Manufacturers Remain Optimistic Amid Uneven Growth Regional manufacturing reports for October painted a mixed picture, with activity softening in Philadelphia while momentum strengthened in New York. Despite uneven results, sentiment among manufacturers remains largely positive, supported by improving order volumes and ex- pectations for growth heading into the new year. In the Philadelphia region, manufacturing activity de- clined sharply in October after a brief rebound in Sep- tember. The index for current general business activity dropped from 23.2 to negative 12.8, marking its largest one-month decline since April. Roughly 25.2 percent of firms reported decreases in activity, while just 12.4 percent noted gains. Shipments also slowed, with the shipments index falling from 26.1 to 6.0. However, new orders offered a bright spot, rising from 12.4 to 18.2 and suggesting un- derlying demand remains resilient despite broader head- winds.

Economists noted that the Philadelphia downturn could be temporary, reflecting short-term uncertainty rather than a sustained contraction. Supply chain stability, ener- gy costs, and cautious hiring continue to weigh on some manufacturers, but many remain optimistic about produc- tion levels and customer demand heading into 2026. In contrast, New York’s manufacturing sector saw a notable improvement in October. The Empire State Man- ufacturing Survey’s headline general business conditions index rose 19.4 points to 10.7, signaling a return to expan- sion. New orders increased by 23.3 points to 3.7, while the shipments index surged 31.7 points to 14.4. Businesses in New York also expressed renewed op- timism about the months ahead. Expectations for new or- ders and employment growth reached their highest levels since January, with firms anticipating a faster pace of hiring and increased output in the first half of 2026. Respondents cited improving customer demand and greater stability in materials availability as reasons for cautious optimism. Taken together, the regional data underscores a manu- facturing landscape still navigating uneven recovery.
