I’m so excited to welcome you to this amazing group of young women! In Rosebuds, our goal is to educate and serve. We are committed to our duty of leadership inside our school and in our community. We provide several opportunities for you to volunteer during the year. Our sponsors and officers ask that you be dedicated to Rosebuds and constantly reflect the values of this organization. This year is going to be absolutely amazing, and I know you will accomplish and grow so much! Our goal for the year is to meet the National Council ’ s objectives through programs that bring enjoyment and knowledge of different phases of gar- dening.

BY - LAWS The Rosebud Junior Garden Club of Texas High School

ARTICLE I – NAME AND PURPOSE Section 1. The name of this club shall be the Rosebud Junior Garden Club. Section 2. The object of this club is to be a service and educational organi- zation for young women at Texas High School. The club will provide education to the members by introducing programs that will help them become productive women and leaders in the community and school. Section 3. Rosebuds emphasizes service through our various educational activities and service projects. The members are taught different skills that they will need later in life such as being dependable, working together in groups, and serving others. Educational programs in Rosebuds are also used to help the girls develop new skills and interests, such as Manners/Etiquette, Exercise through Zumba and Yoga, and Self - Defense. dent. Selection for membership is by invitation based on the overall grade point average of at least a 143.00 (see ARTICLE V), good attendance and behavior. Section 2. Membership shall be known as either active or inactive. Active members shall remain part of the club until graduation. Active members must participate in all events including payment of dues or for the event if necessary. Seniors will become inactive members upon graduation. Inactive members shall have no voice or vote in club affairs. They are also not allowed at club meetings, events, or dinners. Members who are dismissed from the club due to circumstanc- es outlined in Article V will be considered inactive members. Section 3. New members shall receive a letter welcoming them into the club. If an individual does not receive a letter welcoming them into the club, they are not a member of the Rosebud Junior Garden Club. ARTICLE II - MEMBERSHIP Section 1. Membership in this club is an honor bestowed upon a stu- Section 4. Point system. Section 6. Members are expected to uphold a high standard of behavior that is necessary for the integrity and reputation of the organization. Members must be of outstanding character, leadership, and citizenship (above all reproach).

BY - LAWS ARTICLE III - SELECTION OF MEMBERS

Section 1. To be eligible for membership, the eligible member must be a female member of the sophomore class. (Freshmen or those classified as 9th graders are not eligible.) Any junior or senior that moves into the district may join at the start of each new year, if they meet the membership requirements. Section 2. Applicants must have a weighted grade of a 143.0 or higher to be considered as a member of the Rosebud Junior Garden Club. Section 3: Applicants must not have violated the TISD Code of Conduct. Those who violate the Code of Conduct at a level requiring In School Suspen- sion (ISS) or Disciplinary Alternative Education Placement (DAEP) will not be selected. Section 4. A description of the selection procedure and requirements shall be published in an official school publication that is widely available to all students, parents, and the greater community. Section 5. Upon selection, incoming Rosebuds must make an original floral arrangement for a teacher or staff member to complete their member- ship. In addition, newly accepted members are required to attend the Initia- tion Dinner. ARTICLE IV - CONDUCT Section 1. Proper manners should be used at all times to address adults and officers. Mutual respect and politeness toward fellow members within the group are basic elements that contribute to the total success of the group. Section 2. Assault or harassment of sponsor(s) or group members, or theft of group or individual property are expressly forbidden. At the first in- fraction of either of these rules, the member will be dismissed from the club. Section 3. The possession and/or use of alcohol, tobacco, and illegal drugs are forbidden and will not be tolerated. Any infraction, on or off cam- pus, will result in a principal/sponsor/parent/student review. Dismissal from the club may result from this review. A second infraction will result in the immediate dismissal from the club. Section 4. Members will maintain a higher standard of conduct that is appropriate on social media sites such as Facebook, Instagram, Snapchat, Twitter, etc.. Members are responsible for everything they post on social me- dia or anything they are tagged in. The area of appropriateness will include, but are not limited to language (abbreviated or alluding to), pictures, sugges- tive poses, nudity, clothing, reference to alcohol, drugs, and tobacco. Any question of appropriateness will be decided by the principal and sponsor(s).

BY - LAWS ARTICLE V - DISMISSAL

Section 1. The procedure for dismissal shall be determined by the club sponsor(s) and the principal in compliance with the rules and regula- tions of the Rosebud Junior Garden Club. A written description of the dis- missal procedures shall be available to interested parties. Section 2. Members must maintain the GPA of at least a 143.0 or higher, which was the basis of their selection, per semester or the member will be placed on a probation period of six weeks following the drop in not meeting the required weighted GPA. The member will have the probation period to correct the deficiency. If the student does not meet the probation period requirement, she will be dismissed from the program. Section 3. The student members who habitually violate the TISD Code of Conduct or who violate the Code of Conduct at a level requiring In School Suspension (ISS) or Disciplinary Alternative Education Placement (DAEP) shall be removed from membership. Section 4. Members who receive three demerits will be dismissed from the club. Demerits can be received for the following items: not attending mandatory meetings such as the Initiation Tea (if required to attend), not participating in the Thanksgiving Bake Sale or Teacher ’ s Tea, not participat- ing in a service project in the spring, not turning in their floral arrangement, not paying dues, not turning in the signed bylaws form, or not paying or attending other events. Section 5. Members who do not carry out their requirements (ie; Thanksgiving Bake Sale, Teacher ’ s Tea, Teacher Floral Arrangements, or any other philanthropic events) will be dismissed after two events are not completed. If a member has an issue with any of the philanthropic responsi- bilities, they need to discuss the issue with the club sponsor(s). Section 6. In all cases of impending dismissal, a member shall have a right to a hearing before the faculty council. A student may be accompanied by a parent/guardian at their hearing. ARTICLE VI - OFFICERS/COMMITTEE CHAIRS Section 1. The duty of all officer positions shall be to set a positive example for members as well as other officers. All officers are expected to model and promote Rosebud values and purpose and most importantly, make Rosebuds a HIGH priority of her commitments. The Executive Council of this club shall be a president, vice - president, secretary and treasurer. The remaining positions will be called officers. They will be made up of incom- ing 11th and 12th grade members for the following year and will be 1 person positions. Section 2. A majority of votes cast shall be necessary to elect any of- ficer of this chapter, and officer positions are based primarily on good at- tendance and active participation in the club. However, girls do have the opportunity to express interest in specific positions for which they would like to be chosen for. Section 3. New officers and committee members shall be installed at the Dinner at the end of every school year, typically in April or May.

BY - LAWS Section 4. It shall be the duty of the President to maintain a positive work- ing relationship with the Executive Council, officers, members and Sponsors. She shall preside over this chapter's meetings and be an ex - officio member of all committees. The president shall appoint permanent committees as necessary. She shall meet regularly with the sponsor(s) concerning upcoming agendas as well as seek assistance from her officers. It is the responsibility of the President to stay informed of the status of all committees to ensure the timeliness of events. Section 5. The Vice - president assists the President as needed, as well as ensures that goals, policies and procedures are carried out. The Vice - President shall preside in the absence of the President. In the event the President can not fulfill her duties the VP will resume the role of President. Section 6. The Chapter Secretary shall keep accurate meeting records, recruitment lists, attendance records, and documentation of club activities and functions. She is also responsible for taking attendance during each meeting. Section 7. The Treasurer shall work with the sponsors in keeping an accu- rate account of receipts and disbursements in accordance with TISD regulations. She shall work with the sponsors in determining an annual budget for all service projects in events. The Treasurer ensures that all members' dues are current and paid within a timely manner . Section8. The duty of the Director of Community Service & Fundraising is to improve our community and school by providing service projects and fund- raising that benefits both. The DOCSF shall oversee a committee of 3 commit- tee members for a total of 4 members to this position including herself. Section 9. The Director of Hospitality shall help to promote the warmth, openness and welcoming environment that Rosebuds was created upon. There will only be one member voted in for this position. Section 10. The duty of the Director of Public Relations and Market- ing shall promote a positive public image for Rosebuds and its Membership. There will only be one member voted in for this position . Section 11. The duty of the Director of Membership/Recruitment is to over- see all initiation of new members and assist the sponsors in the selection of all potential new members ’ (PNMs). It is the responsibility of the Director of Mem- bership/Recruitment to promote a positive climate within the club to support membership retention. There will only be one member voted in for this posi- tion. Section 12. The duty of the Teacher ’ s Tea Coordinator will be to serve as the leader and be the person in charge of the overall event. The duty of the Co- ordinators to coordinate the tea; not limited to food, decorations and overall execution of the event. The Coordinator will have 3 committee members for a total of 4 members making up the planning team. Section 13. The duty of the Bake Sale Coordinator is to coordinate the bake sale as well as be the person in charge for the overall event. This will in- clude organizing the pricing of baked goods, decorations and overall execution of the event. The Coordinator will have 3 committee members for a total of 4 members making up the planning team. 12

Section 14. The duty of the Spring Fling Coordinator is to oversee the overall execution of the event. She will oversee a Committee made up of 3 members from the Junior class and 3 members SELECTED from the IN- COMING SOPHOMORE CLASS each year for a total of 7 members to make up the Spring Fling committee. The Coordinator will serve as the lead- er and be the person in charge of the overall event. Section 15. Meetings are led by officers and committee members with the sponsor(s) in attendance. ARTICLE VII - THE CLUB SPONSOR(S) Section 1. The club sponsor(s) shall be responsible for the direst day - to - day supervision of the chapter and act as liaison between faculty, admin- istration, students, and community. Section 2. The club sponsor(s) shall maintain files on membership, chapter history, activities, and financial transactions. Section 3. The club sponsor(s) shall regularly review each member for compliance with the Rosebud Junior Garden Club standards and obligations. Section 4. The club sponsor(s) shall help the club officers understand and carry out their duties. ARTICLE VIII - MEETINGS & EVENTS Section 1. The regular meetings of this chapter shall be no more than once a month during the school days or on an afternoon following school hours as designated by the sponsor(s) and with principal notification. Section 2. Eight members shall constitute a quorum. The sponsor(s) and the president must approve all meetings, with at least one sponsor in attendance. Section 3. Members are expected to attend all meetings unless they are absent from school on the day of the meeting due to participating in another school function, have a death in the family, or have an illness. Section 4. Attendance is taken at every meeting. Any member who missed more than two regularly scheduled meetings without prior approval from the sponsor(s) shall be recommended for dismissal from membership in this club at the discretion of the sponsor and campus principal. ARTICLE IX - THE PRINCIPAL Section 1. The principal shall reserve the right to approve all activities and decisions of the club. Section 2. The principal shall annually appoint a chapter sponsor(s), who may serve consecutive terms. Section 3. The principal shall be in attendance at any events if they choose to participate, but it is not required. 13

BY - LAWS ARTICLE X - DUES AND PARTICIPATION

Section 1. The amount of club dues shall be $50 each year of the member- ship. The dues consist of the following; $15 membership fee, $15 tee shirt, $30 events (dinners, dance), $15 supplies, refreshments and guest speak- ers. Incoming 10th graders shall be assessed an additional $25 for a total of $75. Members shall not be turned away because of inability to pay, but reasons should be discussed with the club sponsor. Dues shall be paid in full or by a two payment plan (October and in February). Section 2. Participation in every event is mandatory. All major events will be communicated no less than two weeks in advance to allow an adequate time frame for employers of the members. Notice and reasoning for non - attendance in events must be provided to the club sponsor 48 hours prior to the event to be considered as an excused absence. Any notices after 48 hours will not be consid- ered as excused unless it is a death, sickness, or anything ruled by sponsor. Section 3. Non - participation in fundraising activities may be grounds for dismissal by the faculty council. Students will receive not more than two (2) written warnings prior to dismissal proceedings being initiated. Section 4. Non - participation in service projects (groups and/or individuals) may be grounds of dismissal by faculty council. Students will receive not more than two (2) written warnings prior to dismissal proceedings being initiated.

ABSENCE POLICY Excused: The following will be considered legitimate excuses for absences:  Illness– must be absent from school the day of the meeting or the day after the meeting.  Death in the family.  Others as recommended by the Sponsor Unexcused: The following will not be considered legitimate excuses for absence:  Homework  Work  Dates  Outside activities such as dance lesson etc.  Others as recommended by the Sponsor DISMISSAL All of the following are automatic dismissal from the Rosebud High School Garden- ing Club:  Two unexcused absences as stated on Article V from meetings.  Failure to bring flower arrangements.  Failure to take part in club activities ROSEBUD POINT SYSTEM Each member will accumulate points . A minimum of sixty points is required to attend the spring fling. 5 Points will be automatically added for every general meeting in attendance. 1 Demerit = 5 Points will be subtracted for the following:  Flower arrangement late  Failure to participate in committee work  Failure to help hostesses at the monthly meetings & with preparing Teacher ’ s Tea gifts  Failure to participate in any event/activity sponsored by the Rosebuds.  Dues late  Late to meetings - Rosebuds are on Time.  Store bought items brought to events that are required to be “ Homemade ” (i.e. Annual Bake Sale, Teachers Tea)  Other points that are assigned by Sponsors.

Format to earn back points: 3 points = Register to vote

3 points = Wear Rosebud T - shirt during the school day on general meeting dates. 5 points = By volunteering. Proof of services needs to be submitted to sponsors/ President/ Secretary. (ie. picture)

COMMUNICATION WITH ROSEBUDS Pertinent information will be disbursed by utilizing Google Class- room. All activities, opportunities, meetings dates will be posted. Please make sure that you have accepted Google invite by Septem- ber 15th. Google Classroom Code is mkn47te ROSEBUD DUES Dues for the Rosebud Garden Club will be $50 per year. This in- cludes: Rosebud T - shirt, dinner meals, guest speakers, & supplies. New members (10th graders only) will be assessed an initiation en- rollment fee of $25 and their yearly membership due for a total of $75. All monies needed for the year are included so that you will not be asked to pay for different things during the year. These dues do NOT include the homemade Bake Sale items and /or Teacher ’ s Tea items/ service project items. There are 2 payment options available to pay your dues: Payment in Full by Oct. 2, 2023 Or 1/2 payment by Oct 2, 2023 and second payment by Feb. 1, 2024
