AGENDA
Objectives : To learn about the various types of facility ratings and to discuss the best practices and internal controls for maintaining accurate facility ratings including error detection and validation of facility ratings in operating and planning models. Target Audience: This event will be of interest to SERC member companies, mainly Transmission Owners, Generator Owners, Transmission Planners, and Planning Coordinators. We will have several speakers representing both system planning and operations. You can expect to hear about their rating methodologies, how they maintain their data either manually or through system automation and how they perform change management within their organizations. They will also speak to the challenges which they observe in maintaining their internal and external processes. The agenda allows time for Q&A after each presentation. Therefore, times listed may vary.

Evan Shuvo Evan Shuvo is the Senior Reliability Engineer for Reliability Assessment, Performance Analysis, and Technical Services with SERC Reliability Corporation. Mr. Shuvo has been with SERC for more than four years. The reliability assessment, performance analysis, and technical services group is responsible for providing value-added services to the SERC entities by engaging in a collaborative environment through various technical committees and their subgroups. Mr. Shuvo has over twenty years of industry experience with Alliant Energy (Iowa, Wisconsin) and Ameren Services (Missouri, Illinois). Mr. Shuvo has the Bachelor of Science degree in Electrical Engineering with a concentration in Power Systems, Controls and Communication from Iowa State University, Ames, IA. Mr. Shuvo is a NERC Certified System Operator as Reliability Coordinator (NCSO). He is also a certified Project Management Professional (PMP).
Tim Ponseti Tim is the Vice President of Operations for SERC Reliability Corporation, which includes several program areas, including Reliability Monitoring, Situational Awareness and Security, IT, Technical Services, Reliability Assessments and Performance Analysis (RAPA), Engineering, Advanced Analytics, and System Operator Training. Tim’s extensive background includes leading control center operations, transmission operations, transmission planning, transmission maintenance, resource planning, load forecasting, distribution engineering, rate design and customer service, regulatory policy and compliance, industrial marketing, plus many years of experience serving on the SERC Board of Directors and NERC committees. Tim graduated summa cum laude from Tulane University, with a Bachelor of Science in Electrical Engineering. He is a member of the National Engineering Honor Society, the National Electrical Engineering Honor Society, the National Leadership Honor Society, and was a NERC Certified System Operator. After graduating from Tulane, Tim joined Entergy, where he worked a variety of jobs over the next 18 years. His lastfive years were spent in Pine Bluff, Arkansas, as the overall manager of Entergy’s System Operations Center, with Balancing Area responsibility across four states, and Reliability Coordinator responsibility across seven states. Twelve of these years with Entergy were spent as a member of SPP. In 2003, Tim joined TVA, where he held a variety of executive level positions. From 2013 to 2017 he served as TVA’s Vice President of Transmission Operations & Power Supply (TOPS), where he had responsibility for TVA’s Transmission Operator and Balancing Area function (seven states), Reliability Coordinator function (11 states), plus SCADA,the Network Operations Center, Operator Training, Compliance Execution, Real Time Power Trading, and Power Origination. From 2015-2017 Tim served as the Vice Chair of the SERC Board of Directors; from 2015-2017 he served as a member of the NERC Member Representatives Committee (MRC); and from 2016-2017 he served as Chair of the Eastern Interconnect Planning Collaborative (EIPC).He was also a member of the original multi-sector NERC Functional Model team.

Joel Rogers Joel Rogers joined SERC Reliability Corporation as a Compliance Auditor in June 2014.
Previously, Mr. Rogers was the Compliance Administrator for Cooperative Energy formerly known as South Mississippi Electric Power Association (SMEPA) in Hattiesburg, MS. In this role, Joel provided counsel to management and directed operations, planning, and critical infrastructure protection staff regarding NERC Reliability Standards compliance. Before taking on the Compliance Administrator role, Joel worked in operations planning for 3 years and Transmission Planning for 1 year. During this time, Joel performed engineering studies, prepared publications, and trained System Operators on peak loading, blackstart restoration, and abnormal transmission system conditions. Joel maintained power system models for both operations and transmission planning and he participated in the development of long-range transmission plans. Joel represented Cooperative Energy on SERC’s Long Term Study Group, Operations Planning Subcommittee, and Near Term Study Group. Prior to joining Cooperative Energy, Mr. Rogers worked for Southern Company Services in Transmission Planning and Mississippi Power Company in Distribution Engineering and Operations. Mr. Rogers graduated from Mississippi State University with a B.S. degree in Electrical Engineering, with an emphasis in power, in December 2005. Joel is a registered Professional Engineer in the state of Mississippi, a NERC Certified System Operator at the Reliability Coordinator level, and a Certified Government Auditing Professional. Mr. Rogers served in the U.S. Navy from 1995 to 2000 as an aviation electrician on the F/A – 18 Hornet.
Dulce Plaza Dulce returned to SERC as Legal Counsel in the Legal and Enforcement departments. Prior to rejoining SERC, Dulce acted as a litigation associate in one of Charlotte’s prominent insurance defense firms. Dulce’s passion for regulatory and compliance matters stemmed from the time she spent as a legal intern for a large utility company from 2012 – 2013, and for SERC from 2013 – 2014. Dulce is an active member in the ERO Enterprise Enforcement Group (EG), and serves as Co-Chair on the EG Risk Alignment project team. She also volunteers her time with the Mecklenburg County Bar (MCB), where she is serving a three-year term on the MCB Board of Directors and has been serving on the MCB’s Diversity and Inclusion Committee’s Pipeline Programming subcommittee since 2015.

Daryl McGee Daryl McGee is manager of the OATT and Regional Transmission Planning group in Southern Company Transmission. Mr. McGee has been with Southern Company for over 26 years and has worked in a variety of roles in Transmission Planning, Transmission Policy & Services, and Fleet Operations and Trading. In his current role, Mr. McGee is responsible for providing supervision and technical leadership to a team of highly skilled engineers who conduct technical studies as required in Southern Companies’ Open Access Transmission Tariff (OATT) and are responsible for all interface and regional planning efforts with other utilities across the United States. Mr. McGee serves on a variety of industry committees and is currently the chairman of the SERC Planning Coordination Subcommittee.
Ken Keels Ken Keels serves as director, initiatives for the North American Transmission Forum (NATF). As director, Ken is responsible for strategy, leadership, and direction of the NATF’s Initiatives Program, which encompasses resiliency and new or emerging reliability risk areas. Initiatives projects typically span multiple transmission disciplines and practice areas, involve organizations beyond the NATF, and are not being addressed by other NATF Programs and activities. Prior to joining NATF, Ken was director of compliance for SERC Reliability Corporation (SERC). In that role, Ken established policy, set expectations, and directed operations and performance of SERC’s compliance monitoring and enforcement program and its organization registration and certification program, covering bulk electric systems in central and southeastern United States. Ken worked for 25 years at Duke Energy Corporation in a variety of engineering and program management roles including electric distribution and transmission, resource planning, stakeholder relationship management; rates and regulatory affairs; contract management; energy procurement and bulk power marketing. Ken holds a bachelor of science degree in electrical engineering and a master’s of business administration degree, both from Duke University. He is a registered professional engineer in North Carolina and South Carolina.

Brian Thiry
Kimberly Jursic Kimberly is a Project Manager in the Georgia Power Transmission Control Center. In this role, she is responsible for managing the System Change and Facility Ratings processes, coordinating Operational Readiness and NERC compliance activities, and growing the bench strength of a team of Subject Matter Experts. Prior to joining the control center, Kimberly worked as a field engineer commissioning transmission assets including relay settings review, functional testing protection schemes, and a first-responder to ‘lights out’ situations identifying root causes to restore power to the grid. Kimberly earned a bachelor’s degree in Electrical Engineering Technology from Southern Polytechnic State University and brings 10 years of industry experience to her team. Mr. Thiry is the Manager of Entity Engagement at ReliabilityFirst (RF) and is responsible for RF’s assist visit program, certifications, and appraisals. In this role, he leads a dedicated team that works with industry to assess and mitigate risks inside and outside of standards, plus provide outreach in the form of education to industry. Entity Engagement also evaluates the internal controls in-place to preserve and enhance reliability, resiliency, and security for both Operations & Planning and Critical Infrastructure Protection risks to the Bulk Power System. Mr. Thiry has over 11 years of electrical utility experience from his time at FirstEnergy Corp., mostly in transmission operations. Mr. Thiry also has a background in substation and transmission line design. In previous roles at RF, he has worked in Compliance Monitoring and Events Analysis & Situational Awareness. Mr. Thiry holds a Professional Engineering License in the state of Ohio, and has a Bachelor’s Degree of Electrical and Computer Engineering from The Ohio State University.
