Dear Rosebuds, It fills my heart with so much joy to welcome you into this sweet sisterhood! Rosebuds is a place where we uplift each other, serve from the heart, and grow into strong, confident young women. Throughout the year, you’ll have many opportunities to make a difference, whether it’s through cherished traditions like our annual Teacher’s Tea or our Bake Sale. However, beyond the events, what truly makes Rosebuds special is your dedication, your kindness, and the way you reflect our values in everything you do, both on campus and in our community. I truly believe this year will be one of learning, leading, and lifelong friendships. I cannot wait to see each of you shine! Our goal for the year is to meet the National Council’s objectives through programs that bring enjoyment and knowledge of different phases of gardening.

BY-LAWS The Rosebud Junior Garden Club of Texas High School

ARTICLE I - NAME AND PURPOSE

Section 1. The name of this club shall be the Rosebud Junior Garden Club. Section 2. The object of this club is to be a service and educational organization for young women at Texas High School. The club will provide education to the members by introducing programs that will help them become productive women and leaders in the community and school. Section 3. Rosebuds emphasizes service through our various educational activities and service projects. The members are taught different skills that they will need later in life such as being dependable, working together in groups, and serving others. Educational programs in Rosebuds are also used to help the girls develop new skills and interests.

ARTICLE II - MEMBERSHIP

Section 1. Membership in this club is an honor bestowed upon a student. Selection for membership is by invitation based on the overall weighted GPA of 143.0 or higher grade point average, and good attendance and behavior. Section 2. Active members shall remain part of the club until graduation. Active members must participate in all events and payment of dues. Points will be earned by attending events. Seniors will become inactive members upon graduation. Members who are dismissed from the club due to circumstances outlined in Article V will be considered inactive members. Section 3. Prospective new members shall receive an invitation, inviting them into the club. If an individual does not receive an invitation, they are not eligible for membership of the Rosebud Junior Garden Club. Section 4. Point system. Members earn points by attending meetings, events and participating in fundraisers and community service. A minimum of 50 points are required to attend the end of the year trip/party. Section 5. Active members who resign without reasonable cause or are dismissed are never eligible for membership. Section 6. Members are expected to uphold a high standard of behavior that is necessary for the integrity and reputation of the organization. Members must be of outstanding character, leadership, and citizenship (above all reproach). Section 7. Members are expected to participate in Volunteer activities representing Rosebuds as part of maintaining Active membership.

ARTICLE III - SELECTION OF MEMBERS

Section 1. To be eligible for membership, the eligible member must be a female member of the sophomore class. (Freshmen or those classified as 9th graders are not eligible.) Any junior or senior that moves into the district may join at the start of each new year, if they meet the membership requirements. Section 2. Applicants must have a weighted GPA of 143.0 or higher to be considered as a member of the Rosebud Junior Garden Club. Section 3: Applicants must not have violated the TISD Code of Conduct. Those who violate the Code of Conduct at a level requiring In School Suspension (ISS) or Disciplinary Alternative Education Placement (DAEP) will not be selected. Section 4. Upon selection, incoming Rosebuds must make an original floral arrangement for a teacher or staff member to complete their membership. In addition, newly accepted members are required to attend the Initiation Dinner.

ARTICLE IV - CONDUCT

Section 1. Proper manners should be used at all times to address adults and officers. Mutual respect and politeness toward fellow members within the group are basic elements that contribute to the total success of the group. Section 2. Assault or harassment of sponsor(s) or another student(s), or theft of group or individual property are expressly forbidden. At the first infraction of either of these rules, the member will be dismissed from the club. Section 3. The possession and/or use of alcohol, tobacco, and illegal drugs are forbidden and will not be tolerated. Any infraction, on or off campus, will result in a principal/sponsor/parent/student review. Dismissal from the club may result from this review. A second infraction will result in the immediate dismissal from the club. Section 4. Members will maintain a higher standard of conduct that is appropriate on social media sites such as Facebook, Instagram, Snapchat, Twitter, etc. Members are responsible for everything they post on social media or anything they are tagged in. The area of appropriateness will include, but are not limited to language (abbreviated or alluding to), pictures, suggestive poses, nudity, clothing, reference to alcohol, drugs, and tobacco. Any question of appropriateness will be decided by the principal and sponsor(s).

ARTICLE V - DISMISSAL

Section 1. The procedure for dismissal shall be determined by the club sponsor(s) and the principal in compliance with the rules and regulations of the Rosebud Junior Garden Club. A copy of the dismissal procedures shall be available to interested parties. Section 2. Members must maintain the weighted GPA of at least a 143.0 or higher, which was the basis of their selection. Section 3. The student members who habitually violate the TISD Code of Conduct or who violate the Code of Conduct at a level requiring In School Suspension (ISS) or Disciplinary Alternative Education Placement (DAEP) shall be removed from membership. Section 4. Members who do not carry out their requirements (ie; Thanksgiving Bake Sale, Teacher’s Tea, Teacher Floral Arrangements, or any other philanthropic events) will be dismissed after two events are not completed. If a member has an issue with any of the philanthropic responsibilities, they need to discuss the issue with the club sponsor(s). Section 5. In all cases of impending dismissal, a member shall have a right to a hearing before the faculty council. A student may be accompanied by a parent/ guardian at their hearing.

ARTICLE VI - OFFICERS/COMMITTEE CHAIRS

Section 1. The duty of all officer positions shall be to set a positive example for members as well as other officers. All officers are expected to model and promote Rosebud values and purpose. The Executive Council of this club shall be a president, vice-president, secretary and treasurer. The remaining positions will be called officers. They will be made up of incoming 11th and 12th grade members for the following year and will be 1 person positions. Section 2. A majority of votes cast shall be necessary to elect any officer of this chapter, and officer positions are based primarily on good attendance and active participation in the club. However, girls do have the opportunity to express interest in specific positions for which they would like to be chosen for. Section 3. New officers and committee members shall be installed at the end of the year Dinner, typically in April or May.

Section 4. It shall be the duty of the President to maintain a positive working relationship with the Executive Council, officers, members and Sponsors. She shall preside over this chapter’s meetings and be an ex-officio member of all committees. The president shall appoint permanent committees as necessary. She shall meet regularly with the sponsor(s) concerning upcoming agendas as well as seek assistance from her officers. It is the responsibility of the President to stay informed of the status of all committees to ensure the timeliness of events. Section 5. The Vice-president assists the President as needed, as well as ensures that goals, policies and procedures are carried out. The Vice-President shall preside in the absence of the President.In the event the President cannot fulfill her duties the VP will resume the role of President. Section 6. The Chapter Secretary shall keep accurate meeting records, recruitment lists, attendance records, and documentation of club activities and functions. She is also responsible for taking attendance during each meeting. Section 7. The Treasurer shall work with the sponsors in keeping an accurate account of receipts and disbursements in accordance with TISD regulations. She shall work with the sponsors in determining an annual budget for all service projects in events. The Treasurer ensures that all members’ dues are current and paid within a timely manner. Section 8. The duty of the Director of Community Service & Fundraising is to improve our community and school by providing service projects and fundraising that benefits both. The DOCSF shall oversee her committee. Section 9. The Director of Hospitality and Public Relations shall help to promote the warmth, openness and welcoming environment that Rosebuds was created upon. This position shall also promote a positive public image for Rosebuds and its membership. There will only be one member voted in for this position. Section 10. The duty of the Director of Membership/Recruitment is to oversee all initiation of new members and assist the sponsors in the selection of all potential new members (PNMs). It is the responsibility of the Director of Membership/Recruitment to promote a positive climate within the club to support membership retention. There will only be one member voted in for this position. Section 11. The duty of the Staff Tea Coordinator will be to serve as the leader and be the person in charge of the overall event. Duties include food, decorations and overall execution of the event. Section 12. The duty of the Bake Sale Coordinator is to coordinate the bake sale as well as be the person in charge for the overall event. This will include organizing the pricing of baked goods, decorations and overall execution of the event.

Section 13. The duty of the Spring Fling Coordinator is to oversee the overall execution of the event. She will oversee a Committee made up of members from the Junior class and members SELECTED from the INCOMING SOPHOMORE CLASS each year. Section 14. Meetings are led by officers and committee members with the sponsor(s) in attendance.

ARTICLE VII - THE CLUB SPONSOR(S)

Section 1. The club sponsor(s) shall be responsible for the direct day-to-day supervision of the chapter and act as liaison between faculty, administration, students, and community. Section 2. The club sponsor(s) shall maintain files on membership, chapter history, activities, and financial transactions. Section 3. The club sponsor(s) shall regularly review each member for compliance with the Rosebud Junior Garden Club standards and obligations. Section 4. The club sponsor(s) shall help the club officers understand and carry out their duties.

ARTICLE VIII - MEETINGS & EVENTS

Section 1. The regular meetings of this chapter shall be no more than once a month during the school days or on an afternoon following school hours as designated by the sponsor(s) and with principal notification. Section 2. Eight members shall constitute a quorum. The sponsor(s) and the president must approve all meetings, with at least one sponsor in attendance. Section 3. Members are expected to attend all meetings unless they are absent from school on the day of the meeting due to participating in another school function, have a death in the family, or have an illness. Section 4. Attendance is taken at every meeting. Members who are unable to attend a meeting must provide the sponsors with a 24-hour notice .

BY-LAWS (CONT) ARTICLE IX - THE PRINCIPAL

Section 1. The principal shall reserve the right to approve all activities and decisions of the club. Section 2. The principal shall annually appoint a chapter sponsor(s), who may serve consecutive terms. Section 3. The principal shall be in attendance at any events if they choose to participate, but it is not required.

ARTICLE X - DUES AND PARTICIPATION

Section 1. The amount of club dues shall be $60 for new members entering the club, which includes a t-shirt. Junior and Senior dues will be in the amount of $40. The dues consist of the following; membership fee, events (dinners, supplies, refreshments and guest speakers etc.) Members shall not be turned away because of inability to pay, but reasons should be discussed with the club sponsor. Dues can be paid in full or in two payments, which includes the first installment in October and the remaining balance paid in February. Section 2. Participation in each event is mandatory . All major events will be communicated no less than two weeks in advance to allow an adequate time frame for employers of the members. Notice and reasoning for non-attendance in events must be provided to the club sponsor 48 hours prior to the event to be considered as an excused absence. Any notices after 48 hours will not be considered as excused unless it is a death, sickness, or anything ruled by sponsor. Points will not be earned for any absence. Section 3. Non-participation in fundraising activities may be grounds for dismissal by the club officers. Students will receive not more than two (2) written warnings prior to dismissal proceedings being initiated. Section 4. Non-participation in service projects (groups and/or individuals) may be grounds of dismissal by the club officers. Students will receive no more than two (2) written warnings prior to dismissal proceedings being initiated. Section 5. Senior members are able to apply for the Ellene Johnson Rosebud Scholarship in the amount of $1000. The number of scholarships to be awarded each year will be determined by the administrators of the account. It is the intent that this money be made available to students on the basis of scholarship, outstanding character and community service. To be eligible a member must have 2 years of active membership (defined by attending 80% of meetings and performing a min of 20 cumulative hours of community service. Section 6. In order to receive the club graduation cord, members must complete a minimum of 20 cumulative hours of community service within the three years of membership.

ABSENCE POLICY Excused: The following will be considered legitimate excuses for absences: • Illness– must be absent from school the day of the meeting or the day after the meeting. • Death in the family. • School related Unexcused: The following will not be considered legitimate excuses for absence: • Homework • Work • Personal outside activities ROSEBUD POINT SYSTEM Each member will accumulate a minimum of 50 points in order to be eligible to attend the Spring Fling trip when applicable. If members are not able to meet the 50 points sponsors along with the Executive Officers can determine if less points are allowed.

SPRING FLING TRIP ELIGIBILITY

1) Participate in both club fundraisers 2) Attend at least four (4) monthly meetings. 3) Dues must be paid for the year by the trip. 4) Must earn a minimum of 50 points.

How Do I Earn Rosebud Points?

50 points are required to attend the Spring Fling Trip unless otherwise determined by Sponsors and Executive Officers. Attend all 8 meetings = Each meeting is worth 5 pts for a total of 40 points Wear Club T-shirt on meeting dates = 1 point per meeting for a total of 8 points Work ONE of the 2: Bake Sale or Staff Tea 10 points Bringing your homemade Bake Sale item 5 points Bringing your assigned Staff Tea item 5 points Complete both Service Projects (Fall/Spring) 10 points Total Available 78 Points If you complete all items you will earn 78 points and meet the requirements to attend the Spring Fling Trip. Ways to earn additional points - Each are worth 5 points Participate in any volunteer service opportunity that are TBD. There will be a sign up sheet for each available opportunity: first come-first serve.

ROSEBUD DUES

New members ( 10th graders only ) will be $60 per year for all New members. This will include a T-shirt, Initiation dinner, supplies and/ or guest speaker. Existing members ( 11th & 12th ) will be $40. This will include end of year dinner, supplies and/or guest speaker. All monies needed for the year are included so that you will not be asked to pay for different things during the year. Dues do NOT include the homemade Bake Sale item and /or Teacher’s Tea requirement or optional sweatshirt. There are 2 payment options available to pay your dues: Payment in Full by October 6,2025 or 1/2 payment by October and second payment by February 2, 2026 Dues can be paid at monthly meetings or to sponsor Mrs. Schandua in the Academic Center.

YEARLY PROJECTS

1. New members are required to make a flower arrangement for a staff Member. The vase will be provided by the Club but all flowers are at the expense of the member. 2. Promoting a clean campus program for the beautification of our school. 3. Members are expected to participate in a service project during both the Fall/Spring Semesters. 4. Participate in Rose Garden Club sponsored events. PHILANTHROPY PROJECTS 2025-2026 TBD SCHOLARSHIP OPPORTUNITIES 2025-2026 Scholarship opportunities for Rosebud Seniors are available. The Rosebud Scholarship will be posted in the College and Career Google Classroom in the Spring of graduation year. To be eligible you must be an active Rosebud Member. Senior members are able to apply for the Ellene Johnson Rosebud Scholarship in the amount of $1000. The number of scholarships to be awarded each year will be determined by the administrators of the account. It is the intent that this money be made available to students on the basis of scholarship, outstanding character and community service.
