WHAT IS THIS HANDBOOK?
The Local Hazard Mitigation Plan (LHMP) for the City of Irvine features an evaluation of the City’s hazards as well as a variety of corresponding mitigation actions. These actions are intended to preserve public safety, maintain critical municipal government operations and services when hazard events emerge, and empower community members to take on hazard mitigation at an individual level. This Implementation Handbook (Handbook) is intended for use by City staff and decision makers after the LHMP is adopted. It will:
▪ Give clear instructions as to what to do following adoption of the LHMP.
▪
Simplify future updates to the LHMP.
▪ Assist the City in preparing grant funding applications related to hazard mitigation.
▪
Guide annual plan review actions.
HOW DO I USE THIS HANDBOOK?
This Handbook can help City staff and decision makers in several different situations. If and when the events listed below occur, consult the respective sections of this Handbook for advice on how best to proceed:
▪ A disaster proclamation has been issued by the Irvine City Council
▪ A disaster proclamation has been issued by the State of California
▪ A disaster declaration has been signed by the Federal Government
▪ I want to apply for mitigation grant funding
▪ Irvine is undergoing its budgeting process
▪ Irvine is holding its annual meeting of the Hazard Mitigation Planning Team
▪ Irvine is updating the following policy and regulatory documents:
The Local Hazard Mitigation Plan

The Safety Element of the General Plan
o
o The Housing Element of the General Plan
The Zoning Code

WHO MAINTAINS THIS HANDBOOK?
The leader of the Hazard Mitigation Planning Team (HMPT) is the one responsible for maintaining this Handbook. At the time of writing, the current HMPT leader is Robert Simmons, from the Irvine Police Department. The HMPT may delegate this responsibility to someone else should they so choose.
