. There are no known major sources of radiation in Irvine or the immediate surrounding area that could pose a serious threat to the community. While Irvine is not considered a coastal community, its drainage infrastructure connects to the ocean and may be tidally influenced. In the event future sea-level rise affects drainage infrastructure; it could impact future flooding within the City. There are no major bodies of water in Irvine that could be subjected to seiche. Irvine is in a seismically active area where shaking can be severe enough to damage property or cause loss of life. For this reason, the HMPC determined it should be addressed in this plan.
